Smith-Aaron said while she cannot determine what led to the fatal fall of championship horse Doughmaker on Sunday December 27, 2015, she acknowledged that the track surface at Ellis Thomas Downs is in need of an overhaul and said that for 2016 the plan is to have a veterinarian on standby at races.
