ROAD TOWN, Tortola, VI- The BVI Beacon is reporting in its Thursday, February 13, 2025 edition in an exclusive interview that Premier and Minister of Finance Dr the Honourable Natalio D. Wheatley (R7) wants Governors out of Cabinet.

According to the article, the Premier stated: “I think we have to move past governors being in Cabinet....I think the elected government should be the ones running Cabinet,” he told the BVI Beacon.

Many other elected officials have also expressed that view, including Deputy Premier and Minister for Natural Resources, Environment and Climate Change Hon Julian Fraser RA (R3) who is now acting Premier.

While the Governors, following the 2007 constitutional amendment, do not have a vote in Cabinet, they can influence the outcome of many Cabinet decisions and continue to do so, a former Cabinet Minister told our newsroom.

Persons over the years, and in recent times, have told our newsroom that because Governors are part of the Cabinet Steering Committee, which includes the Premier and Cabinet Secretary, Governors can influence what goes to Cabinet.

Cabinet used against locals by Governors?

Additionally, Governors including Daniel Pruce have allegedly used Cabinet to try to block local residents from jobs or serving on Statutory Boards, usually residents speaking out against hypocrisy, racism and double standards. It is further alleged that both Mr Pruce and former Governor John J. Rankin, have used Cabinet to reportedly blackball many local residents on an alleged target list for bogus arrest and charges following the UK-imposed Commission of Inquiry (CoI).

The Constitutional Review Report, led by Chairwoman Lisa E. Penn-Lettsome submitted early last year to the Government and yet to be debated in the House of Assembly (HoA), also recommended that Governors be kicked out of Cabinet and the body be chaired by Premiers.

Dr Wheatley told the BVI Beacon in its February 13, 2025 edition that the Governor is “basically managing the meetings...But I think we are grown people, we don’t need to be managed”.

They Rob, Kidnap and murdering our treasury and crippling our country for past 30 yrs, turn we into a 3rd World country. The Governor bring well need balance and a nutural eye and ear, so these corrupt politicians will not get their wicked was and change their corrupt way. Britain is playing with these people.

A bad leader is revengeful and becomes personal when cannot get their way, their thoughts and or instincct is to punish those that disagree or object to the way the do things....A good leader is carasmatic, calm, keep their anger in check, never flustered, appreciate opposition, sees it aa a challenge that make them better leaders, do their research be brilliant in making their case, or presentation, at the end win or lose, leave the room with a shake hand..

Britain isn't in favour of Frazer and Vincent being ministers base on the evidence from the COI and the recommendations. The Governor wants them removed, Sowande is just Fronting, he already asking Marlon and Lorna to come over so he can replace Them, to replace them with Leu or Dawson is a huge risk, Frazer and Vincent will or may join the opposition and send us back to the pole. 'Wish my people will think'

The greater population of the BVI wants them removed too. They are so disrespectful how they go about doing things and if they can doing to the Governor what about us?

My understanding is that the Government was not part of the Cabinet at the end of the last Constitutional negotiation, it was our people who demanded that the Governor be in Cabinet.

Ask the current Deputy Premier why the Governor is still there. The UK agreed to the removal of the Governor from Cabinet decades ago but we (VIP) screwed it up. Now they playing like it’s a brand new topic and they are the ones going to make the change! You can’t make this ish up!!

In reference to the topic issue many of us and I perceived that our current Premier and other government leaders aim is to cause as much as possible turbulence between the UK'S political leaders and B.V.I political leaders, for the main purpose of severing ties to go independent. But in this world of heated competition with where some nations estimate resource are multi-trillions of dollars, and others are multi-billions, how can we even think our chances are good with a budget of half a billion dollars in 2025?
Of a truth being under the UK'S rule is not comfortable, but at this time we ĺare unable to defend ourselves, so being under the UK'S rule if safer than without the UK.

People of the B.V.I don't let go of bone that is in you mouth for a reflexión of a bone that was in the dog's mouth that end up wet without it because of greedimindedness.
In other woods, don't follow greediminded political leaders. They will point to the valley of poverty, to the Palace of wealth. The stronger competitor will everytime over the weaker one.
Use your brain wisely and don't let your immotional impluse fool you. Leave the governor alone.

