UN expresses concern @ possibility of colonial style UK direct rule in VI

NEW YORK, NY, USA – With the Order in Council on hold to suspend the [British] Virgin Islands Constitution still active, the United Nations (UN) has expressed deep concern about the continuing possibility of United Kingdom's direct rule over the [British] Virgin Islands in its Resolution on the Question of the British Virgin Islands adopted at the 78th session of the UN General Assembly in New York.

Resolution A/Res/78/89 on the Question of the British Virgin Islands made on December 7, 2023, put into focus a number of matters pertaining to the issue.

The UN “Expressing concern that the administering Power (i.e., United Kingdom) put an Order in Council on hold to partially suspend the Constitution (of the British Virgin Islands) if the Government of the United Kingdom assesses that the implementation of the recommendations does not proceed satisfactorily,” according to the Resolution.

It further “Calls for full respect of the Constitution and the mutual agreement with respect to the recommendations of the report of the Commission of Inquiry, and calls upon all parties involved to maintain dialogue and work in partnership in the interest of the people of the Territory.”

Former Governor of the VI, Mr John J. Rankin, CMG on January 5, 2024, in suggesting an extension for the CoI Reform process in the territory, cited disappointment at the rate of reform ahead of an already revised May 2024 CoI reform implementation deadline. 

Gov wanted 'additional powers'

He said from the Governor’s standpoint, "additional powers" would be needed to further force the [British] Virgin Islands to implement "recommendations" offered by a retired judge following a controversial Commission of Inquiry called during the COVID-19 pandemic.

Granting these additional powers would likely result in the suspension of certain parts of the VI’s constitution to make way.

Meanwhile, the UN in its resolution called on the UK and others to support the VI, rather than impose, as it related to recovery efforts in the territory.

The resolution “Reiterates its call upon the administering Power (i.e., United Kingdom), the specialised agencies and other organisations of the United Nations system and regional organisations to provide all the necessary assistance to the Territory (i.e., British Virgin Islands), support the recovery and rebuilding efforts and enhance capabilities for emergency preparedness and risk reduction, in particular in the aftermath of Hurricane Irma and Hurricane Maria that impacted the Territory in 2017."

    The UN passes a resolution on the BVI (and a whole load of other places, including the USVI) every year. The resolution passes without a vote (just in case we are talking about democracy).

    What’s the difference with the one this year? …or is this more selective fearmongering against the UK?

      Most corruption can be found in the most powerful countries but they have us trained to believe otherwise. They exploit, steal resources, create wars, and fear-manage other countries. They don't respect the dictate of the UN or the sovereignty of lesser countries.

        To Josiahsbay, indeed everywhere there is the good,,the bad and the ugly. Slavery and colonialism left us chronic diseases,ie, hypertension,,high blood pressure,,obesity and other pathologies. Additionally, we have adopted the corrupt institutions from the colonialists. At independence,, former colonies of the UK didn’t can the corrupt institutions. Instead, the countries did not adopt and implement new and different institutions and practices. They adopted the old corrupt institutions and the manifested outcomes is the result. Nevertheless ,neither ,the elected and non-elected officials nor should or can divorce themselves for the failures. The UK is the Administering Power for the VI responsible for guiding it towards a full measure of self-governance. It seems the UK waited until the VI was dangling precariously off the cliff to intervene with a heavy hand. The VI is a victim of benign neglect. Was the lack of proper guidance deliberate?

    Hope they telling these people they running to the whole truth..One extension to fulfill their fail promised is understandable and fair, a second extension and still failed seems like lock of effort, ok. A 3rd extension and still failed, that's can only be seen as wilful, stubborn and not qualified for the task,, So now Britain says we are going to take on that task ourselves, it's oppression, colonialism, blame the Gov. Never taking responsibility..

      @extention2 The world is seeing that the whole thing is just an excuse for the UK to take over. Every other place is moving forward why should the BVI go backwards. The BVI has come this far with little or no assistance from the UK why the interest now. Show us one place in the world with no corruption and we will support UK's intention.

    The civil service is under the Governor and the civil service is needed to complete the reforms. The elected officials set the agenda for the government but can't force civil servants to do anything. The system seems flawed. The most important thing for the Governor was the COI reforms, the most important thing for the elected officials is their own agenda so they can get re-elected. A separate body should've been put in place to handle the reforms directly under a committee with the governor, deputy gov premier, deputy premier, ag & leader of the opposition. I think that could've bypassed the tug of war. The Government should remember that the reforms are also for the people who they should remember that they work for and stop looking at them only as the UK trying to impose colonialism. That was the threat yes but it shifted their focus from doing them for the people to fighting against the threat of not doing for the people.

      Let's face the truth! We pursue an intellectual argument for self-determination. while we embrace our colonial babysitter. We can't contemplate that self-determination will force us to mature and be responsible for our growth and progress. The UN has given us a way out from the UK's control but we fail to seek it or challenge the UK to respect the UN's mandate on self-determination. The UN and the UK are not the problem, we're the problem.

    It comes down to the UK wanting more power and control over its overseas territories, especially the BVI given the financial connection of companies registered in the BVI to global finance. Remember the BVI is competing with London. Destroy the BVI financial services section and which country do you think will benefit most? The UK! Palin and simple.

    The UN is basically a toothless dog which catches up with the car and then what? Often, nothing. For example, the Israeli -Hamas. Any UN resolution will be vetoed by the US..The five permanent members of the UN Security Council can veto any resolution :U.S., China, France, Russia, and the UK. How democratic is that? That is as undemocratic like a one-man commission of inquiry recommending suspension of the VI constitution. However, the UK has done less than a stellar job in guiding the VI towards a full measure of self-governing..For example, its constitution is a dependency-modeled constitution, giving its appointed Governor unilateral power and the Governor is now asking for more power in addition to the current, retained power, reserved power, assent power, etc. Further, any devolved powers can be easily reversed, ie, suspending the constitution, which is currently suspended by an order in council and is being held in abeyance like the Sword of Damocles, hanging over the VI and its people.

    Decolonization is about equality, and self-determination of people. Moreover,,C-24 is a UN Special Committee on Decolonization. C-24 reviews annually the list of non-self-governing territories to which the Declaration is applicable ..If memory serves me right, the UK stopped report on the VI, creating the impression that all is well and the VI is happy with its current political status. The UK wants to hold on to the VI and other OTS, the last remnants of the once mighty and powerful British Empire, which has Fallen, to be used as pawns in its Global Britain aspirations, trying to regain some of its prestige, power, influence, status, etc...

    Since the UN formation some 80 countries have attained independence, free association with another country, etc. Currently, there are 17 non-self-governing territories, including the VI and USVI.
