Expression of Interest for Prospect Reef out in a ‘few weeks’- Premier

BAUGHERS BAY, Tortola, VI- It was in September 2023 that Premier and Minister of Finance Dr the Hon Natalio D. Wheatley (R7) said seeing the re-development of Prospect Reef is a priority area for him and that he was looking forward to a Request for Proposal in 2023.

That has not materialised; however, the Premier has now said an Expression of Interest for its re-development will go out “within a few weeks”.

“Within a few weeks you are going to see an Expression of Interest come out,” Premier Wheatley told Mr Claude O. Skelton-Cline when he appeared as a guest on Honestly Speaking on ZBVI 780 AM on Tuesday, October 15, 2024.

Hon Wheatley also confirmed that a Board is in place and “they have been meeting.”

“Right now they are reviewing the documentation for Expression of Interest. It will be approved and then it’s going to go out.”

The Premier explained that a Request for Proposal (RFP) would follow. “In 2025 we want to have a selected developer,” Hon Wheatley stated.

‘Prospect Reef has just been a failure’- Shelton-Cline

Meanwhile, Mr Skelton-Cline commented that Prospect Reef, for a myriad of reasons, “has just been a failure and part of it, in my humble opinion, is that government has been involved. I don’t believe government should be involved in that level of development. So, it doesn’t matter who the government is, the government’s primary role is to facilitate development,” Skelton-Cline said.

“And that’s what we are doing, actually... that is the approach we are taking,” Dr Wheatley responded.

The Premier said in 2023 that the Government's vision for Prospect Reef is to have a branded hotel with much-needed conference facilities. 

Much prospect for Prospect Reef but…

Virgin Islands News Online (VINO) had previously reported that the Prospect Reef Hotel and Resort was purchased by the VI government for $6 million in 2005.

A $100M deal for its development was announced in 2013 with the United Kingdom-based developer Sir Robert McAlpine Group; however, negotiations fell through.

A $90M deal was then signed in July 2017 with US-based firm The ICA Group to develop the project; however, that deal also fell through.

Along came hurricanes Irma and Maria in September 2017 which destroyed the property and it has been left in ruins since then. 

Many have since called the ruins an eyesore and pointed to the facility as one with potential that the government can redevelop to cater to the VI’s growing tourism industry.

    Still beating this dead horse? Wow! Bottom line is that no one is going to “redevelop “ that property. Tear it down to remove the 7 year old eyesore and let investors start with a clean slate.

    This government has NO business getting into the hospitality business. NONE.
    Fix the schools, build us real hospitals (on sister Islands too), fix roads. I know this seems boring to you, BUT it is your job. If you don't want that job, step aside and let someone else do it please!

    No one is going to make a large investment in this country with all the red tape, labor regulations , and government ministers looking for kick backs.
    There are many more islands that welcome investors and not make it difficult to do business.

    Make it nice, low budget Rooms $70 -80 per night. with a nice Restaurant and Boutique and souvenir shop..A low cost nice hotel keeps it full, keep the restaurant and the stores busy .

      Nice, comfortable, low budget. With a Mall containing a nice Restaurant, a Spa, a Boutique shop, a Souvenir shop, A Bird Cage attraction for tourist all kind of Birds, lots of these tourist never even see a life fowl..Make it $50-60 per day, then you add, Govt tax, 12%. Bfast included $12.00. Room cleaning and maintenance charge $12 per day..Security charge.$12.00 per day..Front desk assistance charge includes free Wifi $6.00 per day..Similar to when you travelling all these charges and all we concern about is the ticket price, once its good we good, we ignore all the other charges, same scenario here. ..I am certain a Guess will have no Issue paying... Make the thing happen. Stop playing. That would be my plan if I had the money. But they say, poor people always got the best plan..Then the rich run with it..

    instead of letting it become another development controlled project, divide and allow the coastal area for a project like YHG and in land stand up an affordable mid rise apartment buildings like the one approaching Magens bay on St Thomas. you will gain a work force that can simply cross the street or take a golf cart to work. you get to live in an very accessible area and get great views for mental health. why not even add a blended pre cast parking deck with an electric shuttle bus to take you into town and back.

    Why don't the government just make a deal with one of the recognized brand hotels? Bring in a Sandals, Hilton, Marriot, Four Seasons, Margaritaville, to name a few. What is wrong with these people brains that they can't comprehend anything further than the distance between their eyes and their nose? BVI will be in the slump with third world accommodations. Our leaders are asleep at the wheel.
