Some in the public have also accused Mr Collins of having a target list of public officials, who speak out against injustice and double standards, and members of the press to harass, arrest and charge in an attempt to keep the narrative that local residents are corrupt and only the UK can clean up the Territory.
Is Collins vindictive?
It is also alleged that many of the current police officers who signed the petition against Mr Collins have faced harassment, investigations, and allegations against them, and one or two have been arrested, reassigned, charged and sent on leave.
Others in the RVIPF have said there is a racial division between the Caucasian UK police officers doing as they please, including violation of residents' rights with no checks and balances, while the other police officers of colour are under pressure, working long hours and are being spoken to like children.
It is unclear the status of the investigation against Mr Collins as announced by a former Governor. It is unclear also when his tenure as police commissioner will come to an end, as the post was advertised with a closing date of June 5, 2024.
We demand a local commissioner
The Territory has seen two local police commissioners in the late Vernon E. Malone and Reynell Frazer. Since then, all police commissioners have come from the United Kingdom, when there are qualified locals both here and in the region.
Currently, there are a few locals, including Deputy Commissioner of Police Jacqueline E. Vanterpool (very qualified), the current Deputy Commissioner, along with other law enforcement specialists like Comptroller of Customs, Wade N. Smith; Errol George, the Director of the Financial Investigation Agency; and former Superintendent of Prisons Guy M. Hill, who are all qualified for the post.
Some have been pushing the second Deputy, Mr St Clair Amory, and mention has been made of the retired police Commissioner of Antigua and Barbuda, Mr Vere H. E. Browne.
But sources familiar with the matter have alleged that the police commissioner and governor are pushing their friend who is now an Assistant Commissioner of Police and from the UK, Ms Pam Trevillion. Her qualifications are unclear but she was promoted by Collins to take a high-ranking post over many other qualified senior officers, and she reports directly to him.
No justice in the process
Many have already concluded that the process to select a new CoP will not be fair as they, “don’t want to see a local in that post.”
Some Members of the House of Assembly (HoA) have called for a local Commissioner of Police and others in the HoA have been alarmed that Collins is still on his job with some 55 allegations against him, even while he continues to carry out his alleged witch-hunt against locals, the media and police officers who opposed to his management style and alleged behaviour.
There are also at least a dozen cases in court from residents and police officers against Mr Collins for what they described as his lack of commitment to law and order and following rules and blatant violations of human rights.

Transferred to the Isle of Man, where responsible for all operational policing and force performance.
Held the role of Director of Emergency Services and Island Security for the Falkland Islands, overseeing policing, fire and rescue services, customs and immigration, the Maritime Authority, the Prison and Probation service, and the Falkland Islands Defence Force.
Coordinated the national Covid-19 response in the Falkland Islands, for which awarded an MBE.

Law enforcement needs to develop a culture where the corrupt officer fears the incorruptible officer and not the other way around. Persons heading government departments from the Governor's office down, have to act and be seen to be acting within the legal aspects of the law at ALL times. Impossible mandate? Maybe it needs a conscious effort and try.
If they cannot do this then do not get involved to make a poppyshow of yourself, the organization, the country and your family. Your integrity cannot be for sale.
As far as a lady commissioner being soft or not respected, its a job if they dont do whats told they are not fit to serve. They dont need a man growling and squeezing them into submission or a farce of respect.
Respect goes both ways. Students & Teachers know it well, and we've all been there.
, ie, divide and rule conditioning soared and is alive and well, pitting Virgin Islander against Virgin Islander. Virgin Islanders are their own worst enemy, ie, hate filled jealousy, self - discrimination, etc. The Colonialists used our self discrimination, crab-in- bucket mentality, etc to pit Virgin Islander against Virgin Islander. They add a dose of meritorious manumission bait to entice self- discrimination Virgin Islanders as accomplices in the divide and rule master plan. While Virgin Islanders fight, lighting other Virgin Islanders ablaze, Mount Olympus strategized, developing an action plan. They know if we are distracted fighting among ourselves, they can implement their plan without push back. And by the time , Virgin Islanders awaken from their deep slumber, the damage is done.
Moreover, Pam Treveillion seemed to be handpicked to be the next CoP. Her assignment as acting CoP of Montserrat police Force was was a deliberate action to make her case stronger, acquiring experience from increasing responsibility. UK nationals have an advantage in the UK and in the BVI.If Colins were a Virgin Islander or from the the region, he would not still be on the job while he is being investigated. Might is right. White is right. Further, during Sir Gary Hickingbottom CoI, he air brushed functions under the purview of the UK - appointed Governor., ie, Civil Service, Judiciary, RVIPF, HMP, etc., creating the false impression that only Black Virgin Islanders underperform, corrupt, etc. Really! Being local is a tough row to hoe any where. For example, Vere Brown went back home to Antigua and Barbuda ( Redonda) as CoP. It was probably a proud moment but was short- lived. Who selects the CoP? Is it NSC and who makes up the NSC ? And I will leave it there....with the above Round Rock mentality

better steps must be taken to keep out ammunition
and pointed out one thing she has implemented to better the police force besides victimization, cronyism, and favouritism, She is a part of the problem and she cannot be part of the solution. She will be worse than Fr...ze. Please, give it to Supa cop end of the story. Look at the recruitment and promotion. Processes This will give you an idea of the individual. BEING A LOCAL IS NOT A DEGREE AND THAT DOESN'T GIVE YOU A FREE PASS TO BECOME COP. BRING FRESH BLOOD. THIS PITY GAME CAN'T WORK.
Let’s take a look at some of the local candidates that were mentioned:-
Jacqueline Vanterpool - not very popular in the force since many feel she sides with the CoP and does not stand up for what she knows is right. Is a go-along afraid to ruffle feathers. Always plays nicely with the CoP. DCP Vanterpool is a kind person and very passionate about Policing. She has been the longest senior officer yes and she is qualified for the job but personally I don’t feel that is sufficient for some of the aforementioned reasons.
Errol George - was a Police Officer for some time. I think an Inspector when he was assigned to FIA now director. Errol would not make a good fit for the mere reason he no longer had a passion for policing why he went FIA. Not a good candidate in my opinion for that reason. Very fair and just when he have to execute his duties at FIA.
Wade Smith - could possible be a good pick as a CoP but leave Wade Customs.
Guy Hill - Guy has been with Immigration for countless years. I’ve known him as a Surveillance Officer (along with Levo Walters) and he always executed his duties fairly and justly. He is a stickler for the law AND HE ABIDES BY THE LAW!!! He’s not a YES man and if it’s not in the law books he’s not entertaining you. He was the CIO of said Immigration and was removed as CIO off immigration for said reason. He’s a stickler for the law.
He was then at HMP for a short time. Guy had a lot of cleaning up to do at HMP and was making some headway had officers on intradiction and was slowly getting rid of the “bad apples” when he was conveniently removed as SoP and imagine they wanted him to be under the young man(and he’s quite young dint know if he have any experience) and he eventually retired,
Guy is the most suitable person to be head of the force. Police is the main law enforcement agency in the Territory and if you want someone who abides by the law, would stick to the law, isn’t influenced by popular beliefs, not afraid to stand up to the heads of Government, can weed out the corrupt officers. GUY HILL IS THE MAN FOR THE JOB.
With Guy at the helm there’s a possibility that Jacky would be a better DCP that I know she can be. And Pam can stay ACP.
