Premier chides Opposition for wrongfully blaming him for financial 'blunder'

- said Opposition 'very well knew' the Deputy Governor's Office led the compensation review

ROAD TOWN, Tortola, VI- Premier and Minister of Finance, Dr the Honourable Natalio D. Wheatley (R7), has clarified that he in his capacity as Minister of Finance was unaware compensation for public officers would surpass the 11.7 million dollars budgeted in last year’s budget.

Premier Wheatley defended himself and the government following calls by Opposition legislator Honourable Myron V. Walwyn (R6) for his resignation after it was revealed upon review of the compensation for public officers by the Ministry of Finance in April 2024, that twenty-five million, fifty-six thousand, five hundred and eighteen dollars was needed and not 11.7 million dollars.

Premier Wheatley on Friday, August 16, 2024, presented this new figure in supplementary estimates brought before the House of Assembly (HoA) during the continuation of the Seventeenth Sitting of the First Session of the Fifth House of Assembly.  

“I want to make it abundantly clear to the people of the Virgin Islands, that at no time was I as Minister of Finance, informed before we passed this budget that compensation for the public officers and this new payment structure would be more than what we budgeted in the budget…At no time was I informed [about] that and at no time did the members of Cabinet know that,” he said.

Deputy Governor’s Office led compensation review

The compensation review, Premier Wheatley explained, falls under the responsibilities of the Governor as stipulated in the Constitution under section 60, which states the terms and conditions of employment for public officers fall under the Governor.

That responsibility was “delegated” to the Deputy Governor’s Office.

“The Deputy Governor’s Office was leading a compensation review. PWC was contracted [and] PWC gave options. One option was for somewhere around 10 million dollars and that’s the option we accepted,” the Premier explained adding, “We came to learn after when the Ministry of Finance was examining the figures more closely, they informed me that that 10 plus million dollars was not the correct figure.”

The Members of the Opposition, Premier Wheatley, said “very well know” that the compensation review was led by the Deputy Governor’s Office.

Premier Wheatley also said he, along with the other members of Cabinet, “demanded” an investigation be done to get to the bottom of “this misappropriation” so as to find out how it happened so that it does not happen again.

“I would say and when the results of that investigation come forward, then whatever actions need to be taken should be taken and that’s what we would encourage to hold persons accountable.”

Premier Wheatley went on to thank his Cabinet colleagues to standing firm on the decision to be for accountability.

He also expressed his disappointment with the Opposition Members who he accused of trying to gain political points and damage the government.

It remains to be seen if Hon Walwyn and the rest of the Opposition will now call for the head of the Deputy Governor or Governor.

    .....by the Deputy Governor's Office why is the Premier being blamed. He would have had to put on extra as a safety net based on the figure given to him. You guys are being ridiculous just because you want this man to fail. All because of greed. I can see the burden and pressure the Premier is under. He needs major support from both sides. Walwyn is brutal in his manner. It is not typical Virgin Islands way of dealing. How can he speak to the Premier in such a manner after all the nonsense he has done. My God. May God be with us and guide us.

    very fascinating because the Commission of Inquiry had the option of disrupting government

    However they placed wheatley in a position where members from the opposition formed an interim goverment just before an actual election

    United Kingdom allowed wheatley and those we have elected to continue running things; and we all know that things need to change in terms of being transparent

    Our own people just pulling down our own: London have the Option to come here and take over but thus far, not yet

I just got a post from a friend and schoolmate from a WhatsApp chat, which read ‘ ‘ A leader is blame for/responsible for decisions the make and for decisions they should have made but failed to make.’ The post also talked about ultimate responsibility.       @Stealth, strong confident, confident and experienced leaders share positive outcomes with the team and should failures and problems. Weak, inexperienced, etc., leaders blame others for mistakes, failures.,etc..Leaders must embrace the concept of ultimate responsibility, ie, if one is responsible for getting something done and it goes awry he /she is responsible whether he/she was directly engaged in producing and delivering the outcome or not. Strong leaders share sucess with others and singularly shoulder failure. Of course, strong leaders also hold others responsible and accountable.

      Politics is a cesspool deceit, treachery, betrayal, vice, plots, double speak, etc. it is a contact sport.

      The BVI is a democracy, a representative democracy, viz, the electorate members to the House of Assembly(HOA), a unicameral body, to represent them. The HoA is the legislative arm of BVI government; Cabinet, which is chaired by the UK-appointed Governor, runs the territory’s day-to-day affairs, executing the policies passed by the HoA. Agenda items brought by government to HoA for debate, discussion, and decision. Every bill, especially financial bills, ie, Operations and Maintenance Budget, brought to the HoA should have gone through a meticulous, granular analysis., Though the MoF may not know the details of a line item, he/she should be able to highlight a major delta and ask why, and nothing goes forward until a reasonable answer is given.

    Before issuing the budget would you not check what amount would need to be budgeted for compensation for the public sector?
    Or are you using the Governor's office as a scapegoat?
    Because when the increments aren't paid let's blame the governor's office.... but then lets budget FAR less than what is necessary to cover the salaries for the year.... and then blame the governor's office....

    @ If it was led. It’s either that you didn’t use to pay attention to the sittings in the HOA years ago or maybe you are just taking up residence in the country. My point is that the former VIP Leader of the Opposition years ago use to terrorize the Hon. Dr. D. Orlando Smith who was heading the NDP Government at that time. Who ever chastised him for speaking out on the issues ? Well, it’s a democratic country and Myron has the right to speak out and bring awareness to the public on such a critical issue.

      If I am understanding correctly, PWC is not culpable in this case, they made a report and presented options. The rest was in the hands of Government including DG office, Finance and Cabinet.     Surely anyone that can do simple math would realize that a number close to ten million is way too low! How many government employees are there? At an average of $40,000 each p.a. ....... (and I'm sure that number is way too low!). Honestly, why didn't anyone question that number?????

    “It wasn't me” never mind that it’s me in charge of the budget and the problem is that the budget short 13M and neither me nor nobody from my ministry catch on to this 13 million dollar discrepancy while we were doing the budget. Is the deputy governor fault for paying them so much. Set ah less MS yet first thing out their mouth is independence and self determination.