So the guy who doesn't have a vote is unduly influencing the cabinet against four other members with votes? Pull the other one! Transparency and accountability are hard enough to find around here, and there is still an immense level of garbage making it to the legislature that never should have passed cabinet. The only thing the governor does is bring some honesty to the room.

Many and I are not surprised that the top Issue and its wording that followed is the personal position of our current Premier, the former one now in a Miami prison cell, and now Hon. Julian Frazer, district (D3) representative, and others, too.

The whole world is experiencing economic reshuffling mostly due lack of good Spiritual, social, economical, etc. Principle. Now is not the right time for us to allow power ravenous leaders urge us to make irrational decisions.
The B.V.I governor remaining in the B.V.I government Cabinet is better for us than not.
We must and cannot afford to bow down to the want, but not need, of a few political district representatives, our current Premier got only 487 of the tolal B.V.I voters last general elections.

    Note: 1.
humans have back bone, not tail bones.

    Note: 2.
Humans think and make both wise and foolish decisions in their brain, not their blood-pumping heart. Make the right ones for the good of humans wellbeing.

How can one man influence the minds of all the other cabinet members? So in tenure, yall don’t have a mind of your own is what you’re saying. If you remove him, doesn’t the premier then influence the votes as the leader. Same with elections every 4 years when envelopes are handed out and promises give , isn’t that influencing as well? Let’s not act like we’re mature adults if ONE man who doesn’t vote can swing the minds of all these people on the cabinet

“ Dr Wheatley told the BVI Beacon in its February 13, 2025 edition that the Governor is “basically managing the meetings...But I think we are grown people, we don’t need to be managed. “ Well from perch, you don’t manage people; you managed things and lead people. The colonialists view blacks as not having the capacity and capability to lead, especially Whites. At first whites and black could not be on the same team or unity. They had to be in separate units white and black with a white leading the black unit. Here we are in the 21st Century with the same behaviour and attitude. The BI is supposed to be a self-governing territory but the UK-appointed and unelected Governor still must chair the Cabinet. Is this happening due to the same mentality, ie, the tyranny of elected officials, who need to be led by the UK-appointed and un-elected Governor, for local elected members who are primarily of African descent lack the capacity to lead.

Moreover, concur with Dr. Hon Premier Natalio Wheatley that the UK- appointed and unelected Governor shoukd not be chairing Cabinet, the government executive branch. A child will never learn to ride a bike without sid of training wheels , if the training wheels are never taken off. The behavior being exhibited is an attitude that blacks are a mentally challenged, inferior, underclass who are poor communicators both oral and written, poor leaders and managers, etc. Thus is some hard truth that sound be denied but look at the actions which is as clear as mud, for example, the dependency model constitution with unilateral power.

Further, the UK-appointed and unelected Governor still-elected Governor has assent power. The whole thing, process is a corrupt extractive economic and extractive institute which benefit the elite st Mount Olympus, etc.

Mr. Governor, there is a favourite Caribbean saying that goes like this. "Sorry for marga dog they turn round bite you". This suit you, These VIP premiers dishout nothing but disrespect to the governors, yet you keep playing with them and showing them mercy...From the reccommendation came out after the COI. Suspension should have taken place..Black people are naturally ungrateful and evil. Hope you learn.

How will we honestly sustain ourselves? Their are so many things are wrong almost 1/2 million in promoting tax payers money to do what. The schools are in mayor trouble with staff, buildings and programs to help. The main hospital still have the names Peebles on it and that area too needs so much improvements. Then there is the electorate who seem to make us feel there is no money to do simple needed things which are constitutionally are to be done like having water.

Please give the Premier his wish and let him ask UK to give independence to the VI. Then that will get rid of all the expats and the businesses and their money. VI then can become a second Jamaica and rule itself and allow as many drugs and murderers as it wants. Who needs the cruise ships and tourists? And also as an act of allegiance to the VI all belongers can return their British passports.
