ROAD TOWN, Tortola, VI- Cabinet of the Virgin Islands has approved a stipend increase for the Directors of the Boards governing the British Virgin Islands Ports Authority (BVIPA) and the BVI Tourist Board (BVITB).

Cabinet took the decision on December 18, 2019, which was chaired by His Excellency the Governor Augustus J. U. Jaspert at the Premier’s Conference Room, at the Honourable Ralph T. O’Neal Central Administration Complex in Road Town, Tortola.

With the exception of Minister for Health and Social Development Hon Carvin Malone (AL) all members were present, the post-cabinet release on January 29, 2020, stated.

Stipend increase

The release said a resolution which was submitted by the Chairman of the BVI Tourist Board (BVITB) Kenisha A. Sprauve to “increase the stipends paid to its directors as follows: Chairman - $1,800.00 per month; Deputy Chairman - $1,500.00 per month; Members - $900.00 per month,” was reviewed and approved.

A similar resolution was submitted by the Chairman of the VI Ports Authority Nathaniel Isaac Sr. for an increase to the stipends paid to its Directors as follows: Chairman - $1,800.00 per month; Deputy Chairman - $1,500.00 per month; and Members - $900.00 per month,” was also given the stamp of approval.

The stipend for the Directors of both Boards were: Chairman - $1,200.00 per month; Deputy Chairman - $900.00 per month; Members - $700.00 per month.

Isaac and Sprauve were appointed to their respective posts on July 26, 2019, by the Premier Andrew A. Fahie-led administration.

    Undoubtedly, boards, commissions.......etc are needed to develop and set policies for administrators to carry out in administering the various functions, ie, BVIEC, BVIAA, BVIPA, BVITB........etc. However, paying board members, ie, chairperson, deputy chairperson and regular board members $1800, $1500 and $900 per month, respectively, is way too generous to put it mildly. How often on average do these boards meet, ie, monthly, quarterly, bi-annually......etc? Is the rate paid per meeting and if so who sets how often a meeting is held? If the chairperson is absent and the deputy chairs the meeting, is she/he paid $1800 or $1500?

    I will take a wild a..s guess that most of the board(s) membership is a reward for supporting a political party. Don’t have a major problem with this, for to the victor goes the spoil. What is problematic though is an incoming government kicking the current board to the curb and staffing a new board with handpicked people. This action is counterproductive to the current and longer-term effective functioning of the board; it is not in the best interest of the proper functioning of the board. All the corporate history and working knowledge should not be chased out the door at once.

    Moreover, the boards are probably staffed with patriots. Nonetheless, how many would volunteer to serve on a board if there were not an attractive stipend? In other jurisdictions, people volunteer to serve on boards, ie, plumbing, electrical, park, airport, planning, marine, drainage......etc and are not paid. They volunteer to serve the community, to give back to the community, to acquire experience ....etc. IMO, service on boards should be voluntary, applied for, paid small stipend, approved by HOA with term limits, and membership staggered.

    Have no objection to persons receiving raises but lord why can’t government workers n other workers can’t get their increments all now after been promised for so long the rich continue to get richer n the poor man gets poorer

    And here this Board taking back the bonuses from the employees who did all the hard work. They the Board have done zilch and getting rewarded. Most government workers not making that kind of money and work five days a week and they meeting once a month at the most twice. The chair now collecting two checks as the TB chair and the Prospect Reef Chair

    nothing personal....but damn Mr.Government for some teachers these stipend is the same amount of there salary for a whole two weeks, hard work dealing with children lesson etc etc..... such is life...
