ROAD TOWN, Tortola, VI – Governor of the Virgin Islands (VI) H.E. Daniel Pruce in his first CoI Quarterly review published today, May 24, 2024, has shared plans to request a final extension of the deadline for the full implementation of reforms in the VI since it was 'clear' that the recommendations would not have been completed by May 2024.

The Governor in the executive summary of the Sixth Quarterly Report published today said, “Based on my assessment of the current status of the reforms, I will write to the UK Minister for the Overseas Territories with the following recommendations: To extend the deadline for implementing the COI recommendations from 31st May 2024 to 31st August 2024.”

He said a final assessment of progress should take place after August, with a clear overall conclusion on whether the COI recommendations have taken root. This move according to Governor Pruce, will also keep options open of additional powers for the Governor and recourse to the reserved Order in Council to suspend the constitution if necessary.

Governor Puce said since becoming Governor on January 29, 2024, his team has been working intensively with Premier Dr Natalio Wheatley and all branches of the Government of the Virgin Islands to make progress in delivering the COI reforms.

Gov't 'keeping up pace' towards full implementation - Premier

In early 2024, Premier and Minister of Finance, Dr the Hon Natalio D. Wheatley (R7) says his government was working towards the May 2024 deadline and was trying to meet as many targets as possible by that date.

The Premier’s statement came during a Friday, February 9, 2023, press briefing and update on Minister of Overseas Territories, Mr. David Rutley's Visit to the Virgin Islands as well as the CoI reform process.

“Let me say that we are still working with May 2024 as our substantive deadline for full implementation. We have to keep the pace up and do our best to meet as many targets as possible. If there are still any outstanding deliverables by then, these must be very few,” he said.

As of May, 23, 2024, the Governor said a total recommendation completed stands at twenty-nine out of forty-eight and four additional recommendations have been completed since January, and nineteen remain.

The recommendations which have been completed since January are the costed plan for the extension of the Register of Interests (B3; the cessation of House of Assembly Grants (B8); The review and consideration of criteria, processes and monitoring of grants for educational scholarships etc. (B11) and the audit of Crown Land disposals (B31), which has been laid in the House of Assembly and published.

The CoI is a farce, reflecting still in the 21st Century Colonialism unilateral power and employment of undemocratic practices, ie, imposition of a lone handpicked Commissioner Gary Hickinbottom imposing his will on territory of some 30,000 people. The CoI recommendations were predetermined by Jaspert and Hickinbottom even before he set foot in the VI. It was basically a solution seeking out the problems. The sad thing was the people as in 1824 went yes sah massage. The conquer, divide and rule mentality is at work still.

Moreover, the timeline of completing the CoI was unrealistic and the UK and government knew it. The government went along with the unrealistic timeline to avoid the constitution being suspended. In the end, the constitution has been suspended and is being held in reserve and it and additionally powers requested by John Rankin are being held over the head of the VI and people as the Sword of Damocles. What is happening in the VI reflects the disunity of the VI people. In a twisted way they deserve how they are being treated behaving like Neville Chamberlain, Benedict Arnold, and Sambos and to the delight of the UK cabal. Instead of the cabal providing technical and other support to help the VI as the Administering Power, the cabal is requesting additional powers.

Nonetheless, despite of the CoI being pre-conceived some of the findings are the result of the behaviors and attitudes of VI governing officials which not have to be identified by Hickinbottom if periodic creative destruction was occuring, ie, self-evaluation. Mistakes were made and going forward government should learn from them. Government should lean forward, embrace the failures and go to work. The populace got some blame in this SNAFU, for they sat back with their dependency and political patronage hands out and let it happen. We need to get off our lazy asses and demand good governance, kicking the retired on duty to curb.

Please pull your head out of the sand. Successive governments get a big fat F for miss-management and corruption. We have a former Premier awaiting sentencing after conviction for conspiracy to import drugs and racketeering. At least we have this recourse of the UK to try to fix the mess we are in. The true failure of the COI is that the plug should have been pulled on this dysfunctional government ages ago. Instead the UK keep giving them opportunities to save themselves and their reputation which they are intent on squandering. Long long rope for magre goat!

UK has a general election on 4 July. Its very clear that there will be a change of government with Labour winning on a landslide.

Take note that it was a Labour government which suspended the constitution in Turks & Caicos in 2009. When the Governor says this is a final extension he isn't kidding. Be ready, this is happening.

Either that or an election. The corruption and ineptitude on display will completely bankrupt and destroy the BVI

A weak government and a submissive citizenry are perfect ingredients for recolonization. Colonization is over! Challenge the COI implementation through the courts.

@Josiahs The first part of your comment needs clarification. Do you mean a corrupt government and citizenry that supports it?
      • Josiahsbay (24/05/2024, 19:49) Like (1) Dislike (3) Reply
I mean any government that refuses to fight for its right to self-determination and capability to self-govern and its citizens' colonial tether to their colonial master that makes them unwilling to strike out on their own.

Foreigners and Uncle Toms are extremely disappointed that there has not been a full UK takeover. What happened to the native Virgin Islanders who would have put these haters to flight. Y'all lucky to be here in a time when the country has been destabilized and diluted. Before these idiot politicians sold us out UK could not dare to even think about the strategies that they are employing now and that is a FACT. None of this nonsense New World Order VAMPIRE greed and power hungry destruction of the planet with a sedated population worshiping these lowlife monsters. This foolishness could not have happened without the participation of politicians and preachers. The younger generation totally disgusted with the stupidity selfishness and greed that has gotten us to this point. Our ancestors must be turning in their graves.

@It is obvious, indeed, some foreigners perhaps and Sambos, not Uncle Toms, yearn for the UK to suspend the constitution and take over like the early days of colonialism. Truth in fact, the constitution has already been suspended and is being held in reserve, dangling over the head the BVI like the Sword of Damocles. The UK is playing the BVI people most of them like a fiddle, for it is fertile ground for divide and rule. Divide and rule is colonialism checkmate piece, and the BVI is in checkmate, for it was playing checkers while the UK playing advanced chess..The UK first move was dividing the population, providing trinkets meritorious manumission, population divided, it support a side which then is obligated to it. Then the colonialists, Sambos, appeasers, etc., position for the checkmate which is eminent. Moreover, we need stop misusing the term Uncle Tom, for in Harriet Beecher Stowe’s classic, Uncle Tom Cabin, Uncle Tom was good guy and Sambo was the Clarence Thomas, associate justice of the US supreme who has forgotten and abandoned his roots,,his people, the programs which provided him opportunities. CT is a classic, sick, shameless,, diehard sambo; he is no Uncle Tom. The CoI was predetermined and everything that is going on is a performance, theater, etc. It was solution looking for a problem and the colonialists already knew the outcome before the performance, the charade started.. But Sambos and appeasers are too blind to see. The cabal at work.

How long since we have seen a budget? What happened to the registry of interests?

Labour won’t take kindly to these ongoing abuses of the citizens and finances of one of it’s territories and unlike the Tories, they don’t care where the bodies are buried.
Sure, both parties would like us gone but they can’t cut us loose to become little Haiti- it would be a bad look for the UK. We need to fix ourselves first- and if we won’t do it….
