- Will there be setback should UK approve ‘undemocratic’ requests of Governor John J. Rankin for CoI Reforms?

ROAD TOWN, Tortola, VI– The relationship between the [British] Virgin Islands and the United Kingdom Government is at another crossroads, with the unelected governor John J. Rankin, CMG requesting additional powers that could infringe on democracy in the territory.

At the center of it, is the implementation of extensive "recommendations" from a Commission of Inquiry (CoI) called by the UK during the COVID-19 pandemic and presided over by one person- a retired judge and UK national, who was handpicked. The implementation process has fallen behind time, and now measures are being recommended by the Governor to bring things back on track.

Governor John J. Rankin, CMG in his Fifth Quarterly CoI implementation review published on January 5, 2024, said he has requested additional powers, which, according to Premier Dr the Hon Natalio D. Wheatley (R7) is for the governor to implement CoI reform measures “as he sees fit” without any democratic accountability.

Dr Wheatley has already hinted that should those measures be approved, it could retard progress built in establishing better relations with the crown.

“For the past 20 months, my Administration has engaged constructively with the United Kingdom in a genuine effort to improve relations. We substantially contributed to the development of the Political Declaration recently agreed between the UK and Overseas Territories in what was thought to be a genuine effort to re-establish a modern partnership and end the drift backward toward a colonial relationship.”

Progress being made between UK & VI - Premier 

The Premier added that last September, his Administration hosted the UK-OT Illicit Finance Dialogue Meeting of Senior Officials on Tortola where good progress between UK and OT colleagues on critical issues were made.

“The UK facilitated a Virgin Islands delegation's participation at COP 28 and we held positive talks on UK climate support to the OTs. In addition, early last year Lord Goldsmith visited these islands in what was the beginning of a positive rapprochement between the Virgin Islands and UK. The current OT Minister Hon. David Rutley continued in this vein and I have commended him for positively changing the tone of the relationship.”

The Premier has since said granting the Governor additional powers would go directly against the Political Declaration OTs have just agreed with the UK and would do considerable damage to the relationship. “We wish for partnership, not a confrontation that is completely unnecessary,” he said. 

With no definitive word yet on the way forward and the Governor looking to have the recommendations implemented, the Premier has announced that a full update on the matter will be done today, January 8, 2024, at 2:00 PM.

      The COI was a perfect set up of how to organize a modern day hit job and make it seem transparent and justified. The COI needs to be challenged in court.

        why don't you encourage a poll to see if the majority of the people wants to challenge in the court. encourage Premier to either implement the COI recommendations or step down. In fact, let UK come and help us implement them. then let us get the PS who continues to underperform assigned to less complicated work so that a competent person can complete the job.

        if there were not things to find the COI would have found our Government innocent of the offences listed in the document that was submitted. The territory hit itself by continuously electing people who are only lining their pockets. Get the COI recommendations in place. It is a simple request, Do the whistle blower one first.

      The Governor think the people of the BVI are a set of a#$E$. He made sure all non UK public officers who are accused of wrong doing are arrested and sent home. But he refuse to do the same with his UK Commissioner of Police. If he does things like this with the power he has niw then can you imagine how he will destroy citizen's democratic right who he does not like. The Premier is correct in what he is saying.

        the majority of the citizens of this territory know that there are corrupt police officers in the system and this is why many things were not properly addressed and people were afraid to go to them people still afraid because one never knows.

      For me as a public officer to start to think about supporting the Governor in any way he will have to show he is for democracy and transparency. So let him start by doing a real full independent criminal investigation in the Commissioner of Police and put him on immediate leave until it is completed. What is good for the goose must be good for the gander.

      The Governor admitted he is also behind with certain COI recommendations being implemented with the subjects he is responsible for. So how come in a modern partnership the BVi cannot take away some of his powers under him for his failure to hit the deadlines he help set? The Governor and UK are a set of hypocrites.

    I am saddened and hurt as to what is going on in the Territory. I just don’t know what to say anymore. We are going through some serious times in the BVI. t the end of the day the people is the ones that is going to catch the blunt of it.       You are a UK paid blogger and not any BVI citizen. The BVI has to keep the government running with schools, hospital, financial services, etc. Each calling for more and more funds. Yet the Governor wants them to put full attention and all the country's funding in the UK preauthored 48 COI recommendations implementation with unreasonable deadlines where most of them are also unattainable. It is a modern day slavery lynching.

      Some of the recommendations make sense and some fo not. The timeframe to implement the 48 recommendations was ridiculous to start with and so was the time-frame given as extensions. Not even to fortune 500 companies can implement and fund 48 brand new recommendations in a year. It would take them at least 5 years at minimum. The UK is asking the impossible and they need to be called out for their wickedness.

        i honestly believe that if the Governor was leading implementation all of those recommendations they would all be just about completed by now. We refuse to implement things meant for our good while we continue to be raped by the few who are friends and family. go back to the stimulus packages and tell us who you see. NDP did the airplane which turned out to be a very bad deal but look at the stimulus package.

