Skipper charged for manslaughter following boat accident near Saba Rock

ROAD TOWN, Tortola, VI- The boat captain of the 21-foot RHIB that collided with a dinghy and resulted in the death of boat captain 39-year-old Stephen Cross Jr on Friday, November 22, 2024, has been charged for manslaughter.

The Royal Virgin Islands Force (RVIPF) announced today, November 29, 2024, that officers have arrested and charged one individual in connection with the incident.

Lesley Joubert, a 36-year-old national of South Africa, has been charged with manslaughter.

According to the RVIPF, Joubert appeared at the Magistrate’s Court and was granted $120,000 cash bail to return to court on Tuesday, February 11, 2025.

The RVIPF assured the public that thorough inquiries are being carried out to determine the full circumstances surrounding this unfortunate incident.

    I want to see how this plays out differently than Frannie's death in the same scenario. They treat Black deaths differently than White deaths. I'll wait and see.

      Is there a difference. In Frannie's case, his boat did not have lights and the other boat had the right of way. The 'driver' of the other boat was properly acquitted - what was surprising is that the Judge did not dismiss all of the charges when the submission of no case to answer was made, and one of the charges was left to the jury. The jury found him innocent very quickly. Did Mr Cross Jr's boat have its lights on? Which boat had right of way? Was the boat overloaded with people?
      The DPP seems to think that the fact that somebody was killed means that another person must be in the wrong - but sometimes, it is the person in the wrong that gets killed.
      Her judgment is appalling and very few cases seem to get past a submission of no case to answer. In the Morrel case she brought in a UK KC to prosecute, ignored his advice on the merits and insisted that the case proceed. She lost again, and seems to be frit to go to court herself.

    When you toss the local and experience boat captains that knows how to navigate the waters in the BVI for outsiders that don’t know anything. My condolences to the man that lost his life family, loved ones and friends.
