VI must 'sit around table with UK' on borrowing money– Hon Penn

-vows to take up preferential loans from UK should NDP enter Gov’t

FAT HOGS BAY, Tortola, VI - Leader of the National Democratic Party (NDP) Hon Marlon A. Penn (R8) has indicated that should the National Democratic Party (NDP) be elected into office, his team will be seeking to borrow money at better terms to build the local economy.

Calling it borrowing responsibly, Hon Penn while as a guest on the March 29, 2023, edition of Da Morning Braff radio show said the VI must turn to the UK for money to build the local economy.

“The premier now putting a budget to borrow monies, but you're trying to borrow money at a time when it’s the most expensive time to borrow money in history, in a very long time.

“We have to find ways to go back to the drawing board, have a negotiation strategy. We have to get more preferential loans at preferential rates so that we can get the level of borrowing that we need to start to develop our infrastructure, our economy and a different sector that we want to grow and develop in this country,” he added.

Loan came with stipulations - Ex-Premier 

Premier and Minister of Finance, Dr the Hon Natalio D. Wheatley (R7) had previously said the £300M loan guarantee for hurricane recovery and development by the United Kingdom (UK) was now a lost opportunity for the UK. 

Under Ex-Premier Fahie the then government had refused to take up the loan over its stipulations.

According to Hon Penn, the VI must still “sit around the table with the UK, and negotiate, “you need to sit down around the table like adults and negotiate the terms and conditions under which you want to operate with this loan guarantee.

“No one said that we're going to borrow 400 million at the same time, but you borrow based on what your needs were. You borrow incrementally and borrow responsibly, and that is what we intend to do moving forward to help finance, a lot of infrastructure, economic development, things that we have to do for this country and how we're going to expand the economy,” he said.

Hon Penn added that once the VI borrows and expands its economy, more people will participate in the economy and do well, which will result in more money entering the public purse and coffers.

NDP first rejected UK Loan Guarantee

The NDP camp has been criticising the VIP administration for not taking up the loan guarantee, with Dr Kedrick D. Pickering calling it a colossal mistake; however, the offer of the £300M loan guarantee by the UK for hurricane recovery and development was first offered to the NDP Government in November 2017.

Dr Pickering and Hon Penn were part of that NDP government that failed to take up the offer but are now seeking to blame the VIP administration for the missed opportunity.

    Marlon you saying that you and your Unity Government people did not talk to the UK all this time. What all these UK visits and meetings were about? Politics is a boss. You just saying anything to fool people for a vote.

    All 4 Party leaders are campaigning and focusing too much on being Premier and none of them are 100% sure of winning their seat. They need to put more positive energy, time and focus into winning their own seat. They are going to be a few heart breaking upsets.

    Monster Cat 5 Hurricanes Irma and Maria devastated the BVI, as well as the US, French, and Dutch territories, causing significant property and other facilities damages, economic disruption, etc. The US provided economic and other assistance to St. Thomas, the BVI close neighbor. The French and Dutch did likewise for their affected territories. The UK, the Administering Power for the VI, for the most part, offered a $300M. Was the UK giving a loan or guarantying a loan? That loan offer was made in 2017 while the NDP was in power and the VIP came to power in 2019. Why did the NDP not accept the loan right away? Was there some terms and conditions that the NDP could not swallow? Was the UK not willing to adjust the financial protocols? Was VIP facing the same intolerable terms and conditions as the NDP? Was the UK supposed loan the only source of borrowing? Did either the NDP and VIP have contingency plans for addressing the physical destruction or everything was reactive?

    The BVI needs to invest in its growth and development but it does not have the resources to fund the investment directly out of pocket. It will have to prudently borrow to meet its needs. The UK has its own challenges so it may not be of any help accept for its overseeing control. The BVI as a developing territory needs to borrow within prudential debt to GDP ratio. The bottomline is that the BVI has to fend for itself, maximizing the economy of its budgetary resources. Moreover, during the early days of the once in a century Covid-19 pandemic, the BVI sought some economic help from the U.K. but was supposedly rebuffed, telling the BVI it must look within its own resources, ie, social security., etc. Social Security granted the BVI a $40N grant, which in my view should have been a loan. Nevertheless, that loan has many Tories of its own.

        Properly debt is a means of promoting growth and development. In the US and some other OECD countries debt is used to build wealth. Loans are an important source of banks income. Borrowing is an important tool in meeting a country, especially resource-poor countries, needs. It must be done prudentially as noted by Political Observer and comes at a cost. There is a cost to borrowing. The BVI has a relatively low debt to GDP ratio. Moreover, I think that the average debt among OECD countries is 46%. The BVI has the opportunity to borrow but debt has to be paid back. Progress and growth is not free. Citizen must be willing to pay for borrowing. Nevertheless, they must be assured and confident that the country will get value for money, transparency, utility, efficiency and effectiveness in using borrowed money.

    The Hon Marlon Penn wants to be Premier Badly but he seems out of his depth. He seems lacking in the maturity, leadership and management, experience, etc. The BVI at this juncture needs a seasoned leader with a strong achievement and governing resume. Many of us can spout the right words but get lost in a phone booth. I’m not thrilled with teams that are being assembled. I was hoping for a high powered team.

      @Quiet Storm, true dat, Marlon is definitely not ready for the BiG stage at this point. He needs to continue being groom and audition for the Job. It is apparent either he has forgotten or he didn’t learn much from Former Premier Dr. D. Orlando Smith and former Deputy Premier Dr. Kedric Pickering. Continue learning the ropes but be cognizant that leadership is not for everyone; some people excel better in support roles. There is no halo effect here, ie, because one is skilled at IT does not necessarily mean one is skilled at leading a country. Attaining leadership becsuse of attrition does not mean that one is ready to lead. Leadership is more than allocating resources; it also entails setting the personal example, setting the game plan, providing guidance and direction to support staff, representing both at home and abroad, etc.

    He talking bout lending money but the prison just spend over 20,000 to run a fence and about to waste much more money doing nothing with sense. Marlon do you even know about the big project that’s in motion to n the prison.
