Order in Council is an 'insurance' for reform- Governor Rankin

ROAD TOWN, Tortola, VI- Governor John J. Rankin, CMG says the Order in Council is an “insurance” to ensure that the Government of the Virgin Islands stays true to its commitment to implementing the reforms as recommended by Sir Gary R. Hickenbottom following the Commission of Inquiry (CoI).

Responding to questions posed to him by members of the media at the a press conference on Wednesday, October 19, 2022, Mr Rankin was very clear that the Order in Council will not be removed unless the reform takes place.

“The agreement, which was reached with the Government of  National Unity, was to implement 48 of 49 CoI recommendations," Governor Rankin reminded.

The 49th recommendation was for a partial suspension of the constitution.

Insurance

“The Order in Council was brought in as an insurance. It is if there is a failure in the commitment then swift action would be taken to remedy the situation.”

Governor Rankin said the Order in Council is something that would only be triggered off by a process and this is made explicitly clear in the framework document that the process can only be implemented if there was a delay in the implementation [of reforms] without a legitimate excuse.

He reminded that the period set out for the implementation of the CoI recommendations spans a period of two years.

    The British Virgin Islands current Governor, John J. Rankin has clearly made it know to us yet again the our current political leaders lead by the Hon. Dr. Natalio Sajande Wheatley have agreed to complied fully to all the CoI recommendations, including partial suspension of our current constitution.
    He has reminded us that this process has a period set out for its implementation of the reform spans for a period of two years. He also warned that failure to to implement the agreed to recommendations as agreed will triggered "swift action will be taking to remedy the situation."

    We are living in a world where good and evil are are happening daily. Whether or not we are willing to admit to this truth, it is true. Whether or not our past and present politicians are willing to admit that they have mismanaged our finances, they have.
    The above does clear the UK of the same, but they are our political rulers. Whether partially right or or partially wrong, our political leaders have already agreed to complied with the CoI recommendations. Any attempt to shift our political gear to reverse or even to another gear, if you understand me well, will not work.
    Let us be "wise as a serpent, but harmless as a dove.*
    The right way for is the way of genuine integrity, not political trickery. We the people of the British Virgin Islands is presently in need of better governance, not a dishonest one, and surely not inexperience unlearned political mouth champions, and hopeless novices.

      I think we allow hate and misinformation to clog our eyes.
      Nowhere in the GOVNR speech did he say that if the Unity Gov fail, he would suspend the constitution.

    The is looking for a sixth PM within six years. This speaks volumes. UK needs to remove the beam from their eyes before trying to remove the mote from someone else eyes.

      In world affaires nowhere is perfect, every country has it’s problems that need addressing. Yes, the UK does have it’s issues, but, unlike the BVI, it is addressing it’s problems, something we have failed to do continuously over the years. I think we need to accept that had the UK not initiated the COI, nothing would have changed.

    Hold the UK to its own rules and laws. Our Constitution is our contract with them. Any adjustment or change that should be made should be through its reviews, not by "Orders" or "Direct Rule".

    I don't believe that, what insurance, please tell me how difficult it would be to implement measure for direct rule. This feels more like an expression of power and in this setting meant to ridicule show contempt for the people of this country.

    Yes, our people deserve a fair and uncorrupt govt, but this isn't the way, how do you hold a gun to someones head and the results are just.

    The Governor needs to go, what makes him thinks that what the UK says goes. Look at the mess they have their country in, 5 white Premier in one year and still they cannot get think right. None of them intelligent enough to run their country and the rest in history in the making LOL. Now some of them leaving the party because Rishi Sunak is going to be the nest Premier. He seems to have more common sense that the past 5.
