POCKWOOD POND, Tortola, VI- A petition initiated by residents of the First District to demand a speedy solution to the almost daily landfill fires at Pockwood Pond has garnered close to 600 signatures.

The petition on 'change.org' was started on Thursday, April 20, 2023, and had 583 signatures at the time of publication of this article on April 23, 2023.

This comes on the heels of a protest at the House of Assembly by affected residents of the First District on April 17, 2023.

Gov’t has failed to protest health of people- petition

According to the petition, open burning of waste is a dangerous and avoidable practice, and the risks include a wide range of short- and long-term health problems.

It said this “abhorrent practice” implicates the Government of the Virgin Islands, as it violates its laws to protect its Belongers’ and residents’ health and well-being.

“There is significant scientific evidence to support the stated consequences on the health of persons exposed to the emissions from open burning on human health. These include but are not limited to the exposure of fine particulates such as dioxins, volatile organic compounds (VOCs), polycyclic aromatic hydrocarbons, and polychlorinated biphenyls, which have been linked to heart disease, cancer, skin diseases, asthma, and respiratory illnesses.

“The dangers of open burning of waste are further compounded by the fact that the Virgin Islands lacks comprehensive systems to properly dispose of industrial waste, and healthcare waste, which is being mixed with the municipal waste stream.”

‘Highly toxic chemicals’ ending up in cistern water

The petition highlighted that the “highly toxic chemicals” produced from open burning affect agriculture and livestock by settling on crops, ending up in cistern water, water table, beaches, and waterways which eventually end up in food, on skin, and in our bodies, thereby adversely affecting our health.

According to the petition, the belongers and residents of the First Electoral District demand: A comprehensive proposed plan of action to address this issue including immediate, midterm, and long-term solutions; An audience with the Minister of Health and Social Development to hear our concerns and advise on the proposed way forward; Provide official advice to the public on how to personally mitigate the effects in the short term; Cessation of the open burning at the Municipal incinerator in Pockwood Pond; And offer an official public apology to the Belongers and residents of the First Electoral District.

Health Minister Hon Marlon A. Penn (R8) had apologised to the people of the First District but the opening burning has continued.

In fact, thick smoke from a landfill fire last night covered the Pockwood Pond area and was also felt in the First District.

It has also been revealed that a proposed plan by former Health Minister Hon Carvin Malone (AL) for mini incinerators to tackle the current waste management issues was recently shut down by Hon Penn, who decided to go against the experts and has instead opted to purchase a new plant, which means residents would have to put up with the open burning for even longer.

According to Incumbent District Nine Representative Hon Vincent O. Wheatley, plans to order 4 incinerators based on recommendations made by consultancy company Wood Group UK Limited were stopped by Hon Penn.

Hon Penn had referred to the plan as nonsense and “band-aid fixes”.

    Virgin Islanders historically has had a reputation/record and legacy of “rugged individualism” , social activism, change agents. Christopher Fleming led protest against UK rep Cameron in in 1890, Theodolph Faulkner led Great March of November 1949 (Some 1500 protestors turnout) against Administrator Cruikshank, Noel Lloyd led protest in 1968 against the Wickhams Cay/ Anegada projects giveaway and exploitation. These protests attained positive outcomes. Nevertheless, Virgin Islanders have gone soft and seemed to have lost the spirit of advocacy and agitation against wrongs, ie, human rights, civil liberties. We are more interested in materialism than fighting for human rights, greater self-determination, etc. Virgin Islanders lack of unity is costing the BVI much. Virgin Islanders lack of nationalism, softness, lack of unity, has embolden the UK to move actively to suspend the constitution and insert direct rule. When a handful of people show up to protest the suspension of the constitution gives the green light to the UK to do what it wants when it wants. Virgin Islanders didn’t learn anything from the Great March of 1949. We want things to happen but we don’t want to get engaged. We sit back and hope that others step forward to fight the battles so we can enjoy the benefits. Selfish. If Virgin Islanders want change they must get engaged like a rattler which when engaged fights tills the job is completed. Virgin Islanders must regain that same fight and attitude. Peacefully of course. Dolph Faulkner, Noel Lloyd, Christopher Fleming, etc, engaged in battle and fought until the job was completed. Similarly, VI residents on western end of Tortola must engaged against the solid waste disposal practices which are hazardous to their health. However, the fight should not be their’s alone; it is the whole territory’s.The petition should have thousands of names, not just a few hundreds. The fight must persist until the job is done.

      It is one BVI. The fight and plight of the waste disposal practices in the west is not solely its fight; it is all our fight, ie, the rest of Tortola and outlying islands. As one BVI, we must fight collectively, not singularly. BVI ask what is the aim of this petition.The aim is to bring relief for the health and personal well-being of residents who reside on the western end of the island, as well as our neighbors in the nearby USVI. The battle cry is for the whole BVI. We should strongly support the cause of fellow residents in the west as they would for the rest of us. The waste disposal challenges and the health and well-being of residents in the west should be JOB # 1, numero uno, for the incoming government. It must declare the situation an EMERGENCY and marshall the resources to fix the hazardous situation and bring relief to the people. It must also declare a health crisis and test and put all residents in the area on a monitoring programme. Too much analysis into paralysis already while the residents health deteriorate. It is BVI Love to take care of local people. Lets stop political games and brinksmanship.

