Several senior officers within the Force has expressed dissatisfaction with several issues that are affecting them, one being the UK Officers are paid more and has been given top positions within the force.

ROAD TOWN Tortola, VI - With crime in the Virgin Islands on the rise, information has reached VINO from its many sources that there are some vexing issues that are affecting the moral, management and good working order of the Royal Virgin Islands Police Force (RVIPF).

Efforts by some Police Officers to address these vexing issues through internal meetings and the Police Welfare Association have not borne fruits.

Who is in charge?

Sources inside the RVIPF told VINO that there is a rift between black officers vs white and local officers vs expatriate officers which has affected the moral, and team working relationship of the organization.

For example, according to sources, the Deputy Commissioner of Police David Morris is said to have all the power with allegedly everyone in the organization reporting to him.

One senior officer told VINO that it “seems like Commissioner Reynell Frazer is useless and none existent”.

“Could you imagine an organisation where when you go to the Commissioner on matters that he should address he sends you to the Deputy Commissioner? another officer told VINO.

Is race a factor?

According to information reaching VINO from officers who were at meetings,

they have alleged that there might be subtle discrimination, as in a few meetings, Deputy Commissioner Morris had allegedly said that he needs the United Kingdom Officers as the local police officers do not “have the skills and capabilities like his UK officers”.

One officer further told VINO that Mr. Morris is always pushing a Nigel Nivens, a UK officer who is the Senior Investigative Officer, and telling the other local officers of Mr. Nivens’ alleged police skills that no other local officers have to investigate crime.  However, another police officer told VINO when crime occurs at night ‘we never see Nigel but he is the SIO”.

Another issue that is causing low moral in the force, especially amongst middle and senior management, is the lack of promotion.  According to inside sources, the three UK police officers who are all contract officers have been assigned to established post within the RVIPF.  This means during their contractual time other officers cannot be promoted as the post is filled by them.

It has been also reported to VINO that the UK Police officers are allegedly being paid more than the other Police officers who may be senior to them with the Deputy Commissioner of Police being paid more than the Commissioner, after his perks are added in. Mr. Morris is expected to report directly to Commissioner Frazer in the current Police structure.

Sources inside the RVIPF have also told VINO that one or two of the alleged high paid UK police officers have also traveled overseas to take up courses and short training while here to up-grade their skills, however, it is unclear if this cost was paid for by government.

One of the reasons why these officers were recruited was because they had the skills necessary to assist the Virgin Islands (VI) in reducing crime. Another local officer claimed that Mr. Morris is pushing to have more UK officers return to the RVIPF to take up many of the senior positions, a move that is opposed by many of the local officers, and senior management.

Despite the criticisms from local officers on how they view the UK officers, Commissioner of Police Frazer told the 2010 Standing Finance Committee meeting in the VI Parliament that, each UK officer brought their different expertise for the different areas within the force. Mr. Frazer stated that an inspector and a sergeant looked into the cold case murder as well as provided training and mentored local officers.

He further stated that another sergeant was working in the Financial Investigation unit and they worked closely with the Attorney General’s Chambers and this was still ongoing. He added that another sergeant and constable worked with the intelligence area and also provided training and mentored the local officers. The VI’s second local Commissioner of Police Frazer further stated that the UK Officers had delivered and they had an impact on the local officers that worked closely with them and he appreciated what they have delivered thus far.

Notwithstanding the Commissioner’s view, high racking local officers within the RVIPF have differed with his assessment.  Statistics were not available to demonstrate whether crime has been reduced or murders solved since the arrival of the UK police officers some two years ago.

No local fit to be Deputy Commissioner

The local Police moral was further damaged around 2010 when the controversially appointed former United Kingdom (UK) Governor David Pearey and Premier Ralph T. O’Neal OBE, said publicly that at that time, there were no qualified Police officers to fill the Deputy Commissioner’s post.  Following that, Mr. Pearey announced in March of last year the appointment of Mr. Morris, a Caucasian UK officer as the VI’s Deputy Commissioner on a three-year contract.

The statement by Pearey and O’Neal has been blasted by former top cop now politician Honourable Vernon E. Malone who disagreed with the statement and maintained that there are locals in the force who can fill the post of Deputy Commissioner. It remains unclear whether that was the position of the current Police Commissioner.

Efforts to reach the Commissioner of Police and the Deputy Commissioner to solicit their comments on the current vexing issues within their organization as described by current Police officers were futile up to the time of this publication.

