HMP benefits from UK Prison Service Training Deployment

BALSAM GHUT, Tortola, VI – Early in December 2023, HMP Balsam Gut welcomed Ms. Laura Mitcheson who is the Head of Tactical Response, His Majesty’s Prison & Probation Service in the UK as part of the UK’s prison service training deployment.

The week-long visit focused on staff training, security risk assessments, contingency plans, and improving standards in the Virgin Islands prison service.

A release from the prison detailed that the visit marked the first of several planned deployments to bolster the Prison’s capabilities.

His Excellency the Governor John Rankin CMG said “I am pleased to see the positive impact that the new Superintendent, Jay Kendall, has already made. This training shows the UK’s commitment to advancing skills and standards within the Prison Service.”

Over the years, random searches of imamates have unearthed a number of illegal possessions, including cell phones, laptops tablets, and more and the training could improve security at the prison. 

Some officers at HMP in the past, have also indicated they were concerned for their safety as well as their families, following death threats made to them by inmates.

    Historically, the Brits have rolled heads over heals to invest in prisons to lock the brutes and beasts up, especially in its colonies. Like its cousins across the pond in the US, Uncle Sam, the UK, John Bull, have always been a frightened and threatened country, so they heavily invest in prisons to effect control of the brutes and beasts. If you tink me ah lie, look up and down the British former colonies in the region and what you will find is a 16th Century HMP. Nevertheless, you can look from Sun up to Sun Down and will probably not find a HM Secondary School. The Brits had no interest in providing even basic education for slaves and the descendants. The Methodist and Anglican Churches took it upon themselves to start providing basic education for slave descendants. The Brits saw educating slave descendants as a threat and it was also not consistent with the negative, subhuman view about Blacks who was equated to field animals.

    Embarrassed, the Brits took over public education from the churches, I think, in 1955. And even then they were very reluctant to invest in secondary school, for that was a bridge too far for Blacks. In essence, they said to Virgin Islanders you don’t need a secondary education to work ground ( Agriculture), fish, and sail. Local protests drove the Brits to yield and agree to build a small Senior School , then a small secondary school.It was not until 1968 under the HL Stoutt government with the launch of the comprehensive school that all Virgin Islanders somewhat had the opportunity to attend secondary school.

    Moreover, Virgin Islanders seemed to be a group of people who are divided among themselves. They self-discriminate, putting others before their own; they prefer to see others succeed over their own. Whites have their internal squabbles but will definitely look out for other whites over others. Jay Kendall is the new Superintendent of His Majesty Prison and it appears Gov John Rankin, CMG, seemed to be spearing no expense to help fellow Briton Jay Kendal. Was the same assistance given to former Supt. of HMP Guy Hill???

    Virgin Islanders of past centuries had heart, courage and was not afraid to protest against the colonialism rising tide for rights, freedoms, and the blessings of liberty. Today, any leader cannot get 10 people to come together to cohesively protests, advocate and agitate for their rights, ie, easily suspending the VI constitution or to have a say in whom is assigned as government or to protest to the FCO to redress obvious wrongs or to move forward with self-determination issues. Virgin Islanders are afflicted with the affluenza syndrome and don’t give a rat’s ass about anything or anyone else. In the process, they are afflicted with the Stockholm Syndrome.

      Slavery, colonialism, etc have always been exclusionary and about control. Excluding and locking up the brutes, beasts , heathens, etc was the mode of control. Prison, not schools was their MO. Slavery abolished as a mode of control, mass incarceration is now the primary mode of control. For example, in the US, the 13th Amendment provided an escape hatch to re-enslave black people, ie, peonage, etc. Blacks could and were arrested on any charge imaginable, convicted by a Kangaroo Court, convicted and their labor contracted out for a fee but nothing accrued to the convict(s). Mass incarceration is now the primary mode of control in the US, for with a record, they control you for life. Blacks make up approximately 14% of the US population but approximately 33% of the prison population. Marijuana possession and use was a convenient means to arrest, convict, and owned a criminal record. The US imprison more people than any other industrialized nation. Notice Rankin is not pushing education but hyped about prison. They will quicker fund a prison than a school. Balsam Ghut was one of the last major capital project that the UK has funded in the BVI.

    Not. with emphasis. When Hill called out Rankin on certain illegal actions he ordered or took, it didn't sit well with the UK massa.

    Reading what the UK is suddenly spending money on brought a Christmas smile. Their history and their self belief are legendary and never for the good of the people. It's such a shame it's never paid off for the rest of us, as all they want to do is lock up our people which is the new form of slavery and white supremsy

    The BIG ??? of the day? Did Guy Hiil, an indigenous VIrgin Islander, and former Supt. Of HMP, get tge same fervent, raging head over heel support as Jay Kendall, current Supt of HMP or as former Suot Foote, both of whom are fellow Britons as Governor John Rankin, CMG,? Another blogger noted that since 1741 Britain has been having crown rep innthe VI but to none of the reps have either a black , some other minority or a woman. They like to throw around tge term that OTs are family. Family my ass. They think OTs population is less than they, don’t they?

    Guy Hill preference and was better suited in immigration than at HMP. But self/discrimination jettisoned him from immigration. Nevertheless, it seemed but not surprising that he may not have gotten the same level of cooperation and support as Jay Kendall or Foote both of whom are of and from the same cabal and clique as the governor. The preferential support for White Supt of HMP is as clear mud and even the blind can see it clearly. It is Virgin Islanders own fault the shabby way they are being treated in their homeland. Disunity, disunity, disunity is the culprit. Virgin Islanders are missing the boat, train, on Unity, Group Effort, Strong purposeful organization, etc. An old maxim says, “ whoever is organized has the power..” Without organization,,it is difficult to survive in a hostile world.The Jews learnt and embrace that lesson. Jews are well organized with a sense of community, wielding financial and political power.. Virgin Islanders must develop unity and group power..Success should be define by group success, not just individual success. Divide and rule is a zero sum game..
