UPDATE – The late Elvin Stoutt was a champion for “National Pride” [Photoslide Included]
The funeral service for the late Elvin “Soupie” Stoutt took place at the Zion Hill Methodist Church where many tributes poured out from family, relatives and Government officials for the retired Permanent Secretary, school principal, father, grandfather and businessman who had passed away at his Long Bay home on Saturday April 7, 2012.
In a very touching tribute, Premier Hon. Dr. D. Orlando Smith described Mr. Stoutt as a “BVI Giant” who was always an upbeat, positive and a man of such great faith.
Reflecting on his teaching days, Hon. Smith said Mr. Stoutt, as a former principal of the Alexandrina Maduro Primary School, left his footprint and philosophy that teachers and parents must collaborate and work closely in raising a child. Premier Smith said he was one who firmly believed that it took a village to raise a child.
In remembrance of Mr. Stoutt’s role as Permanent Secretary in the Ministry of Communications and Works, the Premier in his tribute stated that he was known as a go-getter, a very committed and productive public officer who believed in giving his all to the development of the Territory.
The Premier also touched on Mr. Stoutt’s most recent position where he served as a member of the Public Service Commission (PSC) and helped in strategically placing qualified BVIslanders throughout the public service.
As a businessman, Mr. Stoutt’s villas have been used by many visitors who keeps coming year after year and enjoyed the hospitality they received.
Among other tributes was one by Deputy Governor Mrs. Inez Archibald who described Mr. Stoutt as a stalward Virgin Islander who gave his live to service of country and who served faithfully and valiantly until barely four and a half months before his death.
Mr. Stoutt, an indigenous Virgin Islander, was 64-years old when he passed away at his home. He was also the brother of former Legislator Elmore Stoutt and retired Fire Chief Leando Stoutt.
The cause of his death is unknown but persons close to the family told this news site that he may have been suffering from an illness that has taken the lives of many Virgin Islanders over the past 10 years. Mr. Stoutt also spent some time overseas for treatment.
The late Mr. Stoutt had a very productive career also serving as a school teacher and moved through the ranks to principal and reaching the top in the Public Sector to the rank of Permanent Secretary.
He was also a businessman and owned and managed his own real estate properties. His most recent public service assignment was as a member of the powerful Public Service Commission, the body charged under the Constitution to hire, fire, promote, transfer and discipline civil servants.
It was Virgin Islands News Online who first and accurately reported in January of this year that local Attorney Dawn J. Smith would replace Mr. Stoutt on the Commission.
The late Permanent Secretary is also survived by his wife Mrs. Bernice Stoutt and children.
