Power struggle? 'Governor not crediting VI Gov't for COVID-19 fight' - Skelton-Cline

BAUGHERS BAY, Tortola, VI - On the heels of a Friday, April 3, 2020 statement by Governor of the Virgin Islands (VI) H.E. Mr Augustus J.U. Jaspert, on the arrival of additional COVID-19 test kits in the Territory, local pastor and commentator Mr Claude O. Skelton-Cline has accused the Governor of trying to upstage the Premier Andrew A. Fahie (R1) administration.

According to the 'Honestly Speaking' radio show moderator, on the April 3, 2020 special edition of his show, the Governor's statement was littered with 'red flags' which he said included too many references to himself as an independent authority in the Territory, although the COVID-19 fight has largely been stewarded by the locally elected government.

No credits to Fahie Gov't - Skelton-Cline 

The Governor, as part of his statement on the arrival of the test kits, said: "I would like to reiterate the commitments I made to you at the start of the week. I will keep my communication clear, regular and open. I will listen to your concerns and answer your questions; and I will do everything in my constitutional power to serve you during this time."

Governor Jaspert also noted that he will continue lobbying the UK for support, "I will continue to work, on behalf of the people of the British Virgin Islands, to secure further supplies and equipment from the UK. I intend to provide another equipment update next week, which I hope will include more test kits, PPE and isolation facilities." 

According to Skelton-Cline, the statement had too many first-person pronouns. "I see a reference in here where what the Governor is doing, is almost independent from what the government is doing, and/or not at least giving the government the credit for what it has been done in protecting and caring for its own people."

Is Governor running the Territory?

He said the references by the Governor to himself in several instances is especially worrying since it can signal that the Territory is now back in the hands of the UK through the Governor.

"That should never be the case under any circumstances, it should be clear to us, this elected government is spending some $12M prior to what the governor is purporting here, that the United Kingdom is doing." 

Skelton-Cline, a day earlier, on April 4, urged the local government to stop looking to the UK for help, accusing the Crown of providing lacklustre and no meaningful support to the VI, following statements by the Governor that the VI can finance its own initiatives to help persons negatively impacted by the COVID-19 pandemic.

The Andrew A. Fahie Administration had requested a grant from the UK to assist persons made unemployed due to COVID-19 measures.

“We [VI] have healthy reserves and the Social Security Board Fund is very robust," Governor Jaspert said.

This led to Mr Skelton-Cline remarking: "We have to do what we must do for ourselves, do not look [to the UK], the UK does not have a good history when it comes to assisting the Virgin Islands in any meaningful way."  

10% of population needs testing 

The 'man of the cloth' further said the 480 UK supplies of COVID-19 kits is far below 10% of the Territory's population.

"We are grateful but that's not what we asked for Governor," he said, adding that the Territory needs around 3000 kits to test at least 10% of the population and the financial grant to support those left unemployed by the virus.

    The Governor isnt doing anythong wrong.. The Pilice falls under his command and its upon every good manager to praise to motivate and speak good of their staff.. Thats all that he is doing..Did he missed an oportunity to thank all, yes he did... Now we will see the health minister start praising and thanking his staff... On and on... I Think the Premier, The Governor, The commissioner of Police and the health Minister are all doing a good Job... I do hope that they are all getting along because they need to.. This situation is very serious it reuires unity at the top. Disagreement yes,, thats healthy, at the end of it Fahie is the boss he has the last say... Is it Fahie or the Governor? We need to put this to rest and move on... moving on will not be perfect weither its next week, next month or next year, adjustments, vigilance, accountability these will be upom all of us...

      The Governor is doing what is required.
      The contents of his statements are modelled on basic management techniques and are what he needs to be seen to be saying as the Governor.
      Unfortunately, he does not have obvious leadership abilities and presents himself in a very middle management type way. It would be so much more reassuring if McCleary was still the Governor.
      However, let's be fair and reasonable - so what if Jaspert is now trying to big himself up in his announcements - he did accept some of the blame for the chaos of last Thursday.

Stay in charge....Because after this and there is no money, no progress, its the Premier they look at, its its the Premier they blaming...Remember You are a hero now not just because of the good work you are doing, but because civil servant home still getting their salaries, they love u for that...     There ids no need for fighting at a time like this. We only have to look at what is happening in the US. The President know about the virus from late 2019 but shrugged it off and then began to blame the Democrats. Look at its situation now. What we need here is unity. Does it matter who did what as long as we get this situation under control? The Government made some serious mistakes with the shopping fiasco. it put more people at risks than before. That situation was not well thought out. In situation when you have a national emergency, the Governor cannot be excluded and he does have some level of control. It would be best for the Government and the Governor to work together for the good of this country. Now is not the time for inflating egos.

