Over 300 recommendations made in second volume of law enforcement review


The review was conducted by His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS). The review became necessary following the release of the Commission of Inquiry report in April 2022, and the first volume was published in May 2024.
Governor Daniel Pruce in an April 8, 2025, statement announced the release of the review which has been titled ‘A review of law enforcement and criminal justice bodies in the British Virgin Islands Volume 2 – a road map for 2025 to 2035’.
HMICFRS independently assesses the effectiveness and efficiency of police forces and fire and rescue services to make communities safer. Fieldwork was conducted in November and December 2023 and the findings in the report reflect the assessment made based on evidence gathered during the team’s site visits then and includes interviews, surveys, and documents they reviewed in 2023 and 2024.

Sir Andrew James Cooke QPM DL, His Majesty’s Chief Inspector, in the Foreword, said, “Our recommendations intended to make communities safer,” later adding, “Many of the issues we identify aren’t new and have developed over a significant period of time.”
Meanwhile, the Governor called the review an “ambitious and far-reaching roadmap for change”.
According to Governor Pruce, this will make the Territory safer over the next decade and beyond as the recommended improvements are designed to optimise and support law enforcement in performing their duties.
“By improving the governance and oversight of law enforcement agencies, we will be better equipped to tackle crime, including international organised crime, protect our borders, halt the flow of illicit finance, make the criminal justice system more efficient and protect vulnerable people, while safeguarding fundamental rights and freedoms.”
375 recommendations made
HMICFRS said in the now public document, that these recommendations will also help the VI fulfil its wider international legal obligations.
“Stability and security in the BVI are undermined by local serious crime and corruption and transnational organised crime (including financial crimes). Ineffective law enforcement and criminal justice processes compound poor border security. These problems present considerable challenges to the UK as well as the international community.”
Hence, 375 recommendations have been outlined in the second volume or road map covering a “wide spectrum of issues”.
Most of the recommendations, however, are designed to improve governance and oversight of law enforcement and criminal justice organisations; tackle international organised crime and protect the VI’s borders; tackle illicit finance; make the criminal justice system more efficient; tackle corruption and improve conduct and standards; and protect vulnerable people and safeguard fundamental rights and freedoms.
Governor’s Office ill-equipped for implementation of recommendations
The report stated that since the publication of the first volume, a law enforcement review implementation manager, funded by the UK government, has been appointed, calling the move a good development.
However, they said, “We are concerned that, even with this additional post, the Governor’s Office isn’t sufficiently resourced to oversee the implementation of our recommended changes”.
To mitigate this, a recommendation has been made for the Governor’s Office to work with the Foreign, Commonwealth & Development Office (FCDO) to recruit appropriately skilled and experienced people to form an implementation team.
They have also advised that this team combines expertise from the VI, UK and elsewhere and be distinct from the National Security Secretariat, which has also been recommended for establishment.

It is equally clear that our past, present local government never had nor does it has any fairness of partnership for the just managing, and full wellbeing of the B.V.I people that has employed it (the local government) to defend their constitutional rights both Spiritually, and physically.
The whole world is rapidly changing, moreso due to personal,and national hyper competitive ambitions because of lack of genuine love for: 1. God our Creator, and 2. our human neighbors.
These and other problems have spiked further since Nato expansion drived to become a greater dominant world power, BRICS counter actions, and the February 2022 upflare of the war between Russia and Eukrain still in progress.
Economic reshuffling mostly among the nations worldwide are feeling the pressure of the USA sanctions, and tariffs hikes. Counter sanctions, and tariffs push back is ongoing almost weekly.
I am more able now, and I do have, in my opinion, clearer view of the UK'S crawling, but scammy plot of total mastery over our Spiritual, economical, educational, physical, and mental freedom, our local, if not all to the fullest, are no less different in their mindset. However, we should not even think the Topic issue 300 plus recommendations, even if emplimented in 10 years will our problems. No! It will not happened, not even in a 1,000 years while injustice is continuing.

Rule 2. All human beings should love God, and their neighbors in thoughts, word and actions, daily.
Rule 3. If by God power (grace) we submited to rules 1., and Rule 2, the just law of God's commitments is achieved.
All human was created by their Creator to embraced the needful affairs with others wisely according to God's principles, not the UK's illegitimate ones.
