ROAD TOWN, Tortola, VI- Governor Daniel Pruce has revealed that audits relating to the COVID-19 assistance grants and government contracts over one hundred thousand dollars unveiled irregularities.

These audits include Audit of assistance grants for farmers and fisherfolk, Audit of the transportation stimulus initiative, Audit of grants to religious institutions, civic groups, private schools and daycare services, Audit of grants to micro, small and medium sized enterprises, and Audit of major contracts.

Procurement framework for major contracts flawed

In a statement released today, Friday, October 25, 2024, the Governor said, “While some of the programmes “operated as intended” and “served to alleviate some of the costs associated with the COVID-19 fallout”, the audits also identified a number of concerns including oontracts that the previous procurement framework was “inherently flawed” as it “allowed for circumvention”. It identified the “need for balance and equity in the award of public contracts”".

According to the report, the new procurement legislation and regulations do address many of the previous issues, however, stressed the importance of adequate oversight and strict compliance.

Lessons already learned

Governor Pruce added that in some areas lessons have already been learned explaining, “Assistance grants are now managed by the Social Development Department, and the Public Assistance (Amendment) Act 2024 seeks to introduce a modern and effective system for supporting those in need. There have been improvements in the way government contracts are issued, and procurements are now regularly advertised.”

Audits, he continued, play a vital role in ensuring value for money and accountability with the use of public money and are only effective in its purpose if the public is made aware of the findings and relevant agencies respond constructively.

“Although the audits identify challenges, it is important that we now collectively focus on strengthening our institutions to improve the way we work in the future,” the Governor’s statement stated.

    One: tell us something we didn’t already know

    Two: UK is doing BVI a huge injustice by trying to spot their rules and laws and procedures to us. Things they themselves as guilty of being corrupt in. Their laws cannot and should not be applied to BvI in a blanket manner as we have a different set of circumstances.

    We are not an extension of the UK in any practical way! These reforms, although well intended are doing the BVI more harm than good.

    One thing they old men are steady fighting each other and bullying those that call them out on their foolish view on life. Imagine taking on a woman who speaks up and casting her into drama media against media, man vs woman, politician vs citizen. Meanwhile the governor is sitting back like uh huh yep got it.

    Covid everyone was losing their minds people were getting kicked out of their family & jobs for a vaccine or no vaccine. My own family fought over the vaccine.

    people have to remember it was not a normal time it was a pandemic with powerful global elites pushing vaccines. Bill gates wanted 8 billion doses! One for every person on earth.

    Those who apply did not do any wrong if they received more than expected. Forget the fishers and farmers the report says 1.5 million was given to churches every church seventh day got 6 x $20,000 one for each branch. What charity did they do and still guilt you into collecting every Sunday or Saturday.

    No because the Auditors office is intentionally underfunded there is a deliberate lack of historical documentation and a total lack of political or civil service (including the AG office) will to pursue wrongdoers or recover funds .Why because many of the said same people are benefiting from these frauds . If you know this Governor isn’t it your responsibility to now force someone to pursue justice somehow maybe by enacting a certain document in council.

      Each and every oppression which I have been subjected and continue to be subjected in these BVI,has been administered by negro personnel ,and negro inhabitants .They and only they are the lawbreakers and the peace breakers the plunderers the thieves and the murderers. If I didnt know better I would say that there are no non negros in these VI. The BVI is a septic coalition of negros from diverse and septic locations pointing fingers,as always.

    The COI did not include why there are so many unsolved murders in the BVI and the lack of urgency in finding closure for the families.
    It also did not include the 10 million dollar missing plane nor how the BVI govt should recover that money.
