ROAD TOWN, Tortola, VI - “It’s a lot of things in [the Public Accounts Committee (PAC) report]. I don’t know where they make sense but the main thing I am saying, I would have loved to debate it to say that as Minister, of course I directed the cruise ship [port] project in the scope that we have there, of course I did,” Minister for Communications and Works Honourable Mark H. Vanterpool told this news site.

At the time the Friday June 13, 2014 sitting of the House of Assembly had taken a short recess following word that there will be no debating of the PAC extensive report on the Cruise Pier Development Project that day.

The report was laid on the table by Chairman of the PAC Honourable Ralph T. O’Neal OBE and an attempted motion to have the document debated was moved by First District Representative Honourable Andrew A. Fahie.

While declaring to this news site that there were things in the document that did not ‘make sense’ Minister Vanterpool said he had not read the report fully. “I haven’t done it in any depth but I am going to do so because we are definitely going to debate it not too long from now,” he said.

Minister Vanterpool told this news site that the government does not operate based on a PAC report. “They operate based on government’s Cabinet’s decision that is going forward with a project not based on a PAC report,” he said adding that there is nothing in the report that says that somebody committing any illegal act/s.

“There is [nothing] in the PAC report that says that somebody is stealing or somebody is robbing or something is wrong with the project in that sense and if they have that kind of information they should bring it forward so it can be dealt with” he added.

“I believe that the Public Accounts Committee is doing its job but there is nothing that I see in there, the new report that has anything, I am amazed I am still trying to find out what’s the real issue,” said Minister Vanterpool .

He said there were ‘certain things’ that were pointed out by First District Representative Honourable Andrew A. Fahie’s ‘attempted motion’, “…that the Port was not allowed to do its job. It is nowhere in any country that a Port Development is going to happen without the government of the day directing it. The government of the day is who decided that the Port is going to be developed. It’s a policy, it was in their manifesto,” he said.

He said that while the bank will be funding a portion of the monies for the Port Development project the government is yet to discuss where the balance of funds will be coming from.

“The Port Authority is directing it and they have all rights to raise the monies through the bank, which the government, because the government is supporting the policy and in fact directing the policy…. In fact we deliberately directed the policy,” stressed Minister Vanterpool.

He further went on to say, “I don’t know what is the big issue and the previous government did the same thing so it’s amazing that they think that is something we are usurping the Port’s authority, that is not so at all.”

    The NDP cannot be allowed to police themselves. It is clear that this is a needed project but it is also clear that something is not right inside of this project.

    This project needs investigating now now now. Mark needs to be removed along with CSC until the invesrigation is completed. Failure to do this will be a slap in the face of democracy.

    Governor it is sad to know that you & the police have refused to look into this project. Your failure to do so is an insult to thr Auditor General, the public service & the Territory. It shows that wrong is wrong depending on who does it.

    If this project is not investigated then Gaskin & others will be given more wings to fly & destroy many more innocent people who they hate for no reason & who don't support the NDP but just want to come to work & be a professional. This is not good.

    What folly Mark talking. The Members of PAC didn't make up what's in the report. It came as a result of the findings of the Auditor General & the testimonies of past & present Public Servants & Ports Board Members. This is why I am concerned & have concluded that this project needs investigated asap.

    This project was riddled with bad actions from the start. Claude ran with NDP & loss in 2011. Then he became the Consultant for Mark on Ports matters. He found the deal. Then he was hired as the Managing Director of Ports to implement the deal he found. He was on many different aspects of the project including the selection of companies & so was Gaskin his pal. This project is needed but it has been taken advamtage of & needs investigating.

    Please correct me if im wrong, three weeks ago, a mothion can
    not be debated on the day it was presented, according to opposition.
    Three weeks later, a document was tabled by the opposition and a motion
    to debate by the opposition, but failed missarably attempt.
    The differenceis is what again? or some memories are just too short?

    how can the port authority be running the project when the board was bypassed? If a certain amount of money was needed, why was more awarded? And why are we moving forward when Government doesn't know where the rest of the money is coming from when we are in debt for $125mil? M..k has a self-serving blind spot, and lack of the bigger picture because he is so determined to have his name on a huge character-changing project.
    And why doesn't the auditor general and PAC reports get any respect from this team of players? IT is all about him. 4 hrs debating? there needs to be a time limit.

    If the report doesn't make sense, then explain it. let people ask questions of the report which means "debate".
    You know more than the qualified people who wrote the report after research? nonsense. Be respectful and answer the questions.

    Is it really that Minister Vanterpool and the NDP administration DO NOT GET IT ! or is it that they do in fact get it but it is in their interest to pretend that they do not ! They will pretend to NOT GET IT until they realise that ENOUGH OF US, ( THE CITIZENS ) ARE NOT GOING TO ACCEPT THIS AS THE STANDARD from our public officials.
    Taking Minister Vanterpool at his word where he is saying that he does not understand what all the fuss is about, allow me to illustrate with two examples.
    Recently the Premier of Bermuda voluntarily stepped down not because he believed he did something wrong but because of THE APPEARANCE OF WRONGDOING. He did not take the attitude that " I DID NOTHING WRONG, SO I AM NOT STEPPING DOWN !" He did the HONOURABLE THING and this is an example of why we call our elected officials HONOURABLE.
    As another example, the Premier of the Cayman Islands, McKeeva Bush was arrested and eventually booted out of office because of alleged improprieties to do with the use of a government assigned credit card and something to do with proper procedures not being followed with the import of explosives. MINOR MATTERS when compared to this issue that we are presently dealing with where overnight APPARENTLY WITHOUT ANY REAL SORT OF PROCESS, ( the PAC Report is alleging that no resolution was passed as us required by the law ) a project can go from $12 MILLION to $75+ MILLION.
    Yet this Minister and the entire NDP Government is steadfast in their view that THEY DO NOT SEE WHAT THE FUSS IS ABOUT ! IT IS ABOUT STANDARDS OF GOVERNANCE, IT IS ABOUT ACCOUNTABILITY IN PUBLIC OFFICE, IT IS ABOUT POTENTIAL CONFLICT OF INTEREST, IT MAY EVEN BE, AS THE MINISTER IS DEFIANT THAT IT IS NOT, ABOUT ROBBING AND STEALING.
    The point is, as we all know and as the Minister and this government fully well know, in public life, what appears to be is WHAT REALLY MATTERS.

    PROGRESSIVE PEOPLE, LET US TAKE A STAND AND DEFEND THE INTEGRITY OF THIS COUNTRY ! NO VOTES FOR ANY POLITICAL CANDIDATE WHO DO NOT SEE WHAT THE FUSS IS ABOUT OR WHO REMAINS SILENT ON THIS MATTER !
    POWER TO THE PEOPLE !!!!!!!!!!!

    What is amazing is, on each occasion that the Port paid out more than the consultants recommended, the figure always amounted to fifteen percent more than was recommended. Hello!! who benefitted from that fifteen percent ? Governor where are you ? The parade is over, time for other more important buisness.
