Shaina M. Smith-Archer appointed RDA’s Director of Programme Delivery

ROAD TOWN, Tortola, VI- The Virgin Islands Recovery and Development Agency (RDA) has announced the appointment of Mrs Shaina M. Smith-Archer as the Director of Programme Delivery.

Mrs Smith-Archer’s appointment took effect on June 10, 2024, Government Information Service (GIS) stated in a press release today, June 20, 2024.

It also said the appointment of Mrs Smith-Archer effectively adds over 20 years of expertise in project management and engineering to the Programme Delivery Unit.

Mrs Smith-Archer's mandate

As the Director of Programme Delivery, Mrs Smith-Archer holds the mandate to proactively lead and coordinate the direction of the RDA’s delivery programme and oversee contract and project management. The director manages the RDA’s project portfolio, while leading the programme delivery team, managing and maintaining relationships with stakeholders and ensuring the efficient delivery of projects.

In welcoming the new director to the team, Chief Executive Officer at the RDA Mr Anthony S. McMaster said, “Mrs Smith-Archer’s extensive experience and passion for project management, and by extension, the Virgin Islands, will be invaluable as the RDA strives to advance its mission and impact.”

'Valuable asset'

CEO McMaster also said he is certain that Mrs Smith- Archer will be a valuable asset to the agency and looks forward to her future success.

The Director of Programme Delivery is also responsible for ensuring the management of projects is done in accordance with all relevant protocols and procedures with respect to work planning, contract administration, procurement, budgeting, and reporting.

Qualifications

According to GIS, Mrs Smith-Archer holds a Project Management Professional (PMP) Certification from the US-based Project Management Institute and a Construction Project Management Certification from the Royal Institute of Chartered Surveyors (RICS) in London.

Her qualifications, according to GIS, also include a Master of Science in Industrial Engineering and Management Systems and a Bachelor of Science in Electrical Engineering, both from the University of Central Florida. 

It said Mrs Smith-Archer has pursued an illustrious public service career and executed a myriad of projects as the Manager of the Project Support Services Unit in the Ministry of Finance and while serving as Project Engineer for the Peebles Hospital Project and in both the Ministry of Finance and the Ministry of Health and Social Development.

Mrs Smith-Archer ran unsuccessfully for political office several times with different political parties, including the National Democratic Party (NDP) and the Progressive Virgin Islands Movement (PVIM).

She is currently the Chairman of the BVI Chamber of Commerce.

    The RDA plays a critical role as the final eyes and ears, ensuring timely completion, quality control and quality assurance on behalf of taxpayers, ensuring value for money. Others, PWD, statutory bodies, departments, ministries, Opposition, citizens, HoA, etc advocate for capital projects; RDA complete the task(s). As such, RDA must be staffed with highly qualified, professional, etc people. Who set the standards for design in the VI, who ensures that the standards are followed, who ensures the standards are working, who ensures projects are constructed according to design, who “redline the design plans, etc?

      To Stealth, good who questions , except for redlining which deals with discriminatory banking and housing, sun down cities, exclusionary racial zones in the US.

        To Disinterested, redlining is also used by marking the actual changes to plans and ppecifications, etc. The process is similar to As Built drawings.
