ROAD TOWN, Tortola, VI - After the fanfare that saw the United Kingdom appointed Governor Boyd McCleary’s second speech from the throne in 9 months, and the public's excitement at seeing the Opposition Virgin Islands Party fire off some 60 plus questions at the first sitting on September 3, 2012 the House of Assembly will convene again after 10 days.

Today, September 132012 will see the Second Sitting of the Second Session of the Second House of Assembly of the Virgin Islands. The Amended Order paper obtained by this news site’s team of reporters shows that there are no questions on the Order Paper from Opposition Members.

What is also missing from the Order Paper is the long awaited Public Finance (Amendment Act) 2012, a bill demanded by the United Kingdom following the signing of the Protocols for Effective Financial Management.  The amendments to this bill are expected to bring the law in line with the same protocols.

According to a question posed at the last sitting by Opposition Member and first district representative Honourable Andrew A. Fahie, a letter was signed and agreed to by Premier Smith to have the bill amended by August 2012.

It remains unclear whether the Minister of Finance and Leader of Government Business Dr. the Honourable D. Orlando Smith had received an extension for the passage of this bill.

First reading of Bills

According to the amended Order Paper four Bills will have their introduction and First Reading.  They are; Mutual Legal Assistance (Tax Matters) (Amendment) Act 2012, Partnership (Amendment) Act, 2012, Securities and Investment Business (Amendment) Act, 2012 and Non-Profit Organizations Act, 2012.

What the public will look forward to is the section on Private members business, whereby each elected member can speak on any topic.

The sitting on today, September 13, 2012 will commence at 10:00 am at the House of Assembly chambers in Road Town, the Virgin Islands capital city.
