VI prepares to celebrate 75 years of Legislative restoration

ROAD TOWN, Tortola, VI— Premier and Minister for Finance, Dr. the Honourable Natalio D. Wheatley (R7) is confident—looking ahead—in the fate of the Virgin Islands (VI), as the Territory prepares to commemorate 75 years since the restoration of its Legislature.

This given the resilience of its people as illustrated following the devastation caused by Hurricanes Irma and Maria, compounded by the controversial Commission of Inquiry (COI)  that had led to some political upheaval, the COVID-19 pandemic and its fallout, among other challenges.

During his budget debate rebuttal in the House of Assembly (HoA) on December 19, 2024, Premier Wheatley reminded members, “Next year in 2025, we will celebrate, I believe it is 75 years. Seventy-five years since the establishment of our Legislature, where it was restored. And of course, we would know that that started the modern history of the Virgin Islands. This modern era that we are in started in 1950.”

Watershed Moment

Dr. Wheatley briefly, traced the Virgin Islands’ progress from its legislative restoration through numerous significant challenges that tested the territory’s resilience, including the devastation caused by the hurricanes of 2017.

"It was a watershed moment, we were knocked down. But of course, our story is a story of a people with great resilience; every time we are knocked down, we get back up,” he said.

In the face of challenges and subsequent progress, Premier Wheatley maintained an optimistic outlook for the Virgin Islands’ future, telling members, “Despite the challenges, despite the problems that we face, the Virgin Islands faces great prospects.”

The Premier continued, “Let Jehovah never find us ungrateful for the bountiful blessings that we have as a nation. We have been blessed tremendously and there are even more abundant blessings to come.”

    The Virgin Islands (VI) [British] legislature/Legislative Council was suspended in 1901. Its restoration in 1950 was a ‘dividend’ of the Great March of 24 November 1949 which was led by National Hero and Anegadian fisherman Theodolph Faulkner and other warriors. Moreover, its restoration is a testament and a manifestation to what can be attained and sustained when effective planning, organizing, directing, unity, group effort, etc coalesce on an issue. Other dividends from the Great March of 1949 were a) first modern constitution (1950), b) local direct voting for members of the Legislative Council for the first time( 1950), c) adult suffrage (1954), and d) rollout of ministerial system of government in 1967, attaining some measures of self-governance . The baton has been passed with an advantage lead, so it is the responsibility of current legislators to continue the race.

    Moreover, the VI was cast as a poverty stricken locale, the poor house of the West Indies, a little sleepy hollow, which supposedly was only useful as bird sanctuary. Nonetheless, through typical, signature, trade marked ‘ Virgin Islander rugged individualism’ Virgin Islanders through blood, sweat, sacrifices, hardwork, unity, persistence, perseverance, etc., with little support from Administering Power moved and positioned it (VI) to having one of highest standard of living, quality of life, human development index, per capita income, etc ., in the AngloCaribbean region. Nonetheless, the VI is facing some head winds, but with Virgin Islanders with signature rugged individualism and effective leadership , unity, effective planning, group effort , etc, the VI will put the winds at its back, moving full speed ahead.

      Leonard, you are only looking at the glass half full, ignoring the empty half. You/we cannot only look backwards but also look forward. The Great March was a point in time 75 years ago and lot has changed in those 75 years. We must stay at the tip of the spear to keep pace with what is vibing. My comment may seem like a criticism. No, it is just a different take in the debate.

    @ E. Leonard, boi, you making the Great March seemed like some type of financial investment. Lol. The point seems like the March yielded some positive results. We need to continue building on the March’s focus, ie, pursuing further self/determination. The Willard Wheatley Admin weaned the BVI off grant-in-aid in or around 1979 and the BVI has been financially self-supporting ever since. Now,,it needs to continue expanding and strengthening its financial posture, along with improving the self-governing process, building the institutions and structures for increased self-determination , ie, free association, integration, independence, etc. My current preference would be free association.

      I am very much disturbed about a number of top positions being taking over by persons who has no Generational background in the Territory. One of the key positions is Labour Dept. My question is, why are BVI Islanders not applying for these positions ? Im sure there's plenty of qualified BVI Landers to filled this position.
      This is what the GREAT MARCH 1949 WAS also about ...TO CARRY ON THE LEGACY OF IT'S PEOPLE!
      BVI needs to rise up and SERVE ! LEAD YOUR COUNTRY WITH INTEGRITY & ACCOUNTIBILITY.
      Be Fair & Honest with your doings

      St.Kitts & St.Vincent are doing a great job in preparing their locals for top positions and other jobs as well to carry on their legacy.
      Hon Natalio Wheatley as the Leader of this " Little Great Territory " should pay special attention to the replacements of such positions once he has the atonomy to make those changes.
      If you cannot prepare your people to carry on its Legacy , then why are you marching for!

      Hold up a little off of Leonard. What you are implying is not neccessay.. There are many instances in the workplace throughout the BVI TERRITORY has never been addressed on this platform. As a BVI Islander working in my homeland with mostly expats co workers was not easy at first . The will often compare the BVI to their Country and often makes complains to the bosses to get rid of you so their friends from their hometown could have a chance to get your position....Ive heard many stories similar of this kind especially in Hospitally Sector .
      So please dont come on here acting well pleasant and mannered.
      The BVI is like a workforce- You work you should get pay fairly along with your contributions being paid in..

      May God continue to Bless the BVI 2025 so All may work together in Peace and Unity so we can enjoy the fruits of our labour.

    over the many years this territory did well under the old folks

    moved from dirt roads-moved away from the donkey for transportation-we even moved away from using Land Rovers(no help from London)

    somehow We Run Into A Social Road Block and what is the Reason

    It was under the same Ownership Of This Land by The United Kingdom that Progress was made without any financial support from Great Britain

    Suddenly all manner of Foolish Concerns, UK this And UK That

    It was in the early 70s Under the Leadership of Hon Willard Wheatley this Territory was removed out of Grant-In-Aid However Back then the Generation did not lay down and play dead

    We must continue the Success of Our Forefathers
