ROAD TOWN, Tortola, VI– Virgin Islands Premier and Minister of Finance, Dr the Hon Natalio D. Wheatley (R7), on May 16, 2024, delivered his first Territorial Address under the theme, 'Building A Sustainable Nation'. The address commemorated the Virgin Islands Party (VIP) government's first anniversary since taking office in April 2023.

The Premier’s address came as part of a grand ceremony at Maria’s by the Sea to speak about the Government's past accomplishments and present goals, and ideas on solving the VI's challenges, celebrating accomplishments, and how to put its best foot forward.

1st year in office 

“I stand before you brimming with optimism, reflecting on the first year of this administration's journey towards our ultimate goal of building a sustainable nation. This optimism is not the result of arrogance, nor is it the result of blindness. It is simply a recognition of the reality that we can do all things through Christ who strengthens us,” he said.

He added, “This optimism is based on the recognition that our people have overcome every obstacle, passed every test, broken every chain and obliterated every barrier on our path to nationhood. This era will be no different once we have faith in our God, once we strengthen our bonds of unity and once we recognise that the race is not for the swift, but those that can endure to the end.”

The Premier thanked the people of the VI for the confidence placed in his administration and for choosing them to complete the hurricane recovery, lead governance reform, safeguard the financial services sector and navigate the tumultuous waters of the present.

He also thanked key stakeholders in the public service, region and international partners, along with civil society, for their support.

“Our mission as a government is clear. It is simply to build a sustainable nation, one that is resilient, where everyone enjoys a decent standard of living and one which provides hope, security and opportunities for our future generations. These are not different from the goals of our fore-parents,” he added.

National Sustainable Development Plan

Meanwhile, the Premier in his keynote address reminded the people that the VI Government has been working to achieve its mission with the main plan of action being the National Sustainable Development Plan (NSDP) approved in 2023.

“The NSDP is the road map to hone our strategy for developing a highly competitive economy and a productive and harmonious society. It was developed by the BVI people through more than seventy public consultation sessions and structured with the assistance of the United Nations Economic Commission for Latin America and the Caribbean so that efforts can be maximised.” 

He said the goals are of high strategic value to the VI and simultaneously, a significant portion of the government's work has also included completing the reforms of the government systems which is a top priority to ensure that Virgin Islanders remain able to govern and control their own destiny.

“It also will assist us in improving the efficiency, accountability and value for money of government functions, as well as building local capacity, which is also important for our sustainable development.”

Premier Wheatley said the State of the Territory Address is for the VI as a people to take a moment to pause, to reflect on where they have come from and where they are going.

The Premier also presented a long list of accomplishments and some of the projects in the pipeline.

Junior Ministers and Ministers of Cabinet also gave brief remarks at the well-attended event at Maria's by the Sea.

    a sustainable nation would be when poor people can afford these skyrocketing supermarket prices and not just food items , a sustainable nation is when we can live off what's on the territory if need be, paying over $1000-2000 in rent not including light, water , gas other bills is not sustaining us! there are barely "real farmers" , what benefits the actual people on the ground ? not the government but the actual people?

    Not sure what you mean by so many. All i saw by the pics, was a room full of VIP supporters in green, at another party at the public expense. This leader is a boss at partying. As u can see being fully endorsed by the green team, with a few obligatory civil servants interspersed in between.

    Nice talk and play on words about the state of the territories. But there is a problem a disconnect, for one can say things are going well but the people are not feeling it matters little. The people are feeling the good times when pay their mortgage or rent. They are not feeling the good times when they are paying day care for their chiren. They are feeling the good times when go to the doctor and the dear cost makes them sicker. They are not feeling the good times when they go to mechanic to fix their car which broke down because of the pothole riddled, deteriorated roads. They are not feeling the good times when they pay BVIEC for electricity or Water and Sewage for water, etc. They are not feeling the good times when they to supermarket, clothing store, shoe store, etc to shop for the family and are hit with the astronomical prices which can give them a coronary. The Premier is depending on sitting in his office being a desk jockey l, giving flowery language instead of engaging retail politics by management by wondering around, getting out of the office pressing the flesh, looking people in the eyes, bonding with them. This perceived elitism, aloofness, etc is a weakness, an Achilles heel, etc, which can be costly at the next election. Grade for 1st year C+. There is room to grow and improve. But it will require better organization, planning, expenditure prioritization, fixing the roads, arresting rising property and violent crime., etc. The bottom line one can say things are good but if people are not feeling it; it is a mirage.

    A real sustainable nation would stop destroying our lands and our oceans for the sake of cash money right now and figure out ways to use and keep our natural resources for this generation and many more down the line.
    Expanding the runway to bring in more people to destroy more of our lands and sea, pushing out land fill so already rich man can make more business for themselves and collect money from people for decades is NOT sustainable. It is the same sell-out now for big cash now mentality!

    Our government needs to concentrate on law enforcement to make some of our laws work for us the government offices are being setup to make the heads rich our building department is a perfect example all the inspectors are now architects and engineers so the man who draw the plans also does the ingeneering also approve the plans and does his own inspections how is this possible what kind of country are we it equates to lots of unlicensed work

    Dr Hon Premier Natalio Wheatley, D-7, MoF, etc, talk is cheap, bullshit walks, but money buys land. Where is the beef. As Stealth noted we are not feeling the good times..Truer words have not been said in these Virgin Islands. Where is the feelings and where has it gone and who is feeling it?

    Resilient against the wishes of the people who elected you. We tell you NO to the nonsense party and you did it wasting over $300k. We tell you NO to this Music Fest and you full speed ahead to waste $700k of our money on an event that will flop and not bring in any tourists. Just like when FM forced the John Legend and IB40 party and cost the government over $600k through National Parks Trust. Cost the Director his position at NPT. We tell you NO to Guyana but your girl full speed ahead! We tell you NO to Festival under Tourist Board but you do it anyway and now instead of $1million it will cost us $2.4 million in salaries and escalated costs and benefits. Yes you are resilient against our wishes!
