ROAD TOWN, Tortola, VI- A [British] Virgin Islander and “proud resident” of the territory is expressing her “deep concern” regarding what she has termed the ever-increasing issue of untidiness in the capital city, Road Town.

According to Lorna E. Tom, the littering, illegal dumping, improper waste disposal, and dilapidated buildings in Road Town are affecting the quality of life for residents and are making a negative impression on tourists.

“Our Islands, with their rich cultural heritage and natural attractions, have always been a source of great pride for our residents. However, recently, the decline in cleanliness has become progressively noticeable. Litter on the street, unmanaged waste disposal, and deteriorating infrastructure not only tarnish our city’s aesthetic appeal but also contribute to environmental and health hazards,” Ms Tom told Virgin Islands News Online (VINO) today, Sunday, December 10, 2023.

‘Robust solutions’ needed- Lorna E. Tom

Ms Tom said she believes it's “imperative” for the government to take action and implement robust solutions that address the issue promptly.

“With that in mind, poor infrastructure maintenance with dilapidated streets, broken signs, and poorly maintained public spaces not only contribute to an untidy appearance but also pose safety hazards.

“I urge the government to prioritize infrastructure maintenance and allocate resources to ensure that Road Town’s physical surroundings are well-kept and welcoming. Enforcing strict regulations and strengthening laws and regulations related to littering, illegal dumping and improper waste disposal can act as a deterrent,” Ms Tom related.

The proud Virgin Islander, who said she has a vested interest in the well-being of her country and the happiness of its inhabitants, said imposing strict penalties and actively enforcing these regulations can discourage irresponsible behaviour and protect the sanctity of these beautiful Virgin Islands and its capital city, Road Town.

She also said many persons in the community share the sentiment that there is a drastic need to address the unsightliness of Road Town.

“I sincerely hope that we can prioritise these concerns and take swift action to address the untidiness that currently plagues the beautiful Virgin Islands we call home,” Ms Tom stated.

    Residents who do not keep in front of their homes clean should be fined or ticketed in particular those who live near the public roads. You cannot walk or drive on certain parts of the public roads that are directly in front of some people's house without trying to avoid animal feces, sewage etc.

      The concept of fines and enforcement seems to be foreign in the BVI. Leaving it up to pride does not work. Not everyone has pride. Fines do need to be issued but I guess that will cost them votes so they are afraid to do anything. Your old car breaks down by the road side, abandon it. Zero consequences. Throw your trash by the roadside, zero consequences. The place is in the worst condition that I’ve ever seen.

    Our island is rich with filth. Its starts from the government. Zero to little garbage collection in the territory. Next they got all of pockwood pond looking like shit, not just the dump. The roads looks like trash. They allow people to build house piece piece which looks trashy. We just a set of trashy people, lets accept that.       So correct, I have travelled to so many places outside of the BVI and the Capital Cities have street cleaner trucks that clean the streets.     Road Town is starting to look so ghetto. Filth everywhere. No wonder the majority of the visitors high tail it to Virgin Gorda, Anegada and Jost von Dyke. Road Town is on a backward spiral from the way it was. Some people get offended when the BVI is called a Third World Country. The BVI is indeed a Third World Country. And have the nerves to be inviting people to come and visit. It’s like your house is filthy, dirty and roaches is crawling all over everything and you invite someone over for dinner. And there’s a wholeeee lot of people houses is filthy and dirty living right here and if they don’t care about living in filth and dirt, they are not going to care about outside looking filthy and dirty.     A law has to be passed regarding the upkeep of homes and they need to pass the bill ASP. If that is not done the offenders are not in violation of the law. As for that garbage bin by Craft Alive, they need to stop putting oil there. At one time the garbage bins were painted but I guess that has stopped. Change will come when things are put in place.

      Implementing new laws is pointless if there is no intention to enforce them. Everyone knows that there is a lack of political will to enforce laws that deal with civic responsibility for keeping the environment clean. Offices that are charged with such responsibilities rarely ever take this aspect of their jobs seriously. What is happening to the BVI is heartbreaking because there are so many persons (locals and those who live among us) that could care less about maintaining a clean and attractive environment (e.g. the landlords of the buildings opposite of the fire station in East End have been running raw sewage into the streets for years with no penalties). However, there are a few who still long for what the BVI used to be before our population explosion. This is one of the drawbacks to rapid development

    Everyone is to blame. We blame "island people" but we never let them call this home so they treat it like a dump. But we are just as bad. You think Fraser could try and clean up SCB or Mitch or Sowande EE? Picko never cared about EE. (Honestly, I am amazed at how dirty and ruined SCB is...). So it's a perpetual cycle and we dump garbage everywhere. It's like our roads- they are the worst in the region. Go to another island like ours- Anguilla, Antigua, St kitts & Nevis or the USVI- and yes there is some litter but in general there is a better pride in place. We don't care and it comes down from the top. Gov't doesn't care. There are no clean-up initiatives. OK, we occasionally pick up the wrecked cars but, really, we just leave garbage everywhere. From the gov't point of view it's hard to steal 20% of a clean up program. I remember picking up some friends from a cruise ship, driving them to to Trellis bay and then back yo my house on the North side. They were amazes at how such a beautiful place could be so littered. But let me ask how come the 2 ready mix companies get to clean their trucks on the side of the road after a pour and just leave concrete to harden anywhere?

