Paul D. Bayly Out! Anthony S. McMaster In! as Acting CEO @ RDA
The New Zealander and Chief Executive Officer, Mr Paul D. Bayly, who had the support of the United Kingdom appointed Governor Augustus J U Jaspert but resigned in January 2020, is finally leaving.
According Board Members speaking to our news centre on condition of anonymity, his last day on the job will be on March 20, 2020, as decided at a recent Board meeting.
Mr Bayly, who earns over $300,000 a year will, according to Board sources, proceed on leave shortly then return on March 19, 2020 for a Board meeting.
At the height of his tenure, Mr Bayly was labelled by some as a failure in the post and was accused of stacking the RDA with expats.
Interim CEO confirmed
Meanwhile, after interviews with a number of persons, including former Financial Secretary Neil N. Smith, the Recovery Board selected Mr Anthony S. McMaster, a former Permanent Secretary under the National Democratic Party (NDP) regime, as the interim CEO.
McMaster's compensation and other terms and conditions of his employment were not immediately obtained by our newsroom.
Both Mr McMaster, who served as Director of Programme Delivery at the RDA and has acted in the CEO position before, and Mr Bayly could not be reached up to time of publication.
RDA
The RDA is a United Kingdom (UK) mandated vehicle passed into law by the National Democratic Party (NDP) Government to oversee the recovery and development of the Territory post hurricanes Irma and Maria.
Created as a statutory body, it was set up under VI legislation to work hand-in-hand with ministries to deliver projects under the Recovery and Development Plan (RDP).
Many political pundits and social commentators had criticised the agency of being an ‘alternative government’ created by the United Kingdom due to mistrust in the then NDP administration.
The RDA’s role included raising funds for projects and capacity building.

I am not happy with this appointment. Dr. Drexel Glasgow would have been a much better choice.....
