Public Service Management Bill 'looks good on paper' but...- Hon Mather

ROAD TOWN, Tortola, VI- Deputy Speaker of the House of Assembly (HoA) Honourable Stacy R. Mather, MBE (AL) has said the Public Service Management Bill looks good on paper but seems incomplete.

Hon Mather was giving his contribution to the debate following the second reading of the Public Service Management Bill during the Eighteenth Sitting of the First Session of the Fifth House of Assembly on Thursday, August 22, 2024.

The Public Service Management Bill was presented to the HoA by Premier and Minister of Finance Dr the Honourable Natalio D. Wheatley (R7) on behalf of the Deputy Governor's Office.

“Madam Speaker, in theory, accountability is a wonderful thing, and I think this bill addresses many things,” he said.

Hon Mather said as an educator he is “overjoyed” to see the Virgin Islands Public Service Learning Institute as part of this bill, adding that it aligns with the Department of Labour and Workforce training as well as the Ministry of Education regarding where public officers need to be trained.

This will also address the issue of succession planning he said and also questioned whether it will solve the issue of the many acting positions.

When will HoA see the regulations?- Hon Mather

“So, I say a lot of it looked good on paper but again no regulations…where is it? Will it come back to us?” Hon Mather asked continuing, “Let’s have a positive resolution that says it has to come back to us. I want to see the regulations."

Hon Mather said this bill is serious as it will affect all public officers and therefore the members of the House need to be involved.

The bill is currently in Committee.

    Why this focus to have BVIslanders forced into these positions? Would the best thing for the taxpayer not to be to have the most qualified and suitable person for the job? We have too many government offices failing in their mandates because they simply don't have the capacity within their labour pool. I'm all for preferential treatment of Virgin Islanders, but this is a step further. Give people the tools to go to school, to learn the jobs, and then if they're the best people that are available, fine. This need to have Virgin Islanders - WHO CARES IF THE POLICE COMMISSIONER IS A VIRGIN ISLANDER? If they are the best instrument to envision and execute the most effective protections for the taxpayer is that not the most important thing?