    Nice surrounding words but actions, not words are the solution. It will require behavioral change, physical action, government engagement, community engagement, etc to fix this problem. We must can the attitude and behaviour, the mentality that government must do everything. We must can this dependency mentality which is a carry over from slavery and colonialism. Nevertheless, we don’t elect people to represent us in the HoA for a big title, and to wonder around aimlessly like living dead amazed as to why every damn things is disorganized, unplanned and unstructured. We elect them to bring about needed change, to do Noticeable wuk, wuk. Ms. Tom should not have had to put us on blast to highlight this problem. Does not District 1 have an elected representative aka Luce Hodge Smit? Is she blind and cannot see or is clueless as to what to do? Is the Premier Natalio Wheatley sight challenged? Anyway,he needs to break out the BIG Guava stick and crack some damn heads and get Road Town, the Capital City,,the hub of business, finance, banking, entertainment, sports,,shopping, medical services, gateway for the majority of visitors, seat of government, etc, cleaned up. He delegated this responsibility to others to geh ah dun but they failed. Though he delegated the responsibility to others, he as the leader of government is still responsible and accountable for wah ah gawn in the place. He may need to stand down on some travel and take care of things at home, for those delegated are not taking care of business, just saying. The D1- Rep published some report on the first 100 days in office but clearly the cleanliness of the Capital was not on the list.

    Since the residents are not taking care of things on their own and the District Rep seems lost, the Premier needs to step in and exercise some strong leadership and management to get Road Town back to its picturesque state. Breakout the damn BIG guava stick; it is if you scared , wanting to be loved. Public sector leadership is not for the weak of heart or for those with a yearning to be loved by all. The Premier has to be the great motivator with the BIG Stick. As Ms. Tom suggested go with the broken window theory, ie, put policies and procedures in place and enforced them; enforced every infraction no matter how small. If you looking for a locale to benchmark, look at Singapore. I’m out!!

    Tortola is to small to be in this state. No damping of garbage shouldn't at at the roadside. A garbage collector should be collect garbage on certain days. Look at some Caribbean countries, garbage trucks have special days the go to the community. This place us in a dirty mess. The roads are horrible.     Excellent topic. Untidiness is not only in Road Town. it is in the entire BVI. You have old vehicles park on the side of the road, both sides, big trucks not being used, trailers making the place look terrible and can also cause accidents. One might ask what am i doing to correct this action. Solid waste was contacted police was contacted and nothing was done so far. when i look at the place i sometime get depressed because i keep saying this is not my BVI where i grow up and everyone had so much pride. Everybody want to get rich and i cannot tell any one what to do with their property but suggestion plant food on the land because the time is soon coming when importation of food will be difficult, rear goats, chickens build nice apartments.

    Keep a function at the Festival Ground and observe the condition at the end. Drive to Beef Island Beach and observe the driveway to the beach drive around the island and observe the road side go through the various communities and observe several places with raw sewage running in the road don't talk about the potholes in the roads. If this is the example the government sets what do you expect and how will the people be motivated to do any better. Cleanliness begins at home if we treat our home like a septic tank why would expatriates want to treat it any better. Fix the roads put up signs displaying the penalty for littering and have a robust maintenance program for public roads and spaces the seating at Noel Lloyd park need urgent repair there are about five that have been demolished the road at admin drive to cruise pier needs urgent resurfacing. Hodge's Creek to Beef Island Bridge is shameful. Somebody needs to impress on the premier that the buck stops with him convenient excuses will not cut it. Time is running out get serious. Fix the incinerator. Refurbish the Old Admin Building In Road Town it's a Historical site with a tourist industry you don't want to loose these type of places money saved on rental could provide more centrally located services. Too many clueless sleepers in this country whose only aim is to stifle progress. Beef Island has the potential to provide a major portion of our agricultural products make it happen. Wake up don't sleep collect your money. Stop acting like you're all that and a bag of chips touch base with those who have been chosen for a time like this.

    Social media is an envelope that goes around the world. The world is seeing this article I'm seeing some people criticizing the article which is a positive ad. Her words are put together and have a strong effect on the British Virgin Islands the people call home. It's a very serious article about tourism and tourist' engagement. I visited the BVI 2022 in December and I noticed what she wrote the Filtinese of the British Virgin which is a beautiful island surrounded by Blue waters.       @Canadian Tourism, I get what you are saying but I’m trying to find that place called the BVI. Is it some mystical place in the tropics somewhere..Let’s call the place by the proper name , viz, VI ( Virgin Islands), which is different from the USVI . Hope My USVI family and friends don’t get a coronary, for they want to usurp the name VI. One love though.

    Please ,please,people! Everyone of you who blogging on this news site should look out you window and see if your neighbor yard need cleaning, clearing of old car and bike parts, old muffler, washing machine, old bed and help them fix the mess. If you have mess fix it. It is really silly how we have move very, very, very far from the lord. Love your neighbor! Then we won’t need to call on the government.