    This is the time when the community needs to come together and stay positive, negative thoughts affect our psyche and we need to be positive. Now is not the time to pull the community apart with foolish thoughts. Now is the time for us to hold each other in prayer. Look at the impact of this virus ... death, even next door. Focus on what is positive and for once let go the attention grabbing attitude and do your duty as a pastor. Bring together not divide! I commend the governor and the government for working together. Lift that up , do not divide that. Sometimes we need to put politics aside and this is one. Lives are at stake.

    The governor is the queen’s representative if we need help he is the one that we have to go through Mr Cline I don’t think that the people of these islands need any divisions at this time in their lives right now if you want to highlife something talk about the internet companies who are disconnecting people’s internet service this morning knowing that their customers had one day to go out there and get in line to get food supplies to take care of their families and the only way that they can communicate and get information is through the internet and to be able to get the necessary learning materials for their kids but today Monday companies like digicel are disconnecting their customers knowing that there is no way in which the majority of the people can pay because we are under house arrest ,lock down for 14 days these are the things that should be talked about not nonsense about credit ,we need help we need unity not the decisive behavior he is also fighting to stay alive just like all of us we are all wondering the same thing ,which is when the dust clears are we going to be alive ,this is something the world have never experienced before .

    The local government should not look to Governor A. J. U. Jaspert for praise, for its action(s) will be measured by results and outcomes; praise should come from the people. With an absence of leadership after the monster hurricanes in Sep 201, the crown rep step in to fill the void. But the VIP was out front on this pandemic; did everything go perfectly? No. However, from jump street, there seemed to have been friction between the crown rep and the local government. Make no mistake that the crown rep represents the interest of the crown, not the VI nor its people; that is not a surprise. Another blogger in another article quipped that where a ram goat feeds where he is tied.

    The VI is supposedly a self-governing OT of the UK;however, the reality is that it is partially self-governing. There is a jungled mix of shared responsibilities with the crown being directly responsible for a)external affairs, b)defence, c)internal security, d)RVIPF, e)civil service, f)Her Majesty’s Prison(shared), and g)judiciary; the local government, the rest. In addition to the listed functions, the crown rep seems to have unbounded reserved powers. For example, under the previous government, the crown rep didn’t like the budget allocation to the RVIPF and used his reserved power to increase the budget allocation to the RVIPF, embarrassing the Dr.Smith administration. Other departments were underfunded but didn’t get any additional funding. Why?

    Moreover, many of functions falling under the purview of the crown rep are funded by VI taxpayers; the VI went off grant-in-aid in the 1970s under the Dr. Williard Wheatley administration. Since that time, the UK did fund the construction the new Her Majesty’s Prison at Balsom Ghut and partially funded the new government house. The VI needs an urgent constitutional review. The planter class saw the VI as impoverished locale and flee seeing the VI as only good as a bird sanctuary. The VI people worked hard to build and move the territory to the position it is now. Its success may have caused some Britons to lament that they live in flats while VI residents live in mansions on the hills. The signal from the crown is that the VI should look to community self-help. CSC is right in that the VI should look inward for help. Parasites ( I will get blasted for this cryptic term but it is all good) depend on the host to survive but if the host challenges the parasite may die. The UK is battling its own Coronavirus challenges.

It is time that we unite to survive. If and when we get there, there will be time to take these matters up. Do you think at this time we are thinking about who is in charge of getting us out of this dreadful, nightmare?. People may die here from COVID 19. Others have lost jobs and businesses. Others are in financial ruins. Careers have been interrupted. Most if not all of our overseas students have returned home after spending years abroad just months from completing their respected degrees without any hope of seeing their dreams come through. Some people are finding it hard to put food on their tables. Even the dead can't depart to their rest in peace. Here you are adding more stress to our lives. Mr. Skelton the most important thing here is stop, this Virus. We are heroes if we get involved in this. Please, Sir, make notes and bring them to the table when the time comes. While some of us are locked away in our homes with some sense of security, remember those who are in the trenches, like our Health Care Workers, Police, Customs, Fire, Immigration and Security Officers. Those from the Water, Electricity, Solid Waste and countless others who are risking lives to bring soem form of comfort to us. Where are you Sir?

    Cline talks about doing what we have to do . If any of his church members fall ill , does he have ventilators to save their lives ? Can he give protective gears to the. Nurses and Doctors in the hospital? Now was he able to give the electricity poles that put current back in the country ? Stop misleading people and create ill feelings . The thousands of poles came from U.K. Premier Fahie could defend his position as the leader . He has his role and the Governor has his role . We are not yet independent. The Governor can override the Premier decision. He may sound bias but that is the way it is . People stop blaming Myron and NDP . They are no longer part of the govt at this present time .

    Is the Governor running the territory?

    Yes!

    In time of a crisis, it's the Governor who has the Constitutional Power under section 27 of the BVI Constitution to declare a state of emergency, and order a curfew under statutory laws.

    Is the Governor running the territory right now?

    Constitutionally yes!

    Clearly,Skelton-Cline does not understand our system of Government in time of a crisis..
