- References BREXIT referendum as similar path for territory

DUFF’S BOTTOM, Tortola, VI – Senior Opposition Legislator, Hon Julian Fraser RA (R3) has urge legislators in the Virgin Islands (VI) House of Assembly (HoA) to bring forward a referendum on independence from the United Kingdom (UK) if they are serious about wanting the territory to move on the path of self-determination.

Hon Fraser was at the time speaking at the Fourth Sitting of the Third Session of the Fourth House of Assembly held at the Save the Seed Energy Centre in Duff's Bottom on Friday, December 4, 2020, where he referenced the BREXIT referendum as a similar path for the territory.

Less talk & more action – Hon Julian Fraser

“The simple thing to do for us, if that's what we want to do, the direction we want to head in, have a referendum. Courageous men and women in the same House of Assembly passed a bill and referendum we have the Referendum Act,” Hon Fraser said. He continued, “So no matter how much talk you hear about self-determination, unless you see movements such as that, those kinds of movements… its only talk,” he said regarding independence chatter.

Hon Fraser’s comments come following talks of the VI taking a path of self-determination and independence from the UK, however, he called for education of the people to be opened to accept the idea.

“At some point, you're going to have to get up and say enough of the chatter, let's take action… call somebody's bluff and tell him to bring a referendum to the people.”

Let the decision be democratic – Hon Fraser

Hon Fraser said a referendum will allow for a democracy to rein in the decision for the territory to become independent.

“That's a democratic way to do it, instead of sitting somewhere behind closed doors talking about people's future and getting everybody upset because people don't like that people want to be a part of it,” he said.

“If you're going to take 20 people overboard, if it's democratically done they will do it even though they're going to get the clothes wet. But if you force them to do it, they are going to get upset,” the senior legislator said.

The special HoA Sitting on Friday last was held in honour of the 70th anniversary of the restoration of the legislature in the Virgin Islands.

As legislators gave their contribution to the proud and momentous occasion, the general sentiment was that self-determination was not a matter of 'if' but about 'when'.

Decolonisation

Since the birth of the United Nations in 1945, more than 80 former colonies comprising some 750 million people have gained independence. At present, 17 Non-Self-Governing Territories (NSGTs) across the globe remain on the list of Non-Self-Governing Territories, home to nearly 2 million people.

As the process of decolonisation continued to advance, the General Assembly, in 1960, adopted its landmark Declaration on the Granting of Independence to Colonial Countries and Peoples. The Declaration affirmed the right of all people to self-determination and proclaimed that colonialism should be brought to a speedy and unconditional end. Two years later, a Special Committee on Decolonisation was established to monitor its implementation.

    I would not recommend using Brexit as an example if you want to encourage people to support independence - it is a shambles and UK has made itself a global laughing stock with the Brexit decision and subsequent process. If, however you are encouraging people to stay part of the very outdated empire, then keep banging on about Brexit...

    The non-government industry employing the largest number of people, local and expat, is marine; charters, services and shipping, the majority of which are owned by voters. A large percentage are located in district 3, all of which are ignored by the district Rep. He showed no leadership in the cleanup after Irma and has shown no leadership during the COVID pandemic. He needs to retire so we can elect someone who will represent the businesses in district 3 which employ many of the residents.

    So we have been talking Independence right? Like him or not that is not the issue. This Minister has spoken well. We have been hearing a lot about colonization, slavery, self-determination, get rid of the Governor as he is seen by many to be the face of the UK keeping the territory in chains, let's step up to the plate and ask the people to plot their way forward " Independence or not" Here are two reasons why this won't happen. There are a lot of people who will lose their relevance, whether the people vote either way. The powers that be are too afraid to ask the people to decide. They know exactly the answer they will get. Hon. Minister your suggestion is good but it will eventually be silent. Meanwhile, the empty chatter will continue. It makes a lot of people feel important

    Of course he is right about stopping the talk and holding a referendum so the public can have their say. If the result is NO then all those fighting for it will know they are in the minority, and should give it a rest and get on with improving our education, economy, and sorting out the problems mentioned the Governor. Of course, even it is NO, as in Scotland, the hotheads will continue to advocate like the SNP.

    I say let’s do it. Then VIP and NDP can realize that the people DO NOT believe that they have what it takes to lead the country on their own. Then maybe, just maybe they will finally stop fighting with every single Governor and actually get some work done— like fixing the roads, building back the high school, improving NHI, invest in a recycling campaign, establish a proper third pillar, etc

    1950 was a pivotal year in VI history. For example, in 1950 subsequent to the Great March of November 1949, the Legislature was reinstated (it was suspended in 1901), the first constitution of modern era was granted and some direct voting for representatives was ushered in. In the decades since, much more have happened, eg, second constitution of the modern era granted in 1967 with ministerial government, changed of status from colony to dependent territory to overseas territory, taking hold of financial responsibility from Governor, third and fourth modern constitutions granted, transition from subsistence subsistence farming and agriculture to services, ie, tourism and financial services, population increased from 6000-7000 to 30,000 today........etc. The VI has traveled a long way since 1950 yet it has a way to go.

    Independence is being bandied about. Agree with Hon Julian Fraser (R3)that independence should be put to a referendum to decide the path forward. However, before Virgin Islanders go to the polls to vote For or Against independence or other forms of self-determination, suggest the following actions a) public education and outreach programme, b)cost-benefit analysis, c)strength, weakness, opportunity and threat (SWOT)analysis and d)SMART(Specific, Measurable, Attainable. Relevant and Timely) analysis/workshop.

    My classmate E. Leonard at Major Bay Primary ( Williard Wheatley Primary) may be modest in directing readers to an article, "Is the VI (British) Ready for Independence?", currently running in this media. It was a good read that deals with self-determination, independence, referendum......etc.
