Gov’t discussing possibility of full-time membership in Caricom – Premier Wheatley

ROAD TOWN, Tortola, VI – Virgin Islands (VI) Premier and Minister of Finance, Dr the Hon Natalio D. Wheatley (R7) said his government is actively having discussions on whether they should seek full membership in Caricom.

“It’s a discussion that I’ve been speaking to my colleagues about… we have discussed whether we should at this time seek full membership in Caricom,” he said.  

The Premier was at the time responding to questions from the media on the limitations faced as an Associate Member of the Caricom, during a Press conference today, March 1, 2024, on the recently concluded 46th Regular Meeting of the Heads of Government of CARICOM.

He said Montserrat, who is an Overseas Territory (OT) of the UK is a full member and Bermuda along with the Turks and Caicos has sought an entrustment fromt he UK to become a full member of Caricom.

“I discussed with Minister Rutley about seeking an entrustment to become a full member of Caricom,” he said in reference to talks with OT minister, David H. Rutley. 

VI still benefits from Associate Membership - Premier 

The Premier said the VI, however, as an Associate Member the VI is still able to benefit in some ways with some level of restrictions on the various Caricom programs.

Meanwhile, the Premier pointed to freedom of movement as undesirable for the Territory in the same way that the Bahamas is not part of some of those programs given the VI’s unique situation.

Premier Wheatley added that while the VI is grateful for the support received from Caricom over many issues, he has recognised that there is a need to evolve beyond Associate Member status.

    Create a new ministry for foreign affairs where that minister can travel and take care of these things and the premier can be at home working and overseeing the work get done.

    Is the Premier and the Terrorist ready for this?

    Free movement of skills / labour includes the right of a CARICOM National under Article 46 of the Revised Treaty; the Caribbean Community Skilled National's Act and the Immigration Laws of CARICOM Member States, without the need to obtain a work permit in the Member State in which he/she desires to work.

      I do not think this man knows what he’s doing. Now here’s the paradox: the BVI is NOT a member of the OECS, a sub grouping of CARICOM; it’s like applying for Belonger status before getting Residency. Is this some kind of joke?
      And yes; CARICOM professionals are free to move anywhere in the region to work without having to go through the work permit/visa hurdle.
      Think it through Mr Premier. ????

    How then will you be able to represent the BVI as a CARICOM member with it's complexities of laws requirement void of leadership qualities and community principles? Tell us, Premier.
    First prove your leadership skills to us here in the in the BVI before trying to impress overseas political bodies.

    As it is right now, BVI can’t take care of their own but now looking to accommodate other countries. Lest we forget, charity begins at home.

      The mere fact that the reality is that this to be demographic is one of poverty and crime with nothing but misery to give in return as it has done and continues with no end in sight.The degrading of quality including quality of life in these VI continues.Vislanders solution for survival would be to get the hell out..educate your children overseas, sell your land to the wealthy foreigners and comfortably live elsewhere of your choosing. NCI is simply another wasted gift destroyed and degraded by the curse of sons and daughters of the Caribbean island chain.

    There must be good reason why previous BVI leaders didn't see it fit for full membership. I wish the Premier would tell the people of the BVI what would be the real benefits of becoming a full member and seek the people's views before such a decision is made.

    This should not be a decision for just a few people to make. Right about now we don't quite go along with a whole lot of things our Government wishes to do and that they are hellbent on forwarding on to , so we don't want to have our Gov here acting as if we are in agreement with them on everything the few of them bring forward..
    The populace has to have an input on such things.

    I hope caricom deny this request. I can remember back in the late 80s and 90s when the BVI was rich and on top of the world, everyone wanted to come to the BVI. And Caricom tried and tried and tried to get them to join and they refused, Caricom with its good god intention still made the BVI an associated none voting Member which is their present status...They were so disappointed since RT always bragged about his Grammer school / 6 form education he received in St. Kitts, they thought he would have grasp the opportunity but he refused. .The BVI at the time thought that they had too much to offer and Caricom wanted something from them..Now all the Caricom countries has moved passed the BVI as the BVI slowly pedalling backwards...

    BVI membership guaranteed in CARICOM as it qualifies as a member of tiny countries that are inundated with unemployment poverty and crime unlike other small alike countries such as St Barts and Monaco.

    Now tell me if u r in yr right senses, cause clearly u r not. Past PM and Premier left that alone, what are trying to prove. "Where there is no vision the ppl perished." U need to pray to Almighty God for wisdom, understanding and clarity. Antigua PM is a wise man. They are a part of the OECS but he has rebutted the free movement policy. He definitely has the ppl best interest at heart. There is also a hidden agenda behind the free movement. Hello, one alliance. Help us Lord, for the time is drawing near.