    I listen to Sowande on Tola Radio..I think he is the one pushing confrontation in sighting a racial war, just like Foy and CSC were doing and that tactic proven to be ineffective and self destructive. Cindy is real, she pushing facts and objectivity, While others are fake and avoiding the facts. Basing their argument on race like heritage and Tom. These are the facts.. The Govt were given two different extension by the Governor
    when they failed to deliver on their own promises. This Governor has bent over backwards to avoid suspension and Britain take over . Now to hear the Premier talking these drowning man nonsense about the Gov. It was sad...If it was up to Hickenbottom and Britain the Constitution would have already being suspended but the Gov fight on our behalf, yet before our Premier used some gratitude and diplomacy to show appreciation and seek compassion and sympathy who was insultive to the crown..

    It's amazing how people writing about the the UK called for the COI / when we all know it was BEGGED for by the coach , and it's always , it was a one man who was hand picked and he is retired ( DO we need a thousand men to do it / is the judge not competent enough to do the job and was the job done right or not / what he discovered , is it fact or fiction ?       Just stop lying. The only time a COI was called for was years ago on the $8mill plane and pier park. The record will show the Governors during all those eras including Jaspert said no to the request because COIs cost too much money and yields little results. This COI was a prearranged modern day enslavement tactic. It was not transaction. It was not independent of the Governor and UK interference. It was targeting. These are the FACTS!!!

    If the Governor himself hasn't finished the implementations under his own portfolio, then the timetable was insufficient being that it couldn't be the only objective of the government, since the country still had to function. But Wheatley has not listened to the people, he has ignored our complaints and advice and carried along doing things his own way and where are we for it but in the same place we were at the start of his premiership. So Wheatley has to learn to put his ego in check also and stop scheming on re-election and do some governing work. Stay on the ground more and do the hard things. The Governor though is a snake and has no intention of leaving the BVI in a good state of self governance, he wants the colonial empire to be strong and has been very unfair in his dealings in my opinion.

        The civil service is already under the portfolio of the Governor so that doesn't make sense to me. I could be missing something but he already has the power over the civil service so that wouldn't be the reason. I think it's more so that they have decided from 6 years or so ago that the BVI couldn't manage itself and they will re-establish themselves as a colonial world power while they still could because the world is moving away from that era. So basically if they don't display this power now they won't be able to do it again in the near future. They also know that every leader of these little islands falls into the same traps and behaviours of little 3rd world rulers, who get so caught up in their petty bickering against each other that they burn the bridges they need with each other. Then when the need to unite and fight them arises there is no unity and everyone of them is to blame because they're short sighted and can't accept that they are bigger more global issues at play within their boarders while they are stuck in a long played out mindset.

    Antiguan-born Vere Brown, a former member of the RVIPF and former allegedly fired Commissioner of the Royal Antigua and Barbuda Police Force, reminds one of the lady found an ailing snake along the road and took it home and nurse it back to health. Brown is a snake who came to the Virgin Islands and was embraced and welcomed by the VI community, joining and promoting in the RVIPF. Now, he is turning against the VI,,siding with the colonialists at Mount Olympus to deprive Virgin Islands and Virgin Islanders of democracy, basic human rights, freedom, liberties, self-determination progression,etc. Brown needs to fallback as they say down Point or the Mud ( Grace Farm/Grace Green), he needs to ‘trolong and cart eh rash…le’.     Indeed, Captain Wheatley. Logic should demonstrate that the needs of the many (the people), outweigh the wants of the few (the government). Further, one cannot be emotional and unfocused yet expect positive, objective results.     You and many other politicians have said that you favored cooperation, not congratulations. But the way in which this country, the BVI, has largely been, and is presently being run invites confrontation with the UK in many areas.
    In order to prove that we truly desire cooperation with the UK, we must first accept whether it is us or the UK's rule is the highest authority in power in the BVI. History showed the the UK'S appointed Governors wheels the bigger power, not our local politicians. Next in line of authority of power the people, not political parties.

    Whether or not some of the 49 CoI recommendations are complected to achieved within the stipulated time frame,. cooperation means the they must not be ignored for personal nor political party purposes.

    Let this truth be clearly accept, we the citizens nor those that live among us can't outster the UK From the BVI. Whether or not many of us don't agree with some of the tactics that are used by the UK politicians, historical facts has not given us no option, but to seek and foster cooperation with the UK, it being in charge.

    Just like we don't welcome others to force their preconceived ideas and cultural diversities on us, we should also realize that other people of different ethnicity and culture do not favor us to, even try to, force ours on them.

    Everybody blaming the premier the government everybody and everything while the real snakes continue to subtly subvert and destroy the country for their personal benefit. The Virgin Islands were among the most blessed places on earth attracting those intent on benefiting by any means necessary. The invasion started with the Leeward Islands who were accepted and treated as family while back stabbing as they pushed independence for their islands while promoting the idea that the Virgin Islands could not be independent as they had to be their bread basket. In a mix of confusion and treasure hunting the golden opportunity passed by while anyone who tried to speak out was victimized. Now that the ship has sailed the blame game trickery and confusion has become the order of the day while the native population is kept in darkness and ignorance by pirates calling themselves pastors apostles and prophets we move ever closer to a debt burdened economy that will extinguish so much that was possible being awake and alert. Time will tell but as of now the situation is becoming very grim as a once glorious paradise seem to have been lost.
