VIP 2011 Manifesto makes provision for police aircraft
According to Hon. Malone it is one of the provisions included in its Manifesto 2011, which was launched on October 25, 2011 and which will serve to make the RVIPF more efficient in executing certain duties.
“For quite some time the Police have been operating without their aircraft. I will simply say that there is a commitment in this document to provide that aircraft for the police,” Mr. Malone said.
Malone also spoke about the importance of strengthening the RVIPF through training.
“In recent times the Royal Virgin Islands Police Force (RVIPF) has been challenged severely with a combination of increasingly sophisticated cross border crime together with the rising domestic crime that is being experienced in the countries of the region. As our country gets more exposed to the rest of the world, the policing challenges will intensify and the RVIPF must be better prepared.We cannot escape this and our response must be more training, better equipping, better planning and better management,” the VIP’s 2011 Manifesto states.
According to the Manifesto, the VIP if elected, will train police officers and equip them with specialist skills or acquire those skills from outside of the Territory; Provide the resources to foster crime prevention measures; Improve hiring incentives, staff remuneration, working and living accommodation conditions; Establish local training facilities; Enhance the investigative capacity of the RVIPF, including Scenes of Crimes capability; Extend the use of science and technology in intelligence gathering and targeting all levels of criminality; Update and enact legislation and provide the resources to ensure that the law remains reflective of the crime environment.
Border Control and Counter-Terrorism Policing
Addressing the issue of border control and terrorism policing, the VIP pledges in its manifesto to strengthen the cross border crime and counter terrorism sectors by strengthening internal resources and working cooperatively with external resources; Strengthen the Police Marine Unit capability by providing the resources for its requirements; Restore RVIPF Air Wing to a state of permanent capacity with aircrafts and human resources and deepen the relationship between the RVIPF and other Border Control and law enforcement agencies.
And in an effort to achieve a more dynamic workforce for the RVIPF, the VIP said it would recruit higher skilled personnel and train continuously, with a particular focus on male Virgin Islanders; Incentivize the performance of RVIPF with appropriate rewards, particularly focused on community policing and relationship; Strengthen the policies and procedures governing the administration/management of the RVIPF and broaden the use of succession planning in the RVIPF, particularly in the senior ranks to ensure strong local placement and leadership.
The VIP also noted that National Security is not a direct responsibility of the elected government, but falls within the responsibility of the Governor. “So the various initiatives proposed will be executed in conjunction with the Governor and Her Majesty’s Government,” it stated in its manifesto.
