Is John S. Duncan being truthful?
Speaking to our newsroom this morning January 19, 2016 the source advised us that “I hope that Governor Duncan’s words do not come back to haunt him,” but when pressed would not go any further.
However, the same source also advised that five persons were interviewed for the post of Virgin Islands (VI) Commissioner of Police, after UK National Robin Smith snubbed the territory last year October after being selected for the post.
Of those interviewed, three were informed they were unsuccessful and one was offered a package while the other is on “reserve” just in case the chosen applicant refuses the package, according to the same source.
The source also reported that the new Commissioner of Police will not take up duties until about April of this year as Mr Alwyn James will continue to act until then.
Governor Duncan on the same JTV show last week was tight-lipped on the nationality or race of the incoming Police Commissioner but said “his nationality will be revealed in the fullness of time.”
Locals not qualified?
There have been calls by civil society, politicians, the media and talk show hosts for a local to take the reins of the Royal Virgin Islands Police Force. In the almost 60 plus year history of the police force there have been only two local Police Commissioners; former Legislator and Attorney Vernon E. Malone and Reynell Frazer.
It has been claimed that there are no locally qualified persons or police officers to head the two hundred and thirty five man force, which is 98 % of officers of African descent. The Virgin Islands intellectual class has scoffed at the idea that no local person is ready to head up the police force.
Many have said there must at least be a regional applicant qualified to take the post of Commissioner of Police instead of having to bring someone from the UK.
Racism in RVIPF?
Within the last five to six years there have been issues of racism reportedly raising its ugly head in the police force. It is reported that all the United Kingdom Police Officers are being paid more than the local officers. It is also reported that many of them are even been paid more than the Acting Police Commissioner Mr James, who they report to. Many view this as downright and blatant economic racism.

The Chief of Cyprus Police was born in London, on 25.02.1966 and his family comes from Lythrodontas, Cyprus. He started his police career 28 years ago when he was recruited to Cyprus Police. During the last seven years he was the Director of the Cyprus Police Academy, and at the same time he was the voting member of the Governing Board of the European Police College (CEPOL). During the Cyprus Presidency of the Council of the European Union in 2013, he was the President of the Governing Board of CEPOL.
Since his recruitment to Cyprus Police in 1986, he has served at various Departments and Services, such as the Nicosia Division Criminal Investigation Department (C.I.D.), Nicosia Division Prosecution Branch, the Aliens and Immigration Department, Nicosia Division Traffic Branch – Traffic Accident Investigation Section, etc. In 1993 he was transferred to the Central Intelligence Service, where he served at three different Departments.