    Let the local officers take that. They sitting on their backsides for years and don't do crap! You call them, they take an hour to reach. They can't solve no crime either, most of them corrupted too! Don't pay them local officers not a penny more or promote them, they don't deserve it. They only good and troubling women and giving out tickets! Frazer is a joke!! He was only promoted to commissioner because Omar Hodge fight for him, now the same Omar Hodge saying he's a waste!! The whole force need a major sweep! Bring in new officers who don't know people here especially big names families!

      @ Im Glad! U hit the nail right on the head with your post. I for one am glad the the Deputy is taking charge. I have seen for myself local officers, (well I witnessed one in particular) gossip to his 'friend' about information that was supposedly received in confidence to help with a recent criminal event. It was awful. No wonder ppl. don't want to talk and say anything, these local officers are corrupt. All it is, Mr. Morris, has noted that the local officers are a waste, so he works around them, Good Job Mr. Morris. I feel safer with my family in the BVI knowing you and ur 'real' officers are there.

    These issues have been around and boiling for years. Happy that someone has the balls to bring them to the forefront. Not surprise the force is demoralized that is why they cannot fight crime.

    We finally seem to be getting some where with this police force, why are you trying to cause a racial divide in this area? I hate to admit it but years ago before the UK officers were here the force was like a boys club, they were constantly protecting their own at the expense of the public, and chosing which cases to prosecute based on who people were. That single attitude casued a rift with the community and left several crimes unsolved, and the public with a really low opinion of the police force. The police force used to be their own worst enemy, thankfully now things are changing and its different.

      Prompt You are soooooooooooo right. DCP, they will always talk. Mr. Fraser, if the DCP has the potential, delegate all the work to him. He is experienced and came here to work anyway. A good boss delegates well. Kudos to you, Mr. Fraser. You just have a bunch of lazy policemen who gets annoyed when someone is disciplined and can work. Mr. Morris, they do that to everybody -these police are a bunch of lazy bas------ you just do your job well.

    Go Morris go, get rid of the lazy buggers in the force. They should be on the streets patrolling instead of commending on black versus white. Don't be afraid of them. iF nIVEN IS CAPABLE, LET HIM WORK ALSO. They should start working and show you that they are before they are promoted.

    Any so-called senior police officer will know that the Deputy is legally charged with the day to day running of the Force. So yes everyone has to report to Mr. Morris and he in turn reports to the Commission.......check your Standing Order if you have one!

    There was a vacancy for DCP. These senior officers did not qualify. Why blame Morris now. Or Fraser? These officers want everything their way. It just can't be right.

      Please stop the crap there are local officers who could have filled the DCP job. Look one now gone to be a commissioner of police in Antigua. Then you have about two trained attorneys, any of them know much more than Morris end of story!

      Just wondering. Are they now saying that the DCP is working so hard that he is also doing the Comm's job? At first, they were not working. Now, he is doing 2 jobs. I rule that he should receive 2 salaries and fire some of the senior officers who are complaining

    I heard that Morris is getting a fit over this article but I see nothing wrong with it. The officers might be afraid to come forward publicly, but as a former police officer I know this article is on the money so let Morris eat cake. They always put the UK officers over us and act like they know everything which they do not. Hope he do not try to start a witch hunt now against police officers!!!

    Why are we surprise that Dep Morris is the defacto leader although Com Frazier is the dejure leader? The table was set for this a long time ago when the decision was made that no one on the RVIPF qualified to be Deputy. Yet one of the same unqualified members went to become the COP of Antigua and Barbuda, a larger, sister regional country with an estimated population 70,000 and a larger force. If no one on the force is qualified to be a Deputy, clearly they can not compete for Com. So whenever Com Frazier decide to leave or push aside ( whatever comes first), Morris is a shoe in for Com. signed, sealed and delivered. It is so clear that even the blind should have seen it coming. Further, if no one on the force is qualified even for Dep., then the previous COPs failed the RVIPF. True, delegation is effective part of leadership and management. But there should be no doubt as who is the top dog. If there any doubts as it appears here, then the top dog is not the top dog. Let's hope that Frazier is not suffering from an inferiority complex. As a Virgin Islander, the Com should wear his rank proudly, confidently, and competently. Com stiffened your spine and lead from the front. Do not become a side show.

    I congratulate VINO for having the balls as always to take on these tuff and serious issues with accurate and good reporting. The police force is in a mess and the moral is very very very low. Yes Morris is pushing his UK officers while insulting the rest of we. Of course he will deny it’s happening what else can he say?

    Breaking News breaking news, school children say next year Mr. Frazer is to retire and Mr. Morris is already promised the job. That will be a sad sad day for the police force.