      Where is the petition available, is it online, in an office somewhere? When a call for change agent to take action all of those living on the Western side of the island are to be first in line. Agitation, should be done by writing the governor, the government, with a time line engage the media, with discussion, interviews, dialogue and when that time line passed go to the Privy Council to get results.

      Door to door volunteers are also needed for other districts to deliver quick results by faster ground coverage. Let’s us know where is the petitioner available.

    but petitions in the BVI accomplish nothing. 30+ years ago the burning dump was moved from Duffs Bottom in D3 to Pockwood Pond in D1 for 'unspecified' reasons. Guessing that land owners in PP wanted some government money for leasing/renting their land for refuse. Obviously the BVI government 'waste management' plan at PP has failed so who is responsible for the current fiery situation. Primarily the BVI government but also the land owners for allowing their land to be used as a source of air, water and soil pollution. Just like the situation with the horse race track land in D3 it's probably time for the land owners to step up and renegotiate their lease/rental agreements with government if they care about the BVI.

      So it’s about time we all stepped up and make them do something about it. If we don’t stand for something, we will all fall for anything. When those toxins go into the air, they affect people and places you wouldn’t imagine. It might be directly affecting you! Government work for the people not the other way around. Why are we the only employers who accept whatever the employees want to do. Fire and replace or soon we will have no company to run.

    PLEASE DO SOMETHING ABOUT THE BURNING OF BUSH BETWEEN SHABAZZ JUICE STAND TOWARDS HUNTUMS GHUT.

    It occurs before 7am, in the afternoons, on weekends even Sunday mornings and has been going on for YEARS likely a decade including after Irma and during the pandemic.

    PLEASE ENFORCE NO BURNING AND ISSUE CITATIONS/FINES IF THIS OCCURS.

      I agree with you. People argue burning keeps away the mosquitos. What about people with asthma, acute rhinitis or serious respiratory issues? At one point in time it became so bad for me that I had to leave my residence. I easily could have argued but I would have just been wasting my energy and allowed myself to be overly exposed to the elements. The argument comes about easily because the landowners want to do what they want with their property. When you are burning it does not just affect you, self human being! There needs to be laws against open burning here.

    Is there really a solution to the incinerator problem? Do we even have experts here or do we have to find one abroad? Either way, people are dying from this airborne poison and it has no intention of slowing down. I'm sure an expert can be found somewhere in the world to fix this problem. The people here need immediate help from adults to the babies being born and their first breaths over there are to breathe in this waste poison.

      Hon. Carvin Malone found an expert and the UK consultant was hired and gave a detailed recommendation which Malone was following but Marlon has since rejected the expert's advise to all our detriment.

    Imagine Ronnie & his NDP gang are being given a free pass on this issue as they took our tax money and purchased a "so called" modern incinerator for millions of dollars which came without all the parts & it has not taken care of this open burning it was supposed to take care of. To make matters worse it came without the scrubber that was paid for but never came. It was then paid for again and again with our tax dollars and still never came. The suffering & death of the people is on he and his NDP gang hands.

    The VIP took office in 2019 and had to deal with covid but Hon. Carvin Malone & VIP hired a UK consultant through the RDA who is an expert in this area who recommended immediate purchase of temporary mobile incinerators for Anegada, Tortola, JVD & VG. All this was in the news. These equipment would significantly assist in reducing the open burning while the larger new modern incinerator is being constructed which will take a while (years). They were ordered but MARLON PENN became Minister and went against the recommendations and canceled the order. This is criminal. The blood of the people is on his hands.

    Do not vote for who caused us water woes: Pearline Sctaliffe who was over water & Sewage for years under different governments and she was a failure. Also, Julian Fraser who jammed us with bi-water non functioning contract for millions of dollars per year for the last 10 ten years that could have been used to deal with more urgent needs of the people.

    Open burning issues: DO not vote for Ronnie Skelton & NDP who purchased a multimillion dollar incinerator to deal with open burning & came without all the parts but it never worked but our tax money is gone & people suffering. Also, Marlon Penn who canceled the order for the temporary modern incinerators that would have helped reduce this problem on JVD, Anegada, VG & Tortola.

    I would not even mentioned NHI which was a legal way to help friends & family in the health/medical industry rich while the people suffer & the country is in million of dollars of debt & death.

    Do not vote for these people.

    Years ago my business presented a proposal to our BVI government , not asking for $$$ nor land just an approval to help manage the waste ,
    We have a solution to this problem , we have the capacity to hire over 200 locals , and we also bring modernized technology to our islands.
    Government not taking we the people serious
    And by the way we are still here , we still exist
