UPDATE: More questions surface on overspending on teachers' gala

- Minister told the House of Assembly of a $99, 725.49 price tag to honour teachers
A glimpse at the set up for the gala dinner to honour Virgin Islands teachers. The close to $100K price tag included, according to the Minister for Education, prizes given to the teachers who were selected as outstanding teachers, the catering, decorations, music, rental of tables and chairs and other costs, however, no break down for each items listed was provided to the public. Minister for Education and Culture Hon. Myron V. Walwyn, who often complains in the House of Assembly and to his Heads of Departments under the Ministry that there is not enough funds to carry out all of his initiates, found savings of $99, 725.49 to host a dinner for teachers both current and retired. To justify this high price tag the Minister told the HOA on April 25, 2013 that the money was obtained through savings from the Ministry's youth development budget. It remains unclear if there are still more bills to come in. Photo: VINO/File

ROAD TOWN, Tortola, VI - More evidence has started to come to the fore and which supports the claim of the exorbitant overspending of the nation’s financial resources on a single event by the Minister for Education and Culture Honourable Myron V. Walwyn.

According to a reliable source within the National Democratic Party (NDP) administration, whose eyes were fortunate to behold an authentic document of expenditure of the Virgin Islands, a 2012 fete of the House of Assembly which had catered for more than 200 persons was executed with the meager sum of $12,000. "Look at that. Even if the teachers thing had double that amount of persons look at the margin in the cost. Yes they would have had some other flares on the side but still that figure by the Education Ministry was way over the wall."

The source said that with the media doing its role of informing the public in a civil and candid way, eyes are being opened to things that are currently 'swept under the rug', "We are accustomed to a hush hush way of things here but that is changing because the media is definitely getting stronger here in the BVI," commented the source.

On April 27, 2013 this news site published an article captioned 'Hon Walwyn hosts $100k price tag teachers’ dinner'. In that story, the Hon. Julian Fraser RA, was credited for making the information public following a question he had asked during the eight sitting of the second House of Assembly on April 25, 2013.

The Minister for Education and Culture had claimed that he had garnered the hefty sum of $99,425.45 from savings to honour teachers past and present on March 16, 2013.

The event was one to have been fittingly described as elaborate especially with it decor and had seen members of the Royal Virgin Islands Police Force (RVIPF) performing the role as escorts for the teachers.

Confirmation on this was also sought from Director of Communications Mrs Arliene T. Penn, who has promised a response.

Hon. Walwyn hosts $100k price tag teachers dinner!

Often complaining in the House of Assembly (HOA) and to Department Heads under his Ministry about the lack of funds to execute many of his initiatives, Minister for Education and Culture Honourable Myron V. Walwyn claimed he found from savings $99, 725.49 to honour teachers present and past on March 16, 2013.

The event, which had some unfilled seats, took place at the Multi-Purpose Sports Complex with a Royal Virgin Islands Police Force (RVIPF) Officer as escort and the Minister of Finance Dr. the Honourable D. Orlando Smith in attendance.

The information was made public following a question by veteran legislator and opposition member Honnourable Julian Fraser RA, to Minister Walwyn on April 25, 2013 at the eight sitting of the second session of the second House of Assembly.

Hon. Fraser, a consistent supporter of education, youths and teachers also wanted to know if the event would be annual. Hon. Walwyn told the HOA  that “the event which was held on March 16, 2013 in honour of teachers at the Multi-Purpose Sports Complex will be an annual event; however, each year the type of function that will be held will vary."

While the Minister revealed the unusually high price tag also included prizes given to the teachers who were selected as outstanding teachers, there was no breakdown to the public for the cost of items such as the catering, decorations, music, rental of tables and chairs and other costs.

It is not clear who were the persons that provided these services.

To justify this high price tag, the Minister told the house that the money was obtained through savings from the Ministry's youth development budget.

A retired teacher, who was honored and said he was a National Democratic Party supporter to the bone and who also spoke to this news site on condition of anonymity, was shocked when told of the cost of the awards dinner. “Oh my god you are not serious?...and the young people in the BVI are in such need of help and programmes, how could he have savings when the young people are crying out for support?...but all I can say is, I work all my adult life as a teacher both here, the states and in St Thomas and never heard so much money being spent to honour teachers, but I still was happy to be recognised as the VIP never did that for me,” the retired treacher remarked.

Andrew didn't handle drag racing contract. Unlike Myron's dinner the drag racing was allowed competitive bidding. Also Drag racing was done to introduce a new industry for the country in the sporting area. There are no comparisons with sense with what Andrew was trying to do verses this unethical expenditure by Myron.

It never came to light..Paid that Cline man and his company for a program the school already had..but now you all here talking about a measly $99 thousand to show appreciation to the teachers...Well Sir...at least the teachers got something.

the public (or shall I say the Youth) had to pay for the ribbons, swag, colored napkins, brocade table clothes, decorations which I think is above and beyond what was needed. You can create the same spirit with less bling. Why is it that BVIslanders need their beauty pageants, big trophies, statues and dedicated parks, fancy sports cars that can't get them over the mountains, super-size houses and wanna-be high rises? Why can't we have a good quality life while living within our means and saving for a rainy day?

A small price for what these teachers put up with daily, some rude, disrespectful children (majority, not all) trying teaching for 1 week in their shoes and understand the ish they have to put up with. Should it have been $20. a plate, would that suffice or lower, perhaps some fry chicken and fries and a soda, oh and instead of nice decorarions, couple party balloons and plastic veranda chairs, etc. its okay to get the dislike, but teaching is a profession that is not only underpaid but under appreciated by the masses, as the commenters here about monetary grieviences prove.. Poor teaching fraternity, the people them vex you get so much money spend on you. Wow...

