ROAD TOWN, Tortola, VI- Now that Volume II of the Review of Law Enforcement and Criminal Justice Bodies in the Virgin Islands has been released, the search for a new Commissioner of Police will re-commence.

This was announced by Governor Daniel Pruce on Tuesday, April 8, 2025, following the publication of the report on the law enforcement review conducted by His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services.

“Now that we have received Volume Two, I will relaunch the recruitment campaign for the Commissioner of Police very soon.”

According to the governor, “This will be a rigorous selection process based on a new person specification, updated in line with the recommendations in this report.

“We will be looking for a leader who can deliver transformational change in a complex organisation.”

Shifting of the goalpost

In what was labelled as a surprising and concerning move, Governor Pruce decided to suspend the recruitment process for a new Commissioner of Police (CoP) in the Virgin Islands in late October 2024.

Seeking to justify this unusual move, Govenor Pruce said the security challenges facing the Virgin Islands were becoming more complex. He said the first volume of the law enforcement review, conducted by His Majesty’s Inspectorate of Constabulary, Fire and Rescue Services, featured 138 recommendations. "Many of those fell to the RVIPF. The police have been making good progress in implementing them, but much work remains to be done.

"The second volume due in a few months will add to that. I expect a large number of more fundamental recommendations. These will shape the future of the RVIPF for years to come," Mr Pruce said back in October.

Many, including officers of the RVIPF, viewed this "shifting of the goalpost" as a death knell for locals who had applied for the post, even though the governor claimed that candidates who applied for the original role are not disqualified from the new process.
While there are many local deemed qualified to lead the RVIPF, the public has been calling for the Acting Commissioner of Police and local, Jacqueline E. Vanterpool, to be confirmed.

Vanterpool doing a ‘fantastic job’ as CoP!

There has been a notable uptick in arrests and firearm and ammunition seizures since Ms Vanterpool has been at the helm in her acting capacity.

Further, Vanterpool is deemed as having a good rapport with the community, which many believe is necessary for the rebuilding of public trust in the RVIPF.

Governor Pruce told a talk show host on January 27, 2025, that he was working closely with Vanterpool, who was doing a “fantastic job”.

“I have every confidence that she will manage and lead the police through this transition very successfully,” he said continuing, “In any big organisation when you have change at the top, it has an impact on the organisation, so that’s an additional challenge,” Governor Pruce said on Talking Points.

    What he is really saying is, "Now that we have painted all local black people as criminals, we have muddied the waters enough to push for a UK National to be next Commissioner which is what we wanted all along!".....

    Why BVIslanders cannot see what is transpiring right before our eyes is beyond mind-boggling!!!! So all persons coming from the UK are angels? The UK does not have corruption? So let's change all posts to UK Nationals and problem solved? If this were tru wouldn't the UK be an example to follow? Are they? We are so easily bamboozled!

    Good thing. We need to get back to foot patrol 24/ 7. Too many driving around not effective. No more women, too many already..Get back to the standard of 5ft 8".up and 160lb and up. Cut out the bad culture of back stabbing and news carrying...We can get a good one from Anguilla, Turks or Caymans..

    Very interesting comments from the Governor. One thing the powers will always do is use whatever is at their disposal to serve their interest and their agenda. He is using the system to make it easier for UK nationals and more difficult for locals. Their priority is not BVIslanders, their priority is CONTROL!

    H.E. full of ish! So he trying to say Ag C.O.P not up for the position! Look, if I was an Officer that was fully experienced and fit for the position applied and was pass over for a UK or National from another force outside the Territory, I would retire and let them fend for themselves. Junior Officers should follow suit and not shadow for them either. Let H.E. go shadow and informed to what they have intended. Let's see how it goes.

    Uk-appointed Governor Daniel Pruce is a snake in the short grass in broad daylight. He has not a thumb on the scale but rather both fists. He has demonstrated by truncating,,terminating the last advertisement for the CoP position.. It is clear as mud that Mount Olympus wants another White Briton as CoP.. ACoP Jacqueline Vanterpool fault that is a woman from an outlying island and not from a big title family. The VI has change but the wheel of stratification still turns but slowly. Ms. Vanterpool keep your head high, continue doing the work,,staying focus with eyes on the prize, and as big bro always says let the corrupt be afraid of the non-corruptible.

      I agree with your comments. Question, why did they send him here? Also, as much as I would like a BVIslander as COP again Ms. Vanterpool needs to consider the visible lawlessness that is not being addressed. For example, why is Lower Estate Road being treated as a one-way? Why are vehicles, boats and equipment fixtures on the government road which should be a two-way? Simple lawlessness and failing to address such are reasons why the BVI is how it is today. Not addressing simple issues like this which affect the masses on a DAILY basis causes people to lose confidence in law enforcement. You can't fix something as simple as proper road usage for fear of the backlash and you want citizens to come and give a statement when they witness a crime. Please!

    I have always asked if the UK don’t have any blacks working in the foreign and commonwealth offices, or are they so bloody insensitive that they will only send a white ruler every time!! They don’t have anything with the places they are sent just like the good ole days on the slave plantation. They don’t really build relationship just to look down on people and judge them. They will never take responsibility for the legacy that left and the poverty they created.
