Work Ministry undertakes review of policies on Gov’t projects

- aim is to ensure Gov’t gets value for money on all projects

ROAD TOWN, Tortola, VI - Officials in the Ministry of Communications and Works recently met to review the procedures and policies that are in place to ensure that the Government of the Virgin Islands gets value for money on all projects.

This is according to a November 16, 2023, release from the Government Information Service which added that The officials discussed the inner workings of Government projects on the ‘Government Business at its Best’, Table Talk programme on Wednesday, November 8, 2023.

Acting Permanent Secretary Mrs. Elvia Smith-Maduro said the Ministry collaborates with departments and agencies including the Public Works Department, the Water and Sewage Department, the BVI Electricity Corporation, and telecommunications companies.

Mrs Smith-Maduro said this is done in the execution of projects such as infrastructure upgrades and rehabilitation works on primary and some secondary roads and the water and sewerage network in the Territory.

Chief of Infrastructural Planning, Research, and Development, Mr. Duane Fraites, while outlining project execution procedures, said the Ministry works with companies and contractors that are awarded contracts for the duration of projects to ensure that the deliverables agreed to in any given contract are realised. 

Mr. Fraites also mentioned that in addition to collaborating with companies and contractors, the Ministry also does periodic site visits to ensure that projects are delivered on time and within budget.

      When will goons, imbeciles, incompetents,,” muda sk..nts understand that throwing and going ( throw and go) asphalt on a failed is wasted time and scarce taxpayers money. With this practice, the failures will quickly reflect back up to the surface much to the chagrin of road users.Let me say it again, the proper fix for a failed road is reconstruction. Roads have a designed lifecycle and when it is met, it is time for a new life..Putting an asphalt layer over a failed road pretending it is the fix is unprofessional, embarrassing,,costly, poor form, no substance and giving road users the finger. It is a faux action, a mirage, an illusion, etc. It is Third World, not First World behavior. Surprise that the Minister of Communications and Work Hon Kye Rymer tolerate this crappy, totally embarrassing wuk.

    The VI taxpayers are definitely not getting value for money on construction and services projects/contracts. Capital projects are over inflated/over priced, poorly designed, constructed, inspected, and managed. Additionally, construction time is poorly estimated and managed, too many change orders on routine work, ie, non-latent defects and unforeseen conditions, poor quality work, awarding contracts to inexperienced contractors, no follow up on warranties, poor project management, and on and on. The capital program is a hot mess and as f’ked up as Hogan’s goat.

      Undercover Observer - completely agree. And just the thought of these clowns undertaking the construction of a new West End Ferry Terminal is frightening - and then to think that they want to expand the EIS runway? Gawd help the BVI.

      @UO, you went off on Ministry of Work and Communications, Public Works,etc with tge kitchen, water closet, etc but your were on target and not off course. They should be ashamed of themselves. The minister need to ditch the GQ threads, put work jeans, overalls or something and get in tge trenches and break out the big guava stick and crack the whip. No more getting dress and come to work to rest. Put some people on Peformance Improvement Plan(PIP) and who cannot measure up should receive some counseling and coaching and if no improvement is shown it may time to part ways. Next, next.....
