VI elections are over, two weeks & counting!
The VIP was ejected from power in the 8th district home to Dancia Penn QC – as the new comer Marlon Penn of the National Democratic Party (NDP) edge her out in a four-candidate contest with 524 votes which represents 48.1 percent, to Ms. Penn 423 votes or 38.8 percent.
Two weeks ago today, by about 11:00 p.m., it was clear that the VIP had lost the 4th, 5th, 6th , 7th and 8th districts. The VIP suffered heavily at the hands of the NDP in the 4th district in a three-man contest with the NDP’s Mark Vanterpool recording 661 votes - 68.5 percent to the former incumbent VIP Dr. Vincent Scatliffe’s 209 votes -21.7 percent with Independent Colin Scatliffe with just 95 votes - a mere 9.8 percent.
The NDP made significant gains in the biggest upset which was already predicted by this news agency’s political desk over the VIP in the 6th district. The new comer Alvera Maduro-Caines secured 612 votes - 61.4% to the former incumbent and Minister for Natural Resources and Labour Omar Hodge’s 385 votes-38.6%.
While VI voters seemed intent on punishing the VIP out of office, no other party or independents were able to capture a seat in the second House of Assembly, leaving the VIP and NDP to do the battle.The 2011 election campaign sparked a war of words between the NDP and VIP with some memorable songs, one-liners and phrases.
The VIP suffered in the At-Large race with the NDP capturing the four seats, ousting three VIP At-Large incumbents and retaining the other. The four NDP At-Large candidates’ votes are as follows: Dr. Orlando Smith - 5,081; Myron V. Walwyn - 4,605; Ronnie W. Skelton 4,475 and Archibald Christian 4,205.
This gives the NDP a 9 to 4 seat majority in the second House of Assembly.
Some Election results questioned, Legitimacy an issue
While the overseas observers claimed that the election results were free and fair, some are taking that with a grain of salt, knowing that the observers only came in to the VI a couple days before the elections. One NDP candidate Hubert O’Neal who was defeated in the 9th district for the fourth consecutive time is now claiming that he wants the United Kingdom appointed Governor as well as the Supervisor of Elections to investigate possible bribery. Over the weekend, he told a local TV station that he was poised to win the election but “something turn it around in the last two days”. Dr. O’Neal, according to the local TV station, is attributing it to contracts given out by the former Premier, something that was legal.
There has been no comment from the man who defeated him four times now, former Premier Hon. Ralph T. O’Neal, OBE.
In the 8th district, many members of the Committee to re-elect Dancia Penn have been discussing that the election officer at the polling station allowed some residents to vote with a black pen placed in the polling station with her knowledge. However, when the votes were counted those votes were not seen according to some residents in the 8th district. The 35 to 40 votes were allegedly for the then incumbent Dancia Penn QC. No official complain has been filed with the election office.
There has also been bitter conversation about alleged voters’ list padding by having people not living in the 3rd district registered thereby voting in the 3rd district with the goal of defeating the Hon. Julian Fraser RA. The attempt has failed as Mr. Fraser held on to his seat. It is unclear who is being accused of this activity.
Finally, there remains the looming question of a challenge to two elected candidate Myron Walwyn and Archibald Christian once they are seated in the second House of Assembly. Virgin Islands News legal desk has already declared that both men elected At-large, were eligible to run and can be seated according to the 2007 VI Constitutional Order.
One glimmer of hope coming out of the 2011 elections is that the VIP can still boast that they had received the biggest landslide to date in the VI political history with an 11 to 2 victory over the NDP in 2007.
