VALLEY, Virgin Gorda, VI –Territorial At-Large candidate Dr Rawle R. Hannibal believes it is time the Virgin Islands puts in place a helicopter medical evacuation service that would attend to the needs of the entire territory.

Dr Hannibal alluded to a term in medicine which says “time is brain”, which means time is a major factor in determining who lives or dies. “A couple minutes can make a difference,” he said in emphasising the need for a more efficient evacuation service for the sister islands.

“In 2015 the time has come for us to step up to Helicopter Medical Evacuation/Helvac, coupled with staff trained in emergency and trauma medicine. This would save lives.”

The Virgin Gordian expressed that accidents will happen and with the territory being a tourism based economy it has to be ready for any eventuality. “We are surrounded by sea, which can become quite torturous and dangerous for patients and crew when being transported by boat. In Anegada, if you have a medical emergency and needed to be flown out to Beef Island it’s going to cost you two thousand dollars cash one way,” he posited.

“Incredible but true! How will we pay for it? By utilisation of the following services: the Police, Fire and Rescue, Immigration/Customs and Premier’s Office. This can become part their annual budget, as well taking $2.00 from the $15.00 cruise passenger head tax – in addition to a new $3.00 Caution tax would be added to the cost of a ferry ticket for cruise passengers travelling to Virgin Gorda,” he further pointed out.

Dr Hannibal added that fundamentally a government is to take care of roads, infrastructure, education and most certainly healthcare. “We have helipads built out of government funds catching grass,” he said.

Develop a National Airline

Speaking to the issue of developing a national airline, Dr Hannibal expressed that to go and collect passengers from the four (4) international airports, namely Antigua, Puerto Rico, St Marteen and St Thomas, that are less than 30 minutes on average away from the Virgin Islands (VI) is necessary. He said it was previously done with AIR BVI and can be done again bigger and better with another airline.

“TRANSAIR BVI, I see a public-private partnership working here, the subsidy that is given to foreign carriers can now be offered to the local carrier,” he said while noting that it is a viable option to building an incredibly expensive and environmentally unfriendly longer runway at Beef Island.

“Airports do not make money from longer runways – they make money from being landlords of the terminal building.”

The Terrance B. Lettsome International Airport underwent a major $55 million renovation in 2004 and was one of the largest capital projects ever undertaken in the territory at that time.

“We have a fleet of local pilots here in the BVI not practicing. Leasing ATR’s aircraft is a viable option. Such a venture would provide jobs and opportunities, solve our carrier issue and provide business competition in the industry, hence the price of regional travel to and from the BVI would be reduced,” said Dr Hannibal.

    Everything cannot be done by locals--as good as it may sound.--We need an International Airport--I just don't think Beef Island is the proper Location---I am from another Island I live like 3 miles from the Airport--If you hear the noise the Jets make when they are landing---Just imagine Jets landing at Beef Island---The Noise, Beef Island, East End And long people will be dealing with----Imagine. .When Kedrick says he wants something, no ones dear oppose him..Anegada need to be given serious study and consideration--For example-Trinidad and Tobago--Tobago doesn`t have an international Airport, When the Jets drop the passengers off a smaller plane take them to Tobago (That's where the local pilots and local carrier come in) We can adopt that model with our international Airport on Anegada.

      Tobago does have an international airport and TB Lettsome airport is an international airport... The runway way isn't long enough to accommodate big like 737 size jets. Do you want a longer runway for over 500 - 700 million. Along with the hospital and cruise pier we cant sustain this, What Hannibal is saying make sense. With 4 international airports near to us. People from the US still gonna travel to St. Thomas and Puerto Rico because the cost of a ticket is going to be cheaper than travelling to Beef Island. Your right why don't they consider build an international airport in Anegada. It can be built using a spoon. In St. Lucia they have an international airport in vue forte and another in castries

      Tobago has direct flights from Europe!
      3 miles from the airport is Road Town
      How would you get fuel, a hospital and everything else needed for an international airport to Anegada? Why would you want to spoil the last unspoilt island that we have with a an airport that would effectively achieve nothing.

      Well give him a chance to develop his ideas into meaningful results for all of us. Its obvious to me that he is thinking country above self. This is the Rawle I know, always taking care of others , I am a school mate of his. He a good man, cares about people and contributing to his country.     I hope aspiring politicians are reading this post. I think a national airline is a good idea but what is even a greater idea is that a private investor needs to construct and fund the Beef Island airport runway extension. However, I think it should be a private/public partnership down the middle and providing the necessary legislation to support this. I am sick and tired of being sick and tired of these old farts in our media saying the Government selling the country by teaming up with foreign private investors along with local private investors where necessary. Reality is, the BVI Government cannot manage the Airport financially. Revenues derived from Financial Services and Tourism are NOT ENOUGH for us to really push a lot of initiatives we are campaigning on. Once this is achieved, revenues generated should be split 50 50. I am not a politician nor a prominent person but a voter and citizen of these Virgin Islands but I think we need to be pragmatic and think objectively and be realistic. I admire persons like the comrade Ralph Gonsalves as he is not afraid to form alliances with countries such as Cuba, Taiwan among others to receive funding for various projects for example the Argyle International Airport which I think is bold leadership especially when it is unpopular among some in the electorate. Airports all over the world are privatised why can't we do the same. The Airport in its current form is not sustainable for the long term.

      What you have to remember is you don't get something for nothing. Ralph have to give back something to these donor countries. And he Ralph is over LIAT. To build an airport now at almost a billion dollars is crazy. As Dr.Hannibal mentioned having our own airline with 4 international airports would solve more problems than create. A private public partnership is the thing to do. I am sure you would invest in something like this. Its a win win for the bvi. Liat is killing us with their price. I am afraid to send my 3 children to St. Vincent. Perhaps with our own airline the high cost of regional travel can be reduced. It also shows that Dr.Hannibal who's mother is a vincy is not a yes man. And can think independently. I was born in vincy but I have my belongers.

I see the tourist using this services more than us locals. I heard about getting this service, but with your plan I see it be sustainable. This is the kinda thinking we need in the HOA.     A helicopter service has been suggested, even planned for, in the past. Never taken up due to vested interests. International airport on Anegada? And then what. Several ferries in what can be rough seas. Hotels (big ones) for pre and post flight travellers. Local airline, using ATRs? Look how all local airlines have struggled in the past. Now you need lots of crew, maintenance, refueling, international agreements etc. at what a cost? And what makes you think fares will be cheaper just because its locally owned (maybe). It will have to pay its way or go bust (again).

    It is true what Dr.Hannibal is saying about the situation in Anegada after 12 midnight it is $2000 bucks he aint lying. The VIP had something in place but NDP government discontinued it as soon as they got in. Thank you Dr.Hannibal for mentioning our crazy situation in my beautiful island. I can see your a man for the people.
