Law breakers are NON essentials and are dispensable.
Just yesterday 3 scooter riders without helmets were skylarking though traffic down the highway without a thought that just this week another lost their life on a scooter.

Goat murderer, he should be held for cruelty of a innocent animal. He had to be speeding when he slam into the goat. More than likely the goat was pregnant. I agree, If I was driving by, I would have try to help the goat and crush the scooter to pieces with with my truck.
then this accident could have been avoided.
