CAPPOONS BAY, Tortola, VI – As today’s March 4, 2024, Commemorative Celebration for the late H. Lavity Stoutt gets on the way under the theme “A Flashback on H. Lavity Stoutt’s Impact,” persons gather this morning for the annual wreath laying ceremony.

The event which started at 9:30 AM at the Cappoons Bay Cemetery saw family, legislators, former legislators, public servants, the Governor, and other members of the public gathered to pay tribute to the late former VI Chief Minister.

The event started out with prayers and singing then on to the wreath laying in honour of the late Minister. The public holiday is being observed on Monday, March 4, 2024, in lieu of his birthdate which is Thursday, March 7, 2024.

The late H. Lavity Stoutt was born on March 7, 1929, and served as an elected representative consecutively from 1957 to 1995 and was the Territory’s first Chief Minister.

Mr Stoutt is credited with establishing the cruise ship pier, overseeing the construction of the Central Administration Complex, and spearheading the development of the local community college, which is named in his honor.

On October 13, 2023, H. Lavity Stoutt was among the first group of 10 persons who were declared national heroes, during a resolution passed by the House of Assembly.

    Yes, today, we commemorate the life and times former Chief Minister, national hero , H.L. Stoutt. Indeed, H. L . Stoutt was/is a pivotal figure, leader , etc, in ( British) Virgin Islands growth and development. However, he has passed the leadership baton to the next generation of leaders who have fumbled the passing of the baton . The legacy and exploits of H. L. Stoutt will only last so long. Consequently, VI leaders must capitalize and build on Stoutt’s legacy, effective exemplary leadership acumen, etc., to continue the journey of building a brighter, sustainable, resilient, progressing VI.

    As such, the VI must embark on a robust, progressive initiative. It must dive into a 1) planning, 2) organizing, c)directing, d) controlling, and so on actions to a) diversify the economy, b) invest in and construct a First World physical infrastructure ( Road network, Water, Sewage, Drainage ( Storm water), Gas, Electricity, Ports, Telecommunications, c) build a strong social infrastructure, d) build strong, effective governing institutions, etc., and so on.

    We cannot continue to live only on the legacy, hopes, and dreams of national hero H.L. Stoutt. The VI must put those hopes and dreams into concrete actions. The window of opportunity for the VI is quickly approaching a vanishing point. We cannot let the future of VI growth and development become a Lost Cause.

We cannot let the future of VI growth and development ” The BVI is stuck in a costly state of ‘Lessnees.’ There is a fierce urgency of now to address the situation.
