Petition accuses CoP Collins of promoting ‘cronies’ over qualified officers
In the petition addressed to Governor John J. Rankin CMG and seen by Virgin Islands News Online (VINO), accusations 17 through 29 accused the top cop of inserting himself in the promotion process of the force, which resulted in the disenfranchisement of other officers.
According to the document, it said ‘The Commissioner of Police Mark Collins and his management team refused to entertain the application of several officers with no criminal matters, the opportunity to work beyond 55 years but abused his office to grant the inspector with criminal charges a further extension,” it said.
It remains unclear what specific scenario the accusation is pointing to as no names of officers were provided, however, the document further went on to accuse the Commissioner of imposing himself on the Public Service Commission and overreaching as it related to the superintendent promotion process in 2022.
Promotion process compromised?
Up to publication time, Mr Collins had still not responded to VINO’s inquiry on the petition and his possible response.
The petition has accused the Commissioner of increasing the level of corruption, skullduggery, and the deceitful manner in which the promotion process is conducted in the force to an ‘all-time high’.
“The Commissioner of Police facilitated the promotion of one of his cronies at the disenfranchisement of the Detective Inspector who clearly has a superior score, by telling the most qualified candidate that he does not have the senior executive training which was not part of the prerequisite,” it added.
The Petition was copied to Hon James S. Cleverly of Homeland Security, Hon David H. Rutley – Parliamentary Undersecretary of State (Americas and Caribbean), and the Premier Dr the Hon Natalio D. Wheatley (R7), along with Ms Rosalia Gardener, Chairman of the Police Service Commission.
VINO reported that according to sources, the Petition was also reportedly signed by the Chairman and Secretary of the Police Welfare Association, at least 3 Chief Inspectors, and a number of Inspectors and Sergeants of Police who stand on a matter of principle, fairness, and equality before the law.
