VI Gov't seeking bidders for territory-wide Solid Waste collection

- Virtual pre-tender meeting scheduled for August 25, 2021

ROAD TOWN, Tortola, VI- As the Government of the Virgin Islands moves to address the issue of solid waste on the four main islands of the territory, it has announced it will be awarding contracts to execute the projects.

Contracts will be awarded to collect waste on Tortola from Zone One through Zone Six, on Virgin Gorda from North Sound to the Valley, and on Anegada and Jost van Dyke. 

Eligible tenderers must submit Certificates of Good Standing for Social Security and Taxes including Payroll and Property Tax from BVI Social Security Board, National Health Insurance, Inland Revenue and the Commercial Registry.

They must also have a valid Trade Licence, detailed work programme showing the order in which the various sections of works are to be executed along with other documents as outlined in the tender document, Procurement Coordinator, Mrs Ishma Rhymer said through a press release yesterday, August 5, 2021.

Moreover, interested parties have to provide a Tender Bond/Tender Security with their tender, with not less than 1% of the bid price, in the form of a bank guarantee, banker’s draft, certified cheque, or a bond provided by an accredited insurance agency.

The necessary documents required to bid will be available from Monday, August 9, 2021.

Scope of works

The scope of works on Tortola encompasses the main road from Prospect Reef, Slaney, Duffs Bottom, Sea Cow’s Bay, Palestina, Hannah’s, Pockwood Pond, Towers to West End, Frenchman’s Cay, Zion Hill, Cappoon’s Bay, Little Apple Bay and Carrot Bay for Zone 1. 

For Zone 2, the areas to be covered are from Road Reef, Macnamara, Main Street, Long Bush, Lower Estate, Sugar Mill Road, Botanic Station, Scatliffe Alley and Wickhams Cay. 

For Zone 3 the areas include Huntum’s Ghut, John’s Hole, Horsepath, Tobacco Wharf, Pasea, Purcell, Johnson Ghut, Free Bottom and Fort Hill.

For Zone 4, the communities to be covered are Baugher’s Bay, Gene Hill, Fish Bay, Kingston, Sophie Bay, Brandy Wine Bay, Paraquita Bay, Hodge’s Creek and Fat Hog’s Bay.

Zone 5 areas include Long Look, Greenland, Little Dix Hill, Josiah’s Bay, East End, Parham Town, Beef Island and Trellis Bay, and Zone 6 areas include Hope Hill, Belle Vue, Sabbath Hill, Manchester, Long Trench, Fahie Hill, Harrigan, Meyers, Chalwell, Doty, Ballast Bay, Cane Garden Bay and Brewers Bay.

Meanwhile, on Virgin Gorda, the areas to be covered include the entire North Sound and the main road leading from North Sound up to the point of entrance to North Sound Hill Dumpsite.

The Valley Section encompasses the entire Valley, the northern communities including Handsome Bay, Savannah and Pond Bay.

Other islands

The press release said, on Jost van Dyke the areas include Great Harbour, Little Harbour and White Bay and the entire island of Anegada.

“A virtual pre-tender meeting is scheduled for Wednesday, August 25, 2021, at 10:00 am via WebEx. Due to Covid-19 preventative measures and social distancing guidelines established by the Ministry of Health and Social Development, all prospective tenderers will be notified of the access code and password prior to the meeting,” the release stated.

      @big head - how so? A 3yr contract was awarded just the other day for Jost. Guess that was a special tender...

    The VI is a small locale consisting 59 square miles spread over 36 islands, islets and rocks, lacking the acreage to dedicate to construct a landfill with a 100-year or more lifecyle. As such, it must take measures to reduce the load on the incinerator. It should look closely at recycling to reduce the waste load. Recycling may not be highly profitable operation. But the cost of recycling relative to reduce incinerator overall operating cost needs to be explored.

    Moreover, for selected areas, ie, Road Town, East End/Long Look, Purcell/Free Bottom/Baughers Bay, Sea Cow Bay, Valley, VG;…..etc, automated waste collection trucks should be employed once or twice a week; a one-man operation. Each customer could be provided a container which will be set out the morning of schedule pickup. Recycling will be collecting every fortnight. Reduce, recycle and reuse.
