Thomas family in no active land negotiations despite Premier’s claims- Thomas-Griffith

- says no correspondence received from VI Gov’t since August 2023

CHARLOTTE AMALIE, St Thomas, USVI– Daughter of the late Ellis Thomas, Mrs Elaine M. Thomas-Griffith has blasted Premier and Minister of Finance Dr the Hon Natalio D. Wheatley (R7) as peddling untruths that his Government is in active negotiations with the family for the use of the land at Ellis Thomas Downs.

Thomas-Griffith was at the time making a guest appearance on 107.9 FM The Vibe in St Thomas, USVI on Friday, May 10, 2024.

She said since the family presented an offer of $4.00 a square ft to the land in August of 2023, “although the premier continues and have repeated this as a sound bite, I say almost, that he's in active negotiations with the family. That is absolutely not occurring.

“What I know is that when I wrote to the Premier in August of 2023, I have not yet received a response to that letter to this day… That is a letter that told the BVI government...we're allowing the government to continue to have access to this land. We have other suitors that are interested in this land and we continue to just stand down because we really want to see this activity continue,” she said.

Family wants to see legacy of Ellis Thomas continue - Mrs Thomas-Griffith

Mrs Thomas-Griffith said the family wants to see the legacy that her father has established in horse racing continue.

She said the family has even proposed a lower rate than $4.00 in an effort to save horse racing; however, there has to be an acknowledgement that there is a value to land in 2024 that is not commensurate with anything in the cents.

“Not $0.31, not $0.40, not $0.64. None of those things will be a fair representation of the value,” she said while adding that the Government has a choice.

“The BVI government has a choice, they have a choice if the value of land is more than they're willing to pay for it. At $4.00 or $2.50 they are free to pursue their options elsewhere, to consider the activity they want to advance,” Mrs Thomas-Griffith detailed.

Premier Wheatley has not responded to our request for a comment on the claims by Mrs Thomas-Griffith.

    My question is what is the competing offer for the lease of the land? The government made their offer, who else made an offer to the family for the land? If no one else is competing for the land then this is nonsense, take the free $$ for the lease term because it is that or nothing. Can't expect the government to negotiate against itself. And if there is a better offer then the government has to at least match it and/or give longer lease terms. What's the real issue here?

      Whether there is another offer or not, you cannot force the family to rent it to anybody. The family may be saving the land for the next generations. Let the government lease from another family who has flat land for horse racing, who is interested in the offer. Harassment is against the law!

        It is possible to make a deal for the benefit of the entire BVI, but I guess each family has their own priorities. I know of a family that traded land with the government many years ago so that their ancestral land would be used by the entire BVI community. Horse racing is for the entire community so they can give the customary hometown discount for community benefit. The thing is that they don't want to, they don't see it as patriotism or investment in the culture, they see if as an opportunity to invoke & take advantage of capitalism. This doesn't help anyone else. Their future generations will not suffer because their family land is used for horse racing. They will always have income from the land and the other opportunities that horse racing events produce for them. Would they rather the BVI move on from their land completely to cox heath or josiah's bay or somewhere else with flat land fit for a track. Would that benefit them more? A good negotiation has both sides giving in and losing some ground. And after all this time of impasse, who will be the loser, the Thomas family or the BVI?

          @jack@$$, keep Josiah's Bay out of this. Many family members own the flat land and you will not get cooperation from them. They have their homes there and will not move out for any racetrack. They live close to the beach, and that is heaven on earth.

          The government was trying to be shady and it backfired, even then the said we’ll take 2.50 I don’t how much more of a discount you want mehson.

    She saying it worth $40 to $60 per square foot.
    Rents for the smartest offices in Road Town are about $40 per square foot. This is undeveloped agricultural land in sea cows bay.
    The Government should pull out of the negotiations and let them discover that nobody else is interested in renting it.
    We need to stop subsidising the horse owners. If they want to be to own and race horses, then let them pay for it themselves. It is not something that the Government should be paying for.

    The horse track will be better to fix then the music festival. horse racing will happen every month music festival is only ones a year. Fix the track it will have more work no the island

    How popular is horse racing in the territory? If it were to go away tomorrow, how will the community writ large respond? Is investing $millions on horse racing by government the best use of scarce and limited taxpayers dollars? Would the community be receptive to paying a fee to fund horse racing, helping to defray the cost ? Is horse racing a non-excludable services, ie, would not be provide unless government funds it? If it is deem non-excludable and no reasonable agreement should be reached should eminent domain be pursued? If an agreement cannot be reached, should the issue be put forward for mediation or arbitration? Should the issue be put to the voters in a special election, given the VI is a democracy? Yes,,this is going rogue but in our democracy more things should be put before voters. Is there any commercial interest in leasing the Ellis Thomas Down and operating it with para mutuel gambling? Where else in the VI is it practical to conduct horse racing?

    The Premier is going to introduce the Crown Lands Management Bill which says that the government will only lease lands based on market rates yet they have repeatedly LIED to the public, and are trying to steal from the Thomas family and only pay them cents for their land. SHAMEFUL! THE GOVERNMENT IS A DISGRACE!
    Read for yourself, the crown lands management bill that the premier called an “esteemed” bill says:

    Allocation of Crown Lands for Commercial use
    30. (1) Crown Lands suitable for commercial use or development SHALL ONLY be made available on a leasehold arrangement at MARKET RATES and may be granted to companies or individuals.


    Yes we all have to go and leave everything here. HOWEVER, while we are here, people should be treated fairly for what is theirs or just leave them alone. Premier wants fair market rates for crown lands but want to give next to nothing for the Thomas Family land. Give them what you have put in the Crown Lands bill - market rates!!! Or shut up and tell the people you won’t support horse racing any more like the woman said.

    I ain't from here but I grow up as a little boy going to horse race which was the biggest event no matter what month it was scheduled. Followed by a jam. Alot of people do not know the importance of this sport so they are going to say that the family is right. However it's thier and and they could ask whatever they want. This is a prime example of money over country. This is free money but greed will aways be more important.
