UPDATE: Matthew D. Hazell charged with attempted murder/robbery
These charges stem from an incident which took place just about midnight on Monday, February 16, 2015 at the night deposit box outside CIBC FirstCaribbean International Bank in Road Town, as was accurately reported by this news site.
Hazel is scheduled to appear before the Magistrate’s Court on Wednesday, February 25, 2015 the release said.
“Investigations are continuing into the matter therefore persons with information that can assist are asked to contact detectives from the Major Crime Team at 468 5682,” the release said.

ROAD TOWN, Tortola, VI - This news site has confirmed that a man identified as Matthew D. Hazell sustained a gunshot wound at CIBC FirstCaribbean International Bank shortly after midnight last night February 15, 2015.
Reports are conflicting as to what happened as there were no eyewitnesses to the shooting.
However, according our sources inside the Royal Virgin Islands Police Force, armed police officers were about to conduct a night deposit for OneMart Superstore at the CIBC FirstCaribbean International Bank, in Road Town on the main Island of Tortola, when the officer who was about to do the transaction heard a voice behind him.
It is alleged that as he looked around he saw a masked man pointing a gun at him and demanding money. It remains unclear if that masked man was Mr. Hazell, an employee at the same bank.
There were shot fired reportedly hitting the masked man in the shoulder and grazing his head.
The maskman, who is still not identified as Mr. Hazell, allegedly dropped his weapon, pulled off the mask and fled the scene.
A man was reportedly at Peebles Hospital hours later with gunshot and it was the hospital who informed the Police of an individual being there with a fresh gunshot wound. That person was identified as Hazell.
When contacted Royal Virgin Islands Police Force (RVIPF) Public Relations Officer Ms Diane Drayton was unable to confirm the events at the time.
However, this news site has not linked Mr. Hazell to the incident as police have not confirmed him as the person involved in the attempted robbery at the bank.

Praise the Lord for intervening in the activities of that day and for sparing the officer's life and for also sparing Matthew's life. I have personally known this family for a long time and I can say that if they had half a bread to split among themselves, I would have a share of it. This young man, with a remarkable life ahead of him, had allegedly committed a great wrong and so we feel justified in condemning him.
You see the end results but you do not see the process which led to it, you do not know what is going on in his mind, you do not know his pains, you do not understand why he would allegedly do something so ........ And no matter what was going on in him, it can never justify taking the course of action which he allegedly did. But I perceive that this is not the time to pounce upon the downtrodden , extend your hands of mercy and reach out as if it were you in that situation ( regardless of how preposterous it may have been).
Be encouraged our prayers are with Matthew and his family and their pain is our pain. We take it to the Father in the name of Jesus.

I have been a victim of a gunshot injury here in the BVI in the line of duty.
And let me take this opportunity to COMMEND the police officer involved in this incident,for discharging Her Majesty's Firearm with Accuracy and precision.Good SHOT!!
and let me give the public the assurance that from all the facts and circumstances as reported to me,as a former member of the RVIPF,the officer acted quite Justifiably while executing his statutory duties,[TO SERVE AND PROTECT] in accordance with the police Act and in accordance with his oath of office.

Perhaps you can address us on whether the Officer was on or off duty, as this I believe impacts on his lawful possession of a Police firearm, unless of course it was his own, or he is authorised to carry off duty.
Moonlighting as a security guard is accepted, but Officers carrying arms need to think carefully about thier legal status, in case something goes wrong and a person is killed.
@Legal Team. I understand your sentiment, and attempt at division, but you must also recognise that rules and regulations are written for a purpose, in many cases to protect the Offiicers themselves, and should be abided by.
If it was an ordinary citizen i can understand your argument, in that you cannot discharge a firearm unless you are personally being threatened.
I am very disappointed in Matthew. This really goes to show that you never really know someone.
Fact- A police officer is never off duty
Fact- Someone attempted to rob him
Fact- That person fired at him
Fact- He shot that person
Fact- This young man was shot at this same location
Fact- This young man went to the hospital after this incident
These are the problems that we face.
1. its not your money, why take.
2. he's lucky, that the officer, didnt shot him in the head, point blank.
3. did the robber know, that now his family have to pay the price, and find lawyer to represent, his dumb act.
4. the robber should be looking forward at 15 to 18 yrs behind bars. can't wait to see how this go down.
5. the robber was to greedy, having a fully time job, and still wanting more money, that he didn't work for.
6. in the end, he lucky to be alive, because this could of been a nasty gun down.

I will continue to say,that the officer involved in this shooting incident must be commended by His Excellency the Governor,the Commissioner of police and the National Security Council.
Having received the full facts and circumstances of this case;whether the officer should have been carrying the crown's firearm or not;in my view,the officer thwarted a serious crime of murder and armed robbery.
When the police do wrong,we must criticize them,but when they save lives we must commend them.
Never should society accept the criminal practices of of these gun-men who set their agenda to rob and kill Her Majesty's Citizens.
The main focus now,should be establishing the connection between a mask-man being shot by a police officer AND a man being admitted at Peebles Hospital with a gun-shot wound.
If we are serious about safety and about peace and tranquility,our focus should be on the crime that was committed; and not on whether the officer had administrative authorization to be carrying the Crow's Firearm,while doing an escort with cash.
The Police Act-Laws of the Virgin Islands,make provision for a Police Officer to carry the Crown's Firearm,with the authorization of the C.O.P.
If an officer shoots a person lawfully, and it is discovered that the Crown's Firearm was not being carried with Authorization of the C.O.P, that does not mean that the shooting was unjustified or unlawful!
Administratively,the C.O.P may take action internally;But I, as a citizen who depend heavily on the security of the Police for my safety,I say to the officer involved[ "YOU EXECUTED HER MAJESTY'S DUTIES WITH BRAVERY"] And because of you officer,I feel good,knowing that there are many police officers,who prepared to die to protect Her Majesty's BVI.
