New legislations suggest 'takeover' is happening- Hon. Turnbull

ROAD TOWN, Tortola, VI- Opposition member Honourable Melvin M. Turnbull (R2) has opined that certain pieces of legislation coming before the House of Assembly (HoA) seem to suggest a takeover is happening without the Constitution of the Virgin Islands (VI) being suspended.

Hon. Turnbull was addressing the Eighteenth Sitting of the First Session of the Fifth House of Assembly on Thursday, August 22, 2024, where the Public Service Management Bill 2024 was being debated.

Bill appears to be 'good & transformational' but is not- Hon. Turnbull 

He said the bill appears to be good and transformational to those who have not read it in depth or at all and are simply listening to what others tell them, however it hardly does any of those things.

The recent pieces of legislation coming before the HoA Hon. Turnbull said include “high tech” clauses hidden in words and different interpretations.

The bill he continued seeks to relegate ministers and junior ministers to regular individuals while elevating the Office of the Deputy Governor with powers like that of the Governor.

Hon. Turnbull said while the constitution was not suspended following the Commission of Inquiry (CoI), some of the legislation coming before the HoA “is almost suggestive that there is a takeover happening”.

He added the legislation will allow “elected representatives of the people of the Virgin Islands through the democratic process [to] remain while the powers are stolen or removed”.

Government is responsible

Hon. Turnbull stated while he is not trying to throw any shots at the government, he must hold the executive responsible as “this doesn’t get here unless it is approved in the Cabinet”.

Hon. Melvin M. Turnbull (R2) was not alone in his hesitancy to support the Public Service Management Bill. Opposition Member Honourable Julian Fraser RA (R3) in his contributions called the bill unconstitutional as it does not follow the roles and responsibilities of the Governor and Deputy Governor as laid out in the VI’s Constitution.

    H on. Melvin Turnbull, Minister (RD2), there may very well be a take over in process, because for many years gone political Leaders have ravished, and continuing ravishing, by mismanaging our finances to their best interest rather that ours.
    If in fact you are right in your findings, Hon. Minister Melvin M. Turnbull, don't you agree that the taking of our finances from any and all political Leaders that are mismanaging our finances a good thing instead bad?

    Bear With Me a Little longer, please.

    If you being a political leader have a business, would you continue to allowed the cashiers to use you money in their best interest instead of yours own? No! You won't, I hope.

    Speaking of unconstitution, in my and many other people view, I hope the majority, the biggest uncondition violaters are our political employees, you surely not being excluded.

    Perhaps if legislators had been responsible with their powers rather than stealing from the public purse and spent their time in pursuit of the betterment of the territory instead of turning our HOA into childish theatre, this wouldn't be necessary.

    On a serious note what does the BVI have to offer the UK? There is nothing for them to gain by taking over, however everything for the BVI to lose with some of the greedy politicians loading their own pockets and those of their friends. AF was a great example of that.

    Nobody want to see the white people running this place or see our right to decide certain things for ourselves taken away. The other side of that coin is it’s really hard to support and rally behind the local leaders because it’s going to feel like you just fighting to preserve corruption, bad spending and nepotism. Your own want to keep bad spending money and telling you it’s not in your interest to know where it went; your own want to set up themselves with fat retirement packages when nobody can tell you what they have done to make the BVI better; your own refusing to maintain key infrastructure; your own don’t want to have to declare their interests so that it’s easier to detect conflicts of interest; your own more concerned with traveling and partying and looking wife than their legacy and leaving their mark on history as great leaders/visionaries. It just feel like you gettin %$#& either way you just choosing between black or white.