If he wanted to honor the teachers...while you are speaking of what the teachers go through, give this a bonus or raise. That money could have done just that. Not fill their tummy for couple hours. Come on man. Do better. That money could have been used in more creative ways. New chairs and desk for the teachers, like mentioned before a bonus etc.

Second Myron this is clearly a waste and misuse of public funds on such a dinner. I will love to get the names of the caterer and the names of the staff serving and working at this event and where the food came from….too much corruption in this little country.

So people going to want another switch. and then start complaining about the same thing again. wise up is right each party have there small group of people who would benefit from various spending. The average tax payer can't get anything. Think of the good that money could do the number of children who need special educational services. I don't understand the thinking sometimes. Teachers are paid. encourage them with a pay increase or bonus or something for deserving ones. In my opinion a teacher who loves what they do would be more motivated when there students can have more resources available to them.

We work in filth, and that is what we bargain for, but we want better working conditions. A little trip to the clinic now and again isn't close to helping us. We want the Minister of Education to take over our department and he going treat we better, not insult us. We keep this country clean - somebody got to do it. Not because we ain't have a lot of education and most of us from down island. Let us don't deal with the filthy garbage in the island for a day or 2 and see who you going call. The big shot them in their long sleeve white shirt and silk tie aint going do it. $100,000.00 down Pockwood Pond Incinerator can do wonders. From time we enter the gate we should have all of the protection that we need to protect us from what we are entering the gate to face - but who cares anyway.

The Minister said that this dinner was paid for by money saved from the Youth Development Programme? Nothing is being done to develop our youths to make them a viable part of society. So WALWYN find that the youths of this territory have every thing going for them, so money that was earmarked for development programmes to help our young people prepare and qualify to meet the challenges of becoming productive individuals were not important. Spending it on a dinner for teachers were more important. He don't give a damn about the youths of this territory. Honourable Minister you have sealed your fate. At the end of your term your Legend will be, incompetent, narcissistic, and a totally detached Moron. You are really a disappointment.

I don't hear the Teachers complaining. That means it was money well spent. You all don't like Myron so no matter what he does it will be a problem. Funny how people calling for commission of inquiry for everything and want the Governor take action, but when Fraser illegally land filled his own land and put concrete slabs and fence out of our own money, not a word. Now we have to pay again for Greenhouses which should have already been paid for. To the tune of over 5million. No inquiry. We paid $100k for drag study, $500k for medical study, up to now we haven't seen these results of the studies. NO inquiry. We paid over $2mil for land being dug up in VG for greenhouse and to date it's just raw land. No inquiry. But we should kill NDP for cruise pier and honoring the Teachers for the first time. Also for stimulating the local economy by hiring caterers, renting chairs, equipment, entertainment etc. WOW, no wonder the BVI going hell in a hand basket fast. No morals, no principle, just 'me me me'. Tell me why we need inquiry under NDP but none under VIP. You people are hillarious bad bad lol....

He is the Minister...durrr...when Andrew paid that $300 and odd thousand Dollars to Cline for that bogus school programme that never came into play, did he apologize for it? NO!! At least the teachers got dinner and gifts and a relaxing red carpet evening for the $99 thousand the minister spent.

Nearly $100,000.00 for a dinner for 200 works out to $500.00 per plate? Are you crazy? I hope they had Maine lobster, Beluga caviar, white truffles, giant tiger shrimp, prime Kobe beef, pate de foie gras, Matsutake mushrooms, Malpeque oysters, King Crab legs and fresh salmon filets.

If those same 200 teachers were asked if they would prefer a lovely dinner out with "over the top" decorations, on the government tab ~ OR ~ a $500.00 bonus in their pay package, guess which one they would have chosen!

Confucius comes on here everyday acting big and bright and can't damn well read. The dinner was for 400 Teachers and each were allowed to bring someone. They also had special guests. The dinner had around 700+ people and was catered for at the multisports complex which was transformed. The article is trying to compare an event for 200 people costing 12,000 to this one. But the article doesn't say what type of event it was and what was involved. The teacher dinner involved equipment rental, decor, food and drink catering, awards etc. and to me was well worth it. READ before puffing your chest boss. Nobody said a dinner for 200 cost $100K. You never was on here when VIP was #$$% up our money but now you got mouth. Go siddung!!

OK, so I made a mistake. Mea culpa!

BUT ~ it would still work out to a reasonable bonus per teacher and I do believe most would have preferred the cash to this ostentatious dinner.

Even if there were double the teachers this year, how do you justify this year's event costing more than 8 times the 2012 event, given our financial condition?

I agree that our teachers deserve recognition. But was this really the best use of $99,425.45.

And I have NO allegiance to the VIP or NDP. I dislike all of them equally and think they have all done a pretty poor job in recent years. So I will remain standing as long as I please ~ thank you very much!

Why would some one take money from the YOUTHS DEVELOPMENT Budget and do something like this and then going to be COCKY and make statements like they are not going to be Apolegitic about it? Some body is going to get hurt before the next election politically.

I saw the dinner on TV and I noticed that a lot of Ipads were given out as gifts. Two of my many questions are.....Where did they purchase all those IPads from........Infinite Solutions??? And for how much???

This is so ridiculous, almost $100,000 on a 2013 dinner. Might as well Walwyn had allow Charlie's to cater for the Gala. Oops my bad... Conflict of Interest. But what is interesting is: the people might have felt better if that monies was used as a raise of pay for those same said teachers. Too much monies being mismanaged in the running of things, tax payers will feel it very soon.
