ROAD TOWN, Tortola, VI- Senior sources at the BVI Health Services Authority (BVIHSA) have informed our news centre that a new Chief Executive Officer is on the way and is expected to start September 1, 2026.

His name is Gordon Frame, a national of Scotland. Other officials at the Ministry of Health and Social Development and BVIHSA Board Members are tight-lipped about the appointment.

Mr Frame, according to information online, was the Director of Scheduled Care Performance and Delivery for the Scottish Government and NHS Scotland, where he oversaw planned care programmes, elective care recovery and waiting time improvement plans.

Is Frame in hiding?

It also appears that Mr Frame has removed all images of himself from online, as many searches came up with nothing and it was stated that “there is no publicly available official photograph or press image of Gordon Frame.”

It further stated, “because he works in national strategic and operational roles rather than a public-facing political position, his corporate headshot is restricted to internal NHS Scotland staff directories or his professional networks.”

His compensation package and other terms and conditions of his contract are unknown up to press time.

Meanwhile, Minister for Health and Social Development Hon Vincent O. Wheatley (R9) did not respond to our request for his comment.

Dr June M. Samuel did not apply

It was on Talking Points on Monday, May 11, 2026, on ZBVI 780 AM, that Honourable Wheatley (R9) stated that a candidate had been selected by the BVIHSA Board for the position.

Hon Wheatley had also stated that the BVIHSA received 104 applications for the CEO vacancy; however, the current acting CEO, Dr June M. Samuel, a local, did not apply for the role.

  Seems like he is well qualified to me. I couldnt give a damn his colour , as long as he is willing to help to make the system more effective and efficient. Have a local personworking with him for sucession planning purposes.WE make to get away from this mind set that we know everything and that no utsider can ever teach or show us anythng.

Hope he can bring some kinda clear forward or progressive leadership, Presently the elevator ain't working, they have to wait on Puerto Rico to come, why not train 2-3 locals to deal with the AC and the Elevator... Every time you go there a heap Comes every where, Rain coming you can't go around by the entrance gate come blocking it, you have to drop off in the rain...How long would they keep the down stairs parking lot by the road closed..The same set of staff always sick.."Tricks".."Friendship with the supervisor"..BVIHA needs a serious vision and progressive no nonsense leadership. They have some real good dedicated nurses, doctors and workers, but they also have a lot of slackers.

I totally understand what you are saying and yes one of our own that went away to school and was trained in the field should have gotten the position. However, they are going to control and interfere with the way the position is being carried they are going to put pressure on the person in the position, example, hire my family member, do it this way, do it that way, everyone will be putting their input in things and don’t know a darn thing. At least someone that is not local or from the outside they cannot control or tell what to do.

The whole system is in need of a good revamping from the bottom to the top.If people have to be replaced, then so be it, if heads have to roll then so be it. Board members should be members of the medical community only. One should have medical knowledge to sit on medical Boards.

I am in favor of any applicant receiving consideration and appointment to any job for which they apply. So, from among them, no person with ties to the Virgin Islands could have been identified? This person may be a born Virgin Islander, a belonger, or a naturalised person who has lived and worked in the VI before. Let us be mindful of people who have no vested interest in the VI other than making easy money and taking it all back to wherever they came from.

A people who always look for others to clean up their mess at the leadership level, in which they themselves created, deserves to become second-class citizens in their own country. They refuse to eradicate the root cause of the problems that everyone has a stake in producing. Why even object or protest when ones' "birthrights" are being taking away? I would like to meet Mr. Gordon Frame to have a meeting with him. Just to let him know how unjust those people are against expats. Victimize wrong dismissal while under Doctor's care from their job when they did wrong to the staff of BVIHSA. There is no one you can go to because all is the same and hold one head..( I FROM HERE THATS THERE MOTO). So, if you are not from here dog eat you supper. There is no justice for for expats. Six years now am suffering because of BVIHSA. I know what all of them capable of doing.. There is a special one MY HOSPITAL anything she says goes, no one can over ride her one bit. I hope Mr. G. Frame read all of these comments. Am not afraid to pay a visit to and to let the new CEO knows my conditions and what happens. When something happens to staff they cannot talk because they are afraid they will get terminated for their own safety. I will be there as soon as Mr. Frame settle down.
