Premier rejects law enforcement review recommendation similar to CoI's

- says the recommendation to make Customs, Immigration & FIA the responsibility of unelected Governor will take VI back into colonialism

ROAD TOWN, Tortola, VI- Premier and Minister of Finance Dr the Hon Natalio D. Wheatley (R7) has voiced his concerns and disapproval with one of the over three hundred recommendations made in the second volume of the law enforcement review.

The over two-hundred-page document was published on April 8, 2025, putting forward a ten-year plan for making the Virgin Islands (VI) safer. 

Premier Wheatley laid the document, done by His Majesty’s Inspectorate of Constabulary and Fire and Rescue Services (HMICFRS), before the House of Assembly (HoA) on April 8, 2025, during the Continuation of the Third Sitting of the Second Session of the Fifth HoA.

"It is not necessarily the case that the recommendations are bad or are not fit for purpose. I believe that His Majesty’s Inspectorate of Constabulary and Fire and Rescue Services has been clinical and paid great attention to detail, and they've gone about their work in a professional manner, but I do have a massive challenge with their recommendation similar to the CoI."

The over-arching recommendation of the Commission of Inquiry (CoI) was the suspension of the Virgin Islands Constitution and return legislative and executive powers to the unelected governor.

Recommendations suggest further colonialism for VI- Premier

The Premeir said that while many persons in the world are progressing and refining their democracy and their institutions of government, it is suggested in the review that the VI goes further into colonialism.

"They looked at this concept of internal security and said that it's somewhat vague or ambiguous and needs to be properly defined and then goes on to say that Customs, Immigration, Prisons, Financial Investigation Agency, all of these law enforcement bodies, their functions, should comprise internal security.

"Madam Speaker, this suggests that all of these areas should be moved under the ambit of the governor, the unelected governor, and that we should reconstitute the National Security Council to provide oversight for all of these bodies. Madam Speaker, that is taking us in the opposite direction, and it's even worse that it's a road map into the future.

Premier Wheatley told the HoA he is not shy about his view that the VI and its people have been standing on their own two feet for a long time, dating back to the fight against slavery and the fight for self-governance.

“The Virgin Islands people one day must be fully free…we should not accept that we should remain some colonial possession. We can draw confidence on what our people are achieving, not just here in the Virgin Islands but around the world…there’s no reason why we can’t take more responsibility for our affairs.”

'We will not give responsibility of those bodies to the Governor'

Premier Wheatley said he does not blame the HMICFRS for their view, but called on the people of the VI to reject it and say no to giving the Governor more responsibility. 

“We will not take areas that have been devolved to the elected government- Customs, Immigration, Financial Investigation Agency, all the other bodies- we will not give responsibility of those bodies to the Governor. That’s taking us in the wrong direction, that is taking us backwards.”

Dr Wheatley said the time has come to move forward and so the opposite should be done. 

“The police, the prisons, internal security should be under the responsibility of the elected government," Premier Wheatley asserted.

      Neither volume 1 or volume 2 suggest firing the DPP - suggests that the authors don’t understand where the problem is in the BVI.

    No one wants to take over anything, what the report says is if you have corrupt officials then taking over is the best option . If you don’t want to lose these powers cut out the corruption, administer these departments evenhandedly and honestly and there’s no problem. It’s not about who has the power it’s all about who’s abusing the power & demanding kick backs for contracts. Stirring up the electorate with screams of colonialism while your own hands are firmly jammed in the cookie jar is I feel a little rich.

      Naievity is blind, You can't seriously believe that there isn't a push for a takeover. Power positions are recommended to be filled with ex-pats or be under the governor's purview. I recently saw a media story of black Africans stoning a black preacher because he told them that Jesus is black. Go figure!

    I really don't understand these people. Nobody has been charged and prosecuted, but they come with these recommendations like the worst crime has been committed. If someone goes down the street between the hours of 9 and 5, does it mean that the whole country should be arrested because of a crime someone else did or nobody should be allowed to enter a store between those hours?

    These stiff laws and penalties are coming on the people, and it's not clear if crimes were committed or just abuses of power. Meanwhile, those who are supposed to have committed these acts of crime are getting off scot-free. What are these people doing? The people are getting the shitty end of the stick when they did nothing.

    **Guidelines for Interacting with the UK:**

    1. Never relinquish any delegated power or authority. (Only accept devolved powers).
    2. Do not accept any new powers that fall outside the jurisdiction of the Government of the Virgin Islands.
    3. Be cautious of any reports or advice from expatriates who have spent only a short time here; they often have hidden agendas rather than genuine insights.
    4. A ten-year timeline for achievements and completion suggests that they do not believe we are earnest about self-determination.
    5. They desire a better Virgin Islands, but not under our administration or governance.
    6. Above all, ensure that any powers taken from us are retrieved through coercion and duress; never give them up voluntarily.
    7. Any power or control that we can't stop them from taking charge them a price.

    When are the people of these islands going to wake up to the fact that the UK is executing an Israel style colonial project in these islands. Do some research and see how Israel started the indigenous people of that land were black. We are sleep walking into a trap falling for British propaganda and lies. They have brainwashed Public Servants and Politicians who keep the population blinded until it is too late. Anyone seen a a threat to their program is demonized and persecuted. Virgin islanders are only interested in material possession and money ignoring whats happening underneath it all....how can you be so blind. The immigration and belonger policies are designed to tip the balance of power making Indigenous people a minority and powerless. BVI is one serious sorry situation with the vast majority fast asleep.

    To make it short, and simple as this my people, the UK'S government is a rasist, and suppemressive one. Let God lead in this battle against this evil war (mindset).
    If the UK'S government ws to recommend thes same recommendations to the people of the UK, they would be quickly rejected, why not us?

      No. The UK government is not the most racist. They did not say you all are black folks so we going to mistreat you. But CSC been saying over and over that some folks ain't from here, ain't indigenous so they have to be treated less than. He flat out said it!! And we really think UK is most racist still?         No one said that the non-indigenous should be treated less than; CSC is stating facts. The BVI belong to indigenous BVIslanders; the expats (red, yellow, black or white) are guests. This is not their home; they are not entitled to certain things. They are only here for a short period of time. If you do not like our laws and culture, go back where you came from.

    No where in the report does it suggest a takeover. It merely requires our government to be transparent and honest and yes that will likely affect their extra incomes.

    The topic issue speaks for itself. Where is the surprise? This thing is already preplanned years ago.
    It is going to get worse as time goes by. Hope in man's deliverance from slavery is man's permanent stay in slavery, if mankind continue trusting in the power of self knowledge (lying AI) deliver, and other mythical unproven imaginations of the mind. When the head is sick, the whole body is at risk.

    Of course YOU would reject the recommendations. I suspect most politicians in there would. But WE want to know what is REALLY going on in there, so follow the recommendations. This is a lawless place. If help don't look like what we expect it to look like we refuse it, and say it it more tools of the colonizers. Seriously, how many of us would be willing to go to war and bleed for this place? Watch our sons and daughters bare arms to protect the soil? Be brutally honest. I predict the ferries would be loaded with some of us running to the US where we have ties. Put the measures in place and see how we do. If they suck we can tweak and move on, if they work hooray we are closer to getting back on track. At this point we are bleeding out, so we have to be willing to not only use bandaids.
