ROAD TOWN, Tortola, VI- Premier and Minister of Finance Dr the Honourable Natalio D. Wheatley (R7) has said all members of the House of Assembly (HoA) have a responsibility to ensure the people of the Virgin Islands (VI) are properly represented and their needs met as he gears up to deliver the 2025 Budget Address.

The budget address, ‘Building a Sustainable Nation: Laying the Blocks of Success’, will be delivered on Monday, November 11, 2024, during the Twenty-first Sitting of the First Session of the Fifth House of Assembly from 1:00 PM.

Representatives’ role

Premier Wheatley, in a behind the scenes interview with Public Health Communications Specialist Natasha Lettsome-Humphrey aired on Friday, November 8, 2024, said each representative in the HoA has a responsibility for fight for projects and initiatives that need to be done in their respective districts and the entire VI for At Large representatives.

“That’s their individual and collective responsibility to ensure that there are no areas of the Virgin Islands which is neglected, that the needs of every member of society are properly being represented through their District Rep and At Large representative,” Dr. Wheatley explained.

Budget prep

Meanwhile Premier Wheatley said in preparing for the budget he has been speaking to advisors and the Financial Secretary and gathering information on the VI’s economy performance among other areas.

He has been “speaking to the different units within the Ministry of Finance so they can guide us, me, with revenue and expenditure information. All of this will be key and important to preparing the budget address”.

Immediately following the budget speech, Premier Wheatley explained that the HoA will break for the Standing Finance Committee.

“We’re able to have witnesses come in to explain their department’s expenditure and revenue and be able to defend what they have requested for...after that Standing Finance Committee meeting, we will go back to the House of Assembly where ultimately we will lay the report on the House of Assembly for the Standing Finance Committee and also we would debate the budget estimates...and then ultimately the House of Assembly has to approve the budget,” Prmeier Wheatley added.

    Districts need their representatives' complete loyalty, ambition, and responsibility to their district, not to become ministers or the premier. They need a district council to collaborate and work in conjunction with district needs. The ability to generate district revenue is paramount for creating and working on their projects not waiting on the Government to do everything.

    If the Premier tell them to stand and hop on one foot around the room I bet they will sans he holds the most power in the Territory. You all may not like to hear this but the Premier will be re-elected come next election.

      Ummmm he wasn’t even elected this election!? If not for Lorna and Frazer selfish moves AGAINST what the people actually voted for, we would not be dealing with the accidental party premier at all!

        It does not matter, he is still going to be voted in Premier the next election. It is what it is. Look at all the things Donald Trump has done and he was elected President of the United States for a second time.

    They were fighting for the Vote of No Confidence, which was backed by more people than you think, but what happened? Same thing happens with the Budget. They can ask but unless you all approve it, they won't get it. Your programs come first, which is understandable but do not stay there and make it sound like they do not ask and fight. you are a hypocrite
