VI doesn’t need saving by UK- Bishop John I. Cline

Bishop Cline, who went live on Facebook on April 17, 2025, said the UK wants to have more control over the VI and is using the second volume of the law enforcement review to try to get it.
“Our parents built this country, they built it with integrity, they built it with honesty, they built it with vision, they built with hard work and they built it with a faith and a trust in God,” he said.
Now that the VI is valuable in terms of the financial services sector, tourism and the blue economy, Bishop Cline opined that the UK wants to take back control, not under direct rule but by installing backdoors through legislation.
“How do they control? They get control under the head, because there are these global terms called national security and human rights…so they use these umbrellas to sort of impose their will on ours and say we have common values. We don’t have common values, we don’t even have common goals… the UK would like to have more control of the Territory, the BVI through the Office of the Governor.”
According to him, the latest volume of the law enforcement review authored by His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS), proposes the merging of the Customs and Immigration Departments.
He added the UK wants to control the Financial Investigation Agency (FIA) with a seat on the board and as well as the Department of Trade.
Things under Governor’s portfolio not operating optimally- Bishop John I. Cline
Bishop Cline further accused the UK of wanting more control over the affairs of the VI while unable to successfully operate departments already under the Governor’s control, which are the Royal Virgin Islands Police Force, His Majesty’s Prisons and the civil service.
“The police is still not optimal…you still have a lot of corruption in the police…thanks to God we now have a local commissioner now who I believe will do a great job. But that has problems.”
As it relates to the Civil Service, Bishop Cline said if the UK was doing a good job some of the things revealed by the Commission of Inquiry (CoI) would not have been an issue as they would have committed themselves through the offices and the Governor and Deputy Governor to refine structures, to put some processes in place for a more efficient and functional civil service.
“They have not done that, they have failed at that, and that is under the Governor…Based on the CoI there are gaps in what you have been given authority over and the function over but now you come because you want more control, you want to find a loophole…you are trying to create these backdoors in which you can come through so that you can get more control of these islands.”
BVI doesn’t need saving- Bishop John I. Cline
Bishop Cline said the VI was built with the blood, sweat, tears, honesty, integrity, vision, hardworking and sacrifice of the forefathers.
“They have done everything and now you want to come in and swoop up like you are the saviour of the world and we don’t need to be saved! The BVI don’t need to be saved, yes we have some things we need to improve on like any other country…if you’re a true partner then you will help us with these processes instead of asking for more power.”
He accused the UK of not wanting to assist but rather hinder the VI under the guise of being interested.
“You want to impact negatively our financial services by giving the world access to our clients' records!” Bishop Cline accused.
Governor Daniel Pruce welcomed the second volume of the law enforcement review, describing it as an “ambitious and far-reaching roadmap for change” which will make the Territory safer over the next decade.
