Skelton-Cline arrested & charged over 2008-2010 Gov’t contracts

-facing several charges including four counts of false accounting

ROAD TOWN, Tortola, VI – Information coming into our news centre is that police today Friday, May 17, 2024, have arrested and charged a popular clergyman and a former Government Consultant Mr Claude O. Skelton Cline on matters relating to Government contracts.

Police said the arrest was made in relation to an ongoing criminal investigation regarding contracts awarded from 2008-2010.

Police further added that Mr Skelton-Cline, 58, of Ballast Bay was charged with two counts of obtaining property by deception, four counts of false accounting and one count of proceeds of crime.

CoI led investigations 

This comes following a complex investigation led by the Commission of Inquiry (COI) that spanned over 18 months with the police adding that given the matter is now in sub judice, the RVIPF will make no further comment.

Skelton-Cline, a popular clergyman and social commentator had been a vocal opponent of the CoI which he frequently criticized on his then ZBVI 780am ‘Honestly Speaking’ radio show as one that felt like "targeting and victimisation".

        1. to buy their clothing,
        2. to keep parties for their friends and business partners,

        These are people call themselves, caring, kind and christian minded. However, they lie and cheat their employees out their benefits. Isn't it against the Law to write a cheque to an employee or a client knowingly that there are no funds to cover that particular cheque, isn't it against the law to with-hold funds which should be dispensed to a client account instead using it for yourself and lying to the client for months? Perhaps, they need to be sanctioned like Russia because they are no better than the criminals they cater to.

    Clergyman and former government consultant Claude Skelton Cline has refused to answer critics in the wake of a scathing audit report over his contracts between 2019 and 2021 with the former Andrew Fahie-led government.

    “The conversations in regards to contracts I had with the Virgin Islands Party government, I worked my a double scribble off and did a phenomenal job for my part in a two-part contractual arrangement,” Skelton Cline said on the Honestly Speaking radio show yesterday.

    He continued: “I’ve said that before. I say it again, and I want you to hear me, because I feel no compulsion to defend myself. My documentations and record speaks for that and anything else, Jehovah will be my defence.”

    The report issued by Auditor General Sonia Webster showed that Skelton Cline’s three contracts with the government — which netted in excess of $365,000 all together — brought nothing of value to the government.

    “The audit confirmation exercises performed indicate that much of the work reported or claimed by the consultant (Skelton Cline) was undertaken by persons and programmes independent of the consultancy. In a number of cases, his association with the programmes was either fleeting or non-existent,” Webster noted in her report.

    Not easy loving your enemies

    Among other things, the clergyman touted his emotional sobriety and suggested that he does not harbour grudges and resentment.

    “Some members of the House of Assembly took the time to say all manner of things yesterday,” Skelton Cline commented. “But what I want to say to this nation… Love your enemies. It’s not easy.”

    “You see, I have learned to live with an unoffended heart. And this is why no matter what some of the persons may have said on yesterday, it’s, you know, love your enemies,” Skelton Cline added.

    He also saw his present circumstances as an opportunity for a ‘national teachable moment’ to practice what he often teaches in relation to forgiveness to those that hate.

    “I can be pulled in different directions, but I have called all of that,” he said. “I have called my flesh. I have summoned emotional sobriety to use this opportunity as a teachable moment because you see, while I can come on here, I have two choices. I can defend myself or I can represent God. I am choosing today to represent God.”

    If thou be a genuine Man of God, then I hope your conscience (if you have one) allows you to do the right thing and PAY BACK into the Treasury the funds belonging to the BVI taxpayers that you did not work for – every penny of it.

    The sad truth is we need to ask where were the persons who are paid by the country to administer these contracts? CSC cannot bear all the blame as he did not pay himself, another person or persons must also be held responsible. Govt workers getting away without prosecution but CSC did not go into the treasure with gun, he was given the country’s money by the responsible civil servants and they must be held responsible and charged as well.

But the book also said, you shall judge them by their fruits/labor. And clearly the public isn’t happy about his the fruits he produce. I wonder if he even planted a seed to begin with.

    Is this case for CSC going to end up like the one with Wade Smith and then he turn round and sue the Government?

    What about those other Officers who have been charged with Breach of Trust and the PS who was sent home on Administrative Leave - the one who was working in the former Ex-Premier Office?

    This man has been doing a lot of damage to our VI under false pretenses for long time. Just go back on YOU TUBE and watch him with the COI. He too cocky, and tomorrow, or next Sunday, he in church like a saint. He collected 1000’s of $’s in contracts to help the BVI youths, who he was supposed to be helping, with his knowledge and programs. But give them used computers and never showed up in VG and other locations as was in his contract. Just go back and watch him speak like he is innocent and untouchable. Watch and beware of these jacket and tie folks, who act like they knows it all, and is so Godly. He think his mouth is powerfull? Humble yourself cline, god no like ugly. Let your light shine honestly, but that’s too late. Those who take money under false pretenses, will repay back some how sooner than later. God not sleeping

    Didn’t seem like news to me. It’s from 2008, when does a suspected crime get excluded from the books, and when was it suspected that it’s was a crime , two days ago? Then the DPP office sign off on it that is something there that warrant an arrest. I never thought the place were real, this prove nothing. Same silliness with the wall. Please people tell me something I don’t know.
