Frustrated resident calls for end to toxic incinerator smoke

POCKWOOD POND, Tortola, VI - A resident of the West End Community has registered a desperate plea to the Government of the Virgin Islands for an update regarding the Pockwood Pond incinerator and the continuous toxic smoke emanating from the facility.

In a Facebook post in the Real BVI Community Group on April 11, 2024, one resident has called on both the government along with the subject Minister for Health and Social Development, Hon Vincent O. Wheatley (R9) and Jr Minister for Agriculture & Fisheries, Dr the Hon Karl Dawson (R1) to provide an update over what was referred to as a "national emergency". 

“West End residents continue to frequently endure poor air quality. Unfortunately, it seems only fires make the news. However, deadly smoke continues silently causing damage to our health at an immeasurable rate,” the post added. 

The resident referenced a November 2023 article from Virign Islands News Online (VI) where Honorable Wheatley said, “The Ministry is currently working on a Request for Proposal (RFP) for a brand-new plant and waste strategy. So irrespective of whether this works or not, we are moving forward with a brand-new strategy for waste in the Virgin Islands.”

Update on RFP needed - Resident 

Honourable Wheatley added, “What is currently happening here is not sustainable and we have to move away from this as quickly as possible... That proposal should be out to the public before the end of the month.”

According to the resident, it has now been 5 months and there is still no proposal, “Please provide an urgent update on this RFP. I am struggling to understand how something that should be considered a national emergency can take this long to be addressed?” he questioned.

Further, the resident questioned the cost of the latest repairs to the existing incinerator and how long this saga will continue as it relates to the smoke.

    How long has this business with the incinerator been going on? Since mid-90s at least. Thats 30 years There have been numerous administrations during that time. That nothing effective has been achieved essentially says there is zero political will to address this issue. Just like with waste management in general. Consider suing them, and don’t keep electing the same set of people over and over. Otherwise, your choices are to get used to it, or to move away from the incinerator..

    It doesn’t take a genius to tell where this govts priorities are. Cruise ship tourism, airport extension, parties. That is the limit of the capacity of this govt. clowns the lot of them but guess what you morons who live here elected them so you have yourselves to blame.

    What is REAl problem with the incinerator emitting hazardous, toxic, posinous emissions. Is it as Leesness would say due to lessness, for the government cannot keep the incinerator running?? Is it that government procured an obsolete system which it cannot get parts for? Is it that the plant was poorly operated, maintained, etc?? What are the minimum permissible exposure limits(PEL)? Is the incinerator meeting these minimum standards? Is it that government does not have money and other resources to properly and cannot repair it when breaks down? Is it not a priority? Is there no concern for the health and safety of residents residing on the western end of Tortola?? Have the residents on the western end of Tortola been tested and placed on a monitoring program?? Is this unhealthy situation rife for an emergency declaration?

    Last week, there was an in-depth discussion on the air conditioning and ventilation system breakdown at the D. Orlando Smith Hospital . Another blogger, E. Leonard commented that the hospital must be operated with Zero Defect mentality,,ie,,paraphrasing, the hospital must be operated with a no to little tolerance for breakdown/failure.. Should the incinerator be operated with the same zero defect mentality? Is the VI being a good neighbor to its USVI neighbor? Is the problem,,deficiencies,,etc., with the incinerator a leadership/management issue? Is the political process and resulting staffing flawed? Does the process and system needs revamping?

    Sue the Government. Hit them with a Class Action Suit. That will probably make them listen.
