Police Welfare Chairman distances self from CoP Collins removal petition
In a letter addressed to Governor John J. Rankin, Mr Robin said while he has served in the RVIPF for the past 20 years, he now feels constrained to address the issue of the "Private Petition Calling for the Removal from Office for an Independent Investigation into Allegations of Misconduct in Public Office in respect of the Commissioner of Police Mark Collins" which has since been made public with 55 allegations against the CoP.
In the letter dated December 13, 2023, and seen by our news center, Mr Ronin said, “I do not purport to herein provide evidence to counter each allegation as it would not be appropriate for me to usurp the function of an independent investigation should your office deem the same necessary in response to the Petition.”
He said however, that while he has worked under the command of Commissioner Mark Collins and has had the opportunity to observe his character and leadership, he believes that thoughtfulness should be exercised in the manner in which this matter is addressed.
Allegations still serious - Mr Robin
Mr Robin further added, that while the allegations are serious, the Governor’s office must now address the same in the manner that the law dictates, “However, I wish to offer some context which I think would prove helpful in this matter.”
“As a factual matter, some officers who would have countersigned the Petition were not aware of the fullness and severity of the same at the time of signing. Given the nature of our daily duties and our overarching responsibilities to the BVI community which we serve, we often experience inordinate levels of frustration when matters do not progress in the way that we envision or when the outcomes do not align with what we perceive to be fair and/or desirable – I Imagine that many other public officers often experience similar frustrations in the execution of their duties.”
Mr Robin said the maligning of Commissioner Collins' character and the unsubstantiated personal attacks on his ethics and overall conduct which seem to be the consistent undertone in the Petition as is such, that is being rejected by the PWA and himself.
"As indicated above, I have worked closely with Commissioner Collins for the past 3 years. I have a sound understanding of the demands on his role and have witnessed his execution of his duties and responsibilities he nor the PWA supports the Petition calling for the removal of Officer Collins from the office of Commissioner of Police."
He further added, “I concede that certain processes can be examined and improved in order to allow for greater transparency and efficiency within our organization, and in furtherance thereof, I stand ready and willing to lend my full support in any way possible,” Mr Robin said.
Our news Centre understands that the PWA Secretary has since responded to the letter rebutting Mr Robins’s claims on behalf of the PWA and other officers who signed the petition.

Firstly i must say that with my understanding that as Chair man of the Police Welfare Association ( PWA) he is out of place to write a letter defending the Commissioner in these internal matters.
At least he is representing his self because no other officer signed it and most of the time he is saying " I" "I" "1".
Divide and concour. That is the english/ British way. Now the officers are so Hungry.
As chairman of the PWA he is to represent the ranks of constable to Chief Inspector. That's his duty.
